A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
RECOMMENDING THE CITY COUNCIL APPROVE A RESOLUTION TO ADOPT A MULTI-
MODAL GENERAL PLAN CIRCULATION MAP AND ADOPT AMENDMENTS TO THE
GENERAL PLAN RELATED TO THE CREATION OF THE MULTI-MODAL MAP
PA 09-010
WHEREAS, the City of Dublin desires the creation of a Multi-Modal General Plan Circulation
Map; and
WHEREAS, on June 26, 2008, City Council adopted the Fir al Goals & Objectives Program and
Strategic Plan as part of the 2008-2009 Budget process. The adopted Final Goals & Objectives Program
included the creation of a Multi-Modal General Plan Circulation Map as a City Council high priority goal;
and
WHEREAS, other amendments to the General Plan are necessary in order to ensure consistency
throughout the General Plan and provide a textual explanation of the rQulti-Modal Map; and
WHEREAS, the Planning Commission hereby finds that, pursuant to Section 15061(b)(3) of the
California Environmental Quality Act (CEQA) guidelines, this Project is exempt from the provisions of
that Act based on the general rule that CEQA applies only to projects that have the potential for causing a
significant effect on the environment. Where it can be seen with certainty that there is no possibility that
the activity in question may have a significant effect on the environment, then that activity is not subject
to CEQA. The adoption of a Multi-Modal General Plan Circulation Map will not have a physical effect
on the environment and is, therefore, exempt from the provisions of CEQA; and
WHEREAS, the City of Dublin Planning Commission held a public hearing on said application
on March 10, 2009 for which proper notice of the public hearing was ;riven at all respects as required by
law; and
WHEREAS, a Staff Report was submitted to the Planning Commission on May 12, 2009
recommending approval of said application; and
WHEREAS, the Planning Commission did hold a public hearing on said application; and
WHEREAS, proper notice of said hearing was given in all respects as required by law.
WHEREAS, the Planning Commission did hear and consider all said reports, recommendations
and testimony herein above set forth and used its independent judgment to evaluate the Project.
NOW, THEREFORE, BE IT RESOLVED that the Dublin Planning Commission does hereby
find that the proposed Multi-Modal General Plan Circulation Map, is consistent with the Dublin General
Plan, and any applicable Specific Plans, and recommends that the City Council find the same.
BE IT FURTHER RESOLVED that the Dublin Planning Commission recommends that the City
Council adopt the Resolution recommending the City Council approve a Resolution to adopt a Multi-
Modal General Plan Circulation Map and amendments to the General Plan related to the creation of the
Multi-Modal Map.
PASSED, APPROVED AND ADOPTED this 12th day of May 2009 by the following vote:
