Adopt Resolution (Attachment 1) recommending City Council approval of a General Plan Amendment to add General Plan Land Use Map (Figure 1-la) to the General Plan document in place of Primary Planning Area Land Use and Circulation Map (Figure 1-1), Eastern Extended Planning Area Land Use Map (Figure 1-2B), and Western Extended Planning Area, Schaefer Ranch Project Sector Land Use and Circulation Map (Figure 13), which will be deleted, and to make minor associated text changes. COPIES TO: Applicant Property Owner PA File Project Manages ITEM NO. PROJECT DESCRIPTION: The General Plan for the City of Dublin was adopted on February 11, 1985. The document contained all of the mandatory elements of a General Plan, including a Land Use and Circulation map (for the Primary Planning Area) that indicated what the approved land use designations were for all properties in the City as well as the street circulation, which at that time only extended to the east as far as Dougherty Road and the Southern Pacific Railroad right-of--way. (See Attachment 3) Since the original General Plan was approved in 1985, there have been a number of amendments. The most substantial amendment took place on January 7, 1994 when the Eastern Dublin General Plan amendment was adopted and gave land use designations to property in the eastern part of the City. This amendment included a new Land Use Map for the Eastern Extended Planning Area to be added to the existing General Plan. (See Attachment 4) A number of other General Plan amendments have been approved by the Planning Commission both before and after January 7, 1994, some of which have included changes to either the Land Use and Circulation map for the Primary Planning Area or the Land Use Map for the Eastem Dublin Extended Planning Area. As General Plan amendments have been approved in both Primary Planning Area and the Eastern Extended Planning Area, the two maps were updated as necessary. For display purposes, and to help explain land use designations for the City as a whole to the public, a General Plan Display Map was prepared by Staff in October 1995 which incorporated both maps into one. This map had been used as a reference, while the officially adopted land use maps remained in the General Plan document. On June 18, 2002 the City Council adopted the General Plan Display Map as a working document that reflected the most up-to-date land use designations in both the Primary Planning Area and the Eastern Extended Planning Area. This action was taken in part to satisfy requirements of a Memorandum of Understanding that the City had entered into with the City of Livermore, dated May 1, 2002, regarding planning issues of mutual concern in Eastern Dublin. Now, in an attempt to simplify the General Plan document and reduce the number of land use maps contained within, Staff is proposing to replace the Primary Planning Area Land Use and Circulation Map, Eastern Extended Planning Area Land Use Map, and Western Extended Planning Area, Schaefer Ranch Project Sector Land Use and Circulation Map with one single General Plan Land Use Map that contains all of the same information. (See Attachment 2) As part of Staff review of the original Primary Planning Area Land Use and Circulation Map (Figure 1-1), Staff noted an error that is proposed to be corrected at this time. The text of the General Plan document describes the land use designation of "Business Park/Industrial" as being non-retail business uses such as research and manufacturing/distribution, with the Sierra Court and Clark Avenue areas as examples. However, the Primary Planning Area Land Use and Circulation Map (Figure 1-1) incorrectly identified these areas "Business Park/Industrial: Low Coverage," a designation which only applies in the Eastem Extended Planning Area. The correct land use designation of "Business Park/Industrial" has been applied to the subject parcels on the new General Plan Land Use Map (Figure 1-la). The General Plan document is proposed to be amended specifically as follows: ^ Add General Plan Land Use Map as Figure 1-la ^ Remove Primary Planning Area Land Use and Circulation Map (Figure 1-1) ^ Remove Eastern Extended Planning Area Land Use Map (Figure 1-2B) Page 2 of 3 ^ Remove Western Extended Planning Area, Schaefer Ranch Project Sector Land Use and Circulation Map (Figure 1-3) ^ Remove all text references to Primary Planning Area Land Use and Circulation Map (Figure 1-1) and replaced with text reference to General Plan Land Use Map (Figure 1-la) ^ Remove all text references to Eastern Extended Planning Area Land Use Map (Figure 1-2B) and replaced with text reference to General Plan Land Use Map (Figure 1-la) ^ Remove all text references to Western Extended Planning Area, Schaefer Ranch Project Sector Land Use and Circulation Map (Figure 1-3) and replaced with text reference to General Plan Land Use Map (Figure 1-la) ^ Change land use designation on the Generai Plan Land Use Map (Figure 1-la) of all parcels in the Primary Planning Area from "Business Park/Industrial: Low Coverage" to "Business Park/Industrial" to clarify mistake in original Primary Planning Area Land Use and Circulation Map (Figure 1-1). ENVIRONMENTAL REVIEW: This amendment to the General Plan relates to the display of information only and does not cause physical changes to the environment, and therefore is a "non-project" according to the California Environmental Quality Act (CEQA) Guidelines and is exempt from environmental review. RECOMMENDATION: Staff recommends that the Planning Commission receive staff presentation and public testimony, question staff and the public, and adopt a resolution recommending City Council approval of the General Plan Land Use Map for inclusion in the General Plan as Figure 1-la, deleting other maps as noted, and making associated minor text changes (Attachment 1). G:\PA#\2002\02-045U'C Staff Report LU map GPA.doc Page 3 of 3 RESOLUTION NO. 02- A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING CITY COUNCIL APPROVAL OF A GENERAL PLAN AMENDMENT TO ADD GENERAL PLAN LAND USE MAP (FIGURE 1-lA) TO THE GENERAL PLAN DOCUMENT IN PLACE OF PRIMARY PLANNING AREA LAND USE AND CIRCULATION MAP (FIGURE 1-1), EASTERN EXTENDED PLANNING AREA LAND USE MAP (FIGURE I- 2B), AND WESTERN EXTENDED PLANNING AREA, SCHAEFER RANCH PROJECT SECTOR LAND USE AND CIRCULATION MAP (FIGURE 1-3), WHICH WILL BE DELETED, AND MAHING ASSOCIATED MINOR TEXT CHANGES AS OUTLINED BELOW. PA 02-045 WHEREAS, the General Plan for the City of Dublin was adopted on February 11, 1985 and has been amended a number of times since that date; and WHEREAS, the Dublin General Plan contains a Land Use and Circulation Map that illustrates the approved land use designations for all properties in the Primary Planning Area (Western and Central Dublin) as well as the street circulation for the City; and WHEREAS, the Eastern Dublin Specific Plan General Plan Amendment adopted on January 7, 1994 included a Land Use Map for the Eastern Extended Planning Area (Eastern Dublin); and WHEREAS, in an attempt to simplify the General Plan document and reduce the number of land use maps contained within, Staff is proposing to replace three maps as described below with one single map.
