DESCRIPTION: The streets in Tract 6038, Hansen Hill Phase 2, have not yet been accepted by the City; however, a number of the homes have been constructed and are occupied. Residents of the Inspiration Circle neighborhood have approached Staff regarding enforcement of California Vehicle Code regulations, and particularly enforcement of the speed limit. The primafacie 25 mph speed limit for residential streets applies to the streets in this development. To date, Police Services has located the radar trailer on Inspiration Circle in several locations. The Traffic Safety Committee has discussed this request, and even though the development may be accepted within a few months, it is recommended that the City Council adopt a resolution approving enforcement of the CVC so that Police Services may more actively enforce the traffic regulations. The streets within this development are open to the public. Although there are punchlist items remaining to be completed, the streets are in satisfactory condition for use, and traffic control devices are in place. The traffic controls will be officially adopted and included in the Traffic Code when the subdivision is accepted. Under the resolution proposed to be adopted, all traffic control devices and vehicle code regulations will be enforceable. g:\agenmisc~hansen phase 2 cvc enforce COPIES TO: Warmington Homes ITEM NO.
