A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
DENYING PA 98-004
DUBLIN SELF STORAGE MASTER SIGN PROGRAM
6100 DOUGHERTY ROAD
WHEREAS, Dennis E. Baca has filed an application for a Master Sign Program to
allow a 16 foot high, 96 square foot per side freestanding sign located 15 feet behind the
sidewalk at 6100 Dougherty Road, where the maximum permitted size per side allowed
by the Zoning Ordinance is 52.5 square feet per side as specified by Section 8.84.120.1;
and
WHEREAS, the California Environmental Quality Act (CEQA), together with the
State guidelines and City environmental regulations require that certain projects be
reviewed for environmental impact and that environmental documents be prepared; and
WHEREAS, the project has been found to be Categorically Exempt from CEQA
under Section 15311, Class 11, Accessory Structures/On-Premise Signs, of the California
Environmental Quality Act guidelines; and
WHEREAS, the Planning Commission held a properly noticed public hearing on said
application on February 24, 1998; and
WHEREAS, the Staff Report was submitted recommending that the application for
a Master Sign Program be denied; and
WHEREAS, the Planning Commission did hear and consider all said reports,
recommendations and testimony hereinabove set forth and used their independent
judgment to make a decision.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does
find that:
A. The Master Sign Program's contribution to effective and attractive
identification of businesses, services and uses and the design quality of the site (including
the sign) and surrounding area will not be superior to the quality that would result under
the regulations and standards of Section 8.84.040, Sign Development Regulations;
Section 8.84.050, Signs Subject to Permits; Section 8.84.110, Regulations for Wall Signs
and Projecting Signs; and Section 8.84.120, Freestanding Sign General Regulations. The
applicable regulation in this case is Section 8.84.120, Freestanding Sign General
Regulations. The intent of the Master Sign Program concept is to result in a sign program
for an entire development which is superior to that which would otherwise have been
allowed by the regulations. The City allows sign regulations to be made flexible in return
for a superior sign program. The sign program consists of the proposed sign and one
other wall sign on the site. No effort has been made to include the existing wall sign in
the program or to ensure consistency between that sign and the proposed sign (they have
different wording, coloration, and font type). There is nothing in the sign design that
would tend to make it superior to a sign that would have otherwise been approved, and
therefore beneficial to the City.
B. All of the proposed signs of the complex (the proposed freestanding sign) are
not. compatible with the style or character of existing improvements on the site and are
not well related to each other. The sign as proposed would not be compatible with the
style or character of existing improvements or well related to other signs on the self
storage facility site. The proposed sign is large and out of proportion to the existing wall
sign and to other signage in the vicinity. The text of the proposed sign is inconsistent
with the text of the legally established wall sign, its coloration, or its font type.
C. All of the proposed signage (the proposed freestanding sign) does not
generally conform with the Design Criteria in Section 8.84.060. The proposed sign is not
in conformity with the Design Criteria because it proposes a plastic-faced sign with a
white internally illuminated background, which is prohibited by Section 8.84.060.B.6.
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does hereby
deny, PA 98-004 Dublin Self Storage Master Sign Program request to allow a 16 foot
high, 96 square foot per side freestanding sign located 15 feet behind the sidewalk at
6100 Dougherty Road, where the maximum permitted size per side allowed by the Zoning
Ordinance is 52.5 square feet per side as specified by Section 8.84.120.1.
BE IT FURTHER RESOLVED THAT THE Applicant must remove the existing illegal
sign within 30 days of the effective date of this decision, and may erect a freestanding
sign in compliance with the Zoning Ordinance.
PASSED, APPROVED AND ADOPTED this 24th day of February, 1998.
