A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 98-002,
CONDITIONAL USE PERMIT FOR A RESTING PLACE
FELLOWSHIP CHURCH, 6500 DUBLIN BOULEVARD, SUITE D
WHEREAS, A Resting Place Fellowship church has requested approval of a Conditional Use
Permit to allow a church use within an existing building, to include a church office, non-day care
nursery and sanctuary totaling approximately 2800 square feet of floor area, at 6500 Dublin
Boulevard, Suite D, in a C-2 General Business Zoning District (APN 941-205-36); and
WHEREAS, the California Environmental Quality Act (CEQA), together with the State
guidelines and City environmental regulations require that certain projects be reviewed for
environmental impacts and that environmental documents be prepared accordingly; and
WHEREAS, the project has been found to be Categorically Exempt from CEQA under
Section 15301, Class 1 of the California Environmental Quality Act Guidelines. The project consists
of a use within an existing private facility involving no expansion of use beyond that previously
existing; and
WHEREAS, the Planning Commission held a properly noticed public hearing on said
application on February 24, 1998; and
WHEREAS, a Staff Report was submitted recommending that the Planning Commission
approve the Conditional Use Permit application subject to conditions prepared by Staff; and
WHEREAS, the Planning Commission did hear and use their independent judgment and
considered all said reports, recommendations and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does
hereby find that:

The proposed use serves the public need by providing a place of worship within the
community, which is an important aspect in building and maintaining community.
The proposed use will be properly related to other land uses and transportation facilities
by being located adjacent near two main transportation corridors in the community,
Dublin Boulevard and Dougherty Road, as well as providing adequate driveways from
adjacent roadways.
The proposed use will not materially adversely affect the health or safety or persons
working near the vicinity since the prime operating hours of the proposed use will be
significantly different from nearby uses. Nor will the proposed use be materially
detrimental to the public welfare or injurious to surrounding property or improvements,
as applicable City regulations and conditions will be met and that adequate on-site
parking will be provided.
The proposed use will not be detrimental to the specific intent clause of the C-2 Zoning
District, which encourages community facilities which comply with all of the standards
and provisions of the District.
E. The proposed use is consistent with the Dublin General Plan.
NOW, THEREFORE BE IT FURTHER RESOLVED THAT THE Dublin Planning
Commission hereby conditionally approves PA 98-002 a Conditional Use Permit to allow The
Resting Place Fellowship Church at 6500 Dublin Boulevard, Suite D. The approval does not include
a private school facility nor a day care/nursery facility. Improvements related to he application are
generally depicted by materials labeled Exhibit A, stamped "approved" and on file in the Dublin
Planning Department, which includes a Site Plan prepared by the applicant date-stamped January 7,
1998, for PA 98-002. The following conditions are attached to this approval:
CONDITIONS OF APPROVAL
Unless otherwise stated, all Conditions of Approval shall be complied with prior to final occupancy
of any building and shall be subject to Planning Department review and approval. The following
codes represent those departments/agencies responsible for monitoring compliance with the
Conditions of Approval: [PL] Planning, [BI Building, [PO] Police, [PW] Public Works, [ADM]
Administration/City Attorney, [FIN] Finance, [PCS] Parks and Community Services, [F] Fire,
[DSR] Dublin San Ramon Services District, [CO] Alameda County Flood Control and water
Conservation District Zone 7.
PA 98-002, A Resting Place Fellowship church, is approved for a Conditional Use Permit as a
community facility, which excludes the operation of a private school or day care/nursery
facility. Maximum peak occupancy of the church is 180 persons or the maximum allowed by
the Uniform Building Code, whichever is less.
This Conditional Use Permit is revocable for cause, upon the determination that the conditions
of approval are not met, or if the above-stated findings of approval cannot be met. Failure to
comply with the conditions of approval shall cause the Conditional Use Permit to be null and
void.

All necessary permits shall be obtained from the Dublin Building Department and the Alameda
County Fire District.
4. Fire extinguishers shall be provided per Fire District requirements.
