This SDR covers the site plan as well as the architectural, streetscape, and landscape for the first phase (Parcel 4) of the Promenade project within Dublin Ranch -Area G. The CUP is necessary for the ClubSport (Fitness Center) use and outdoor dining , which are conditional uses under the original Planned Development for Area G and for Outdoor. For additional information on the Project Site described in the following narrative, refer to the SDR drawing reductions in this submittal package. A. What type of business, activity or use are you proposing? On December 11, 1998, the City of Dublin approved a Planned Development Rezone for the Dublin Ranch Village Center for Area G of Dublin Ranch, which included the proposed Project Site. In conjunction with the PD approval, the Project Site was designated as PD- Village Center. The intent of the Village Center (now known as the promenade) was to create a "pedestrian-oriented service, retail, commercial and entertainment center serving the daily needs of the residential neighborhoods surrounding it and the more intermittent shopping, entertainment and service needs of the larger community." The Development Plan for the Project Site, which is covered by this Site Development Review and Conditional Use Permit, proposes an approximately 35,195 SF retail and office building and 47,669 square feet of the ClubSport Athletic Club and Spa as well as a four story parking garage complex on approximately 3.8 acres (net). The proposed project will include a mix of uses including retail, office, restaurants, and within the ClubSport building will be a health club, spa and cafe. Outdoor dining will be provided with the ClubSport cafe and outdoor dining for future restaurants in the retail building has been provided. Additional project details are addressed under Item E. B. How many employees will you have or propose to have? Employee count will vary from store to store depending on sales volume and business type. A definitive number of employees for the retail and office uses within the Project Site cannot be determined at this time. ClubSport will have approximately 75-85 permanent staff members with about 35 working at any one time. C. What are the proposed hours and days of operation? The hours and days of operation for retail uses within the Project Site cannot be determined at this time. It is anticipated that operations of The Promenade uses will be comparable to other retail uses in Dublin Ranch as well as uses within the City of Dublin of similar type and size. Hours of operation for the office uses will typically be from Sam to bpm. The ClubSport will be open from Sam to 11 pm Monday- Friday and from bam to 10 pm on weekends. VICINITY MAP D. Will your business, activity or use target a specific segment of the community? The Promenade has been designed to serve the Dublin community as a pedestrian oriented service, retail, office and entertainment area. While The Promenade will be accessible by foot to the majority of the Dublin Ranch residents, parking will be provided for residents of the community that are not within walking distance. SITE DEVELOPMENT REVIEW AND CONDITIONAL USE PERMIT .PAGE 1 9a ~ 3ia THE PROMENADE .PARCEL 4 . JULY 2009 E. In what ways will your business, activity or use benefit the community? The Promenade will be the centerpiece of the shopping district of East Dublin and provide the residents of East Dublin a place to shop, work, recreate and enjoy community activities. The office space will help facilitate aCity-wide balance of jobs and housing. The retail will provide an increase in sales tax revenue for the City of Dublin as well as offer convenient accessible shopping to East Dublin residents. ClubSport will bring a high quality health club and spa to the City, a use that will be unique to the City thus far. The development of the site will assist in completing vehicular and pedestrian circulation routes in the vicinity of the Project site. All infrastructure required for this development and all capital facility costs will be paid for by the project proponents as development proceeds. As is typical of development requirements in Dublin, the applicant will dedicate land required and construct roads to serve the project. Along with this, normal expenditures for City services (fire, police, recreation, general administration, etc.) would be compensated by the development through required fees and property tax revenues. It is anticipated that property tax revenues, along with increased local sales tax attributed to the Project, will cover the public service costs. F. Are there any ways in which your business, activity or use may disrupt the peace of surrounding residents or businesses? The businesses and activities of the project will not disrupt the peace of surrounding residents or businesses. The business hours and activities will be conscientious of the surrounding neighborhoods. Overnight parking will not be allowed within the parking garage. G. Are there any ways in which your business, activity or use have a negative effect on the health or safety of persons residing or working in the vicinity, or be detrimental to the public health, safety or general welfare? There are no planned activities or uses that will have a negative effect on the health or safety of persons residing or working in the vicinity, or which are detrimental to the public health, safety or general welfare. The design of the project and its improvements will comply with all applicable City codes and ordinances pertaining to its design, construction and operation. It is not anticipated that the development will create public health problems, as no land uses or activities requiring the use or manufacturing of toxic materials are planned to occur on the site. H. Will your business, activity or use create any negative impacts on property, transportation systems or existing improvements in the neighborhood? The proposed project will not create any negative impacts on property, transportation systems or existing improvements in the neighborhood. The proposed project will assist in the development of the remaining lands in Dublin Ranch which will increase the value of the surrounding neighborhoods. The transportation systems will be improved by the completion of auto and pedestrian routes within the vicinity of the Project site. I. Describe how the design of the project including site layout, structures, vehicular access, circulation and parking, etc. will provide a desirable environment for the future development. Site Layout/Structures: The Project Site has been designed to provide a "Village Center/Downtown feel." Dublin Boulevard is located to the south of the site, Grafton Street will be built to the west of the site, and Finnian Way will be completed to the north of the site. The Multi-Use trail will begin at the southeast side of the site and connect with the existing multi-use trail on Finnian Way that travels north to Central Parkway. The buildings are sited close to the streets with a pedestrian paseo through them connecting the Multi-use trail to Grafton Street. The ClubSport building is located on the corner of Dublin Boulevard and Grafton Street. The building entrance is located on the internal paseo. The ClubSport cafe is located at the north end of the building fronting Grafton Street. The pool and deck area are located to the south of the building along Dublin Boulevard. The retail and office building fronts onto Grafton Street with multiple entrances on Grafton Street as well as on the paseo between the buildings. The building is set back at 14' from the face of curb of Grafton Street. The entrance to the office lobby is located on the paseo across from ClubSport. A 4 story parking garage is located in the north east portion of the site. A 20' service alley separates the retail/office building and the parking garage. Pedestrian/Vehicular Circulation: The Project Site has been designed for convenience and to encourage pedestrian connectivity. The site is bordered by wide sidewalks on the south, north and west sides. The multi-use trail that extends from Dublin Boulevard to Central Parkway is on the east side of the site. These sidewalks and multi-use trail all have a minimum clear dimension of 8' with the multi-use trail being 12' wide. Grafton Street, the "Main Street" of Dublin Ranch, has a 14' wide sidewalk. A wide paseo is provided in-between the retail building and ClubSport and connects the parking lot, the parking garage and the Multi-Use trail to Grafton Street. Access to the parking lot and parking garage is provided off Dublin Boulevard and Finnian Way. Parking: A four level parking garage is being proposed in the northeast portion of the project site to service the customers and clients of The Promenade-Parcel 4 businesses. The garage will provide 428 parking spaces. In additions, there will be 58 on-site parking spaces provided SITE DEVELOPMENT REVIEW AND CONDITIONAL USE PERMIT .PAGE 2 ~3 ~3~~ THE PROMENADE .PARCEL 4 . JULY 2009 in the eastern portion of the site. A total of 16 street parallel parking spaces will be provided on Grafton Street and Finnian Way adjacent to the project site. Please refer to the table on the following page to see the required spaces for each use as well as the required spaces for the peak hours. Handicap accessible parking spaces are provided in accordance with the current requirements of the California Building Code, which requires the minimum number of spaces to be 2% of the total required parking spaces. A total of 15 handicap accessible parking spaces have been provided throughout the project, exceeding the number of spaces required. JULY 2009 J. Is the site physically suitable for the type and intensity of development proposed? M. Describe the architectural design/theme of the development including character, scale and quality of the design, and explain how the project will relate to and be compatible with the existing site and the character of adjacent buildings, neighborhoods and uses. K. L. The Project Site for The Promenade -Parcel 4 is physically suitable for the type of commercial development proposed. The site is generally level (1% average slope). The site has been used as construction staging for the surrounding residential developments and has been recently graded and cleared of debris and structures. The site is clear of tree cover. This Project's proposed land use plan is consistent with the land use designations found in the Dublin General Plan and Eastern Dublin Specific Plan. A geotechnical analysis has been undertaken by Berlogar Geotechnical Consultants and no major faults or areas of unstable soil are located within the Project Site. Water, sewer, recycled water and joint trench infrastructure are currently available from utilities constructed with surrounding residential developments and Dublin Blvd and are able to be extended to the Project Site. Storm water runoff from roof and ground surface areas will be collected and piped to a lineal bioswale along the parking lot. Drainage will then be piped to the water quality treatment basin and eventually discharged to the G3 channel south of I-580. Additional details regarding the proposed utility systems for this project are depicted on the preliminary utility plan included in this submittal package. Describe how the proposed development may impact views. The site will be visible from I-580 in the interim. In the future, at full development of Dublin Ranch the site maybe partially visible from I-580. The site is not within 700 ft of a scenic corridor as defined by the City's Scenic Corridor Policies and Standards and is not within a designated view zone. Describe the physical characteristics of the site including existing slopes and topographic features. The Project Site for the Promenade -Parcel 4 is generally level, has very little variation in topography, and gently slopes downward from the north at Finnian Way to Dublin Blvd. The lowest elevation within the Project Site is at approximately 347 feet above sea level, while the highest elevation is at approximately 353 feet. Drainage flows generally in a north to south direction. The site is without any existing tree cover and various non-native grasses cover the majority of the area. The property has been used as construction staging for various projects and has been cleared and graded in anticipation of development. General Project Information The Promenade -Parcel 4 is the first portion of an overall development envisioned to create a pedestrian oriented "main street" within Dublin Ranch on the north side of Dublin Boulevard. The concept is to create a series of pedestrian friendly retail /office areas adjacent to the existing high density residential development with an "older town" feeling that will convey a strong sense of place for the residents and shoppers. The incorporation of retail, office space, and fitness opportunities will encourage members of the local residential community to work, live, and play within the Dublin Ranch neighborhood. The goal is to create a living environment that will reduce and possibly even eliminate auto trips and related congestion. ClubSport The anchor building at the public corner that enters onto Grafton Street from Dublin Boulevard will be the ClubSport fitness center and spa. The building is a two story structure, designed with a contemporary, Central California vernacular. The detailing of the building includes stone wainscot, stone bands, and decorative trim at the cornice level, as well as stone inset elements to accentuate the detailing of an older architectural era. At the pedestrian level, large retail display windows capture the shopper and articulate the sidewalk. Awnings are set at multiple levels on the building to create a fine detailed canopy for the pedestrian experience and to provide color and solar shading at the upper area. The corner of the building is set in a radial pattern to face the intersection of the primary streets, framing the pedestrian plaza and a possible public art location at this area. The main entrance to the building is oriented toward the middle of the project development and opens at multiple areas along Grafton Street and facing into the pedestrian paseo developed between the three structures. Set between the entries is the indoor /outdoor cafe at the club that is open to the public as well as the club members. This creates a focal social area for the club and development. As you enter into the club you are allowed to access the day spa or the members' entrance to the club. The club will feature cardio, free-weight, and machine weight work out areas, along with multiple rooms for group exercise. The club is outfitted with private locker rooms for men and women and provides the members with access to an outdoor spa and lap pool for swimming. The club is focused on an interior courtyard with a lap swimming pool and Jacuzzi, and soft and hard deck lounge space. SITE DEVELOPMENT REVIEW AND CONDITIONAL USE PERMIT . PAGE 4 qs~ 31~ THE PROMENADE .PARCEL 4 . JULY 2009 N. The Mercantile Building The "Mercantile Building" is a combination retail /office building. The building is a two story structure with the retail on the first floor, and office space on the second floor. The building's architecture is reminiscent of the older urban mercantile buildings found in major urban centers such as Chicago, San Francisco, New York and smaller Central California towns such as Modesto. The building is detailed similar to the ClubSport building, utilizing stone wainscots at the building base, large expanses of storefront glass, lower awnings to provide color and scale to the pedestrian level, and articulation of cornice detailing and vertical stone insets. signage for the building will be a combination of storefront signage and wall hanging signage that evokes this older style and quality. It is envisioned that a portion of the retail space will be occupied by a community scale restaurant, that will serve the immediate residential areas, and visitors who come to the shop at this area. The remaining retail space will be filled with a mix of shops providing goods and services for the Dublin community and will provide the additional life and interest to make this retail area a success. Parking Garage The parking garage is a compact four-tier garage building that is reminiscent of an old warehouse you would find adjacent to the urban core mercantile buildings. The garage is designed as an "open" parking garage, but the openings have been designed to minimize the visual impact of the parking decks to the adjacent uses while still accentuating the look of the warehouse style. The building is detailed to complement the ClubSport and Mercantile building with the inclusion of elements such as an upper trellis /blind and vertical stone accents to carry the contemporary Central California vernacular detailing through the project. An old "packing crate" graphic has been added to the side of the building to further enhance the "former warehouse" look and feel. The larger expanses of wall have been detailed with reveals and stone insets, and color blocked to create an interesting visual character that breaks down the mass of the structure. The visual sight lines from the adjacent four-story residential buildings to the east and the proposed parking line and office building have been studied and mitigated. The design of the upper level trellis /blind at this location eliminates the direct line of sight that residents and office patrons would have onto the upper deck where parked cars and pole lighting would be exposed to view. Describe how the landscape features have been designed so as to ensure visual relief and an attractive environment for the public. The Promenade -Parcel 4 project comprises the streets of Dublin Boulevard to the South, Grafton Street to the West, Finnian Way to the North and the limits of the Multi-Use Trail to the East. The site includes pad sites for a parking garage, retail building, Club Sport building and parking lot along with various landscape areas. The project has been designed to not only complement the Grafton Station retail project to the south but further refine the retail core utilizing similar materials in varied patterns while providing for an upscale yet traditional street frontage. Grafton Street north of Dublin Boulevard sets the tone for a unique retail experience by utilizing concrete unit pavers in varied patterns to highlight the architecture and provide for a unique street scene. Materials are located to enhance the pedestrian experience with the use of accent pavers in wide bands crossing the sidewalk linked with accent pavers at the building edge. All trees adjacent to the structures are planted with the same deciduous street trees ingrates as were planted along Grafton Street at Grafton Station. Potted evergreen specimen plantings are used where sidewalks widths and building adjacencies prevent the use of street trees. Pottery has been proposed adjacent to the building columns where accent paver bands cross the sidewalks. It is intended to not only compliment the architecture but provide pedestrian scale and softening of the architecture at the sidewalk building interface. The use of benches, bike racks, waste receptacles, potted plant material and public art opportunities highlight the street scene providing spaces to stroll, pause and interact. The Corner of Grafton Street and Finnian Way having been established as the "Main Street Plaza" in the Area G Design Guidelines lends itself as a primary focal point of the project. A water feature has been proposed consistent with the Design Guidelines to complement the architecture and give relevance to the style and theme of the project. The simple water fountain shall incorporate a seatwall/water basin with a fountain that shall mimic the early 19'h century fountains found in New York's Central Park. The design of the fountain is intended to emphasize historical significance and relevance to the site. Colored concrete paver bands shall be aligned on the bias to contrast with the paver pattern along Grafton Street and Finnian Way. Flowering accent trees in metal grates shall provide shade and color in the hot months for the potential street side cafe on the corner. Dining partitions and potted plant material provide key components for a comfortable and unique outdoor dining experience. Dublin Boulevard at Parcel 4 has been designed to complement the existing street scene at the Grafton Station project by the utilization of similar paving and planting materials. London Plane trees in b'xb' metal grates and in planting areas shall be placed in a similar arrangement to continue the streetscape on the north side of Dublin Boulevard. Plant material at the back of sidewalk and adjacent to the proposed Club Sport building shall compliment existing plant species along Dublin Boulevard and shall be terraced at the building planting area interface. A 12' wide monolithic sidewalk consisting of matching concrete unit pavers shall be orientated and placed consistent with the existing conditions at Grafton Station. Finnian Way improvements allow for the continuation of the Multi-use trail across the street through Parcel 4 to Dublin Boulevard. JULY 2009 pavers shall be proposed similar to the sidewalk at Dublin Boulevard and contain Scarlet Oak street trees in b'xb' tree grates adjacent to the back of the curb. A planter area with low growing vertical shrubs adjacent to the parking garage provides visual relief and is intended to soften the street-scene along Finnian Way at the parking garage sidewalk interface. Four uniquely designed pots containing materials similar to the Club Sport building shall be proposed in the planter area for continuity on all sides of the project boundary. Each pot is adorned with a specimen plant architectural in nature, interesting in contrast. The parking lot on the east side of the project is planted with large canopy trees providing seasonal interest and shade during the hot summer months. Low growing shrubs are proposed along the parking lot consistent with the existing plants further to the south at Grafton Station. The Multi-Use trail east of the parking lot will fulfill the next segment through Dublin Ranch and shall be proposed using integral colored concrete with alternating light and medium sand finish. Benches at the intersection of the Multi-Use Trail and the crossing of the parking lot to the paseo offer resting opportunities. A bio-swale is proposed in the planting area at the southeast corner of the parking lot adjacent to the Multi-Use Trail. Plant material proposed for the bio-swale shall be of a species consistent with the unique conditions and requirements necessary for the filtration of particulates from the parking lot run-off. Planting areas shall contain similar plant material to the existing portions of the trail to the north and east of the project. Flowering, low growing, drought tolerant plant material including flowering accent trees shall grace the east and west side of the trail providing strong visual transition through the site while shading the~pedestrian in the hot summer months. The Paseo between Club Sport, the Parking garage and the Retail building has been designed to create a unique transitional space from the Multi-Use Trail to the east through Parcel 4 and across Grafton Street to the west. Intended to be one of the primary focal points of the project it has been designed to provide gathering areas and access to the proposed Club Sport building while allowing transition from the street to the Multi-Use Trail. The space is a uniquely designed urban plaza that is a departure from the surrounding sidewalks along Grafton Street and Dublin Boulevard. A calming, yet dramatic water fountain in the center of the paseo creates the focal point seen from Grafton Street and the Multi-Use Trail. The fountain design and materials are intended to contrast with the traditional materials along the street yet provide consistency with the adjacent architecture. Additionally, it is designed to attract visitors through the paseo by the use of varied materials including colored concrete, the and metal. Specially designed seat-walls shall be proposed with materials that match the Club Sport building including colored concrete and ipe wood slats. Bicycle racks, waste receptacles and illuminated bollards shall be proposed as an alternative to the street furniture emphasizing the urban space. Palm trees shall be located in contrasting round grates as well as planting areas in the paseo only and orientated to attract visitors into the space while providing a pedestrian scale to the adjacent architecture. Decorative paving including integral colored concrete with varied finishes provide contrasting materials to the concrete unit pavers along the streets and emphasize the change from one space to another. Decorative urns containing a variety of flowering and evergreen plant material shall be proposed adjacent to building edges and stark walls softening corners and providing seasonal color. Combinations of shade loving plant material including non invasive clumping bamboo and a variety of flowering evergreen shrubs and groundcover shall grace the paseo. Plant material shall be drought tolerant and low maintenance. 0. Is the proposed project located on a hazardous waste and substances site? (A list is of these sites is available in the Planning Department). A Phase 1 and 2 Environmental Assessment of the Project Site and surrounding areas has been conducted by Berlogar Geotechnical Consultants (dated 9/25/97) to determine the presence of any hazardous waste and substance sites. The findings of this study indicated that no problems were found. In addition, an environmental records search was conducted by Berlogar Geotechnical Consultants for Dublin Ranch-Phase I to determine if the site was included on a list of hazardous waste and substances areas. The results of this search indicated that no properties within a iwo-mile radius of the Dublin Ranch-Phase I (which includes lands within the Project Site) are listed as a hazardous site, hazardous material generator or transporter, or known to have underground storage tank leaks.
