February 1999, the City contracted with CCS Planning and Efiginee~gs~i'~es;lnc. (ccs) to process
the State-required Project Study Report. The next process needed to continue processing the
improvements through Caltrans is to prepare a Project Report. CCS has submitted a proposal for the
preparation of this report with a not-to-exceed fee of $300,000. The cost of this report will be paid by
developer contribution. Approval of agreements with Jennifer Lin, the Alameda County Surplus Property
Authority and other developers in the area appears as a separate agenda item.
Tasks included in this report are: data collection, performance of control surveys, refinement of traffic
analysis/traffic operational analysis, development of geometric base maps, preparation of conceptual
staged construction plans, development of highway planting design concept, value analysis,
constructability review, preparation of reports and cost estimate, attendance at all required meetings, and
interfacing with Caltrans. CCS will also prepare the necessary environmental document for the project. In
this case, they believe that a Categorical Exclusion/EXemPtion will be acceptable.
Tom Wintch, who was the project manager for the concept study at the 1-580 Fallon Road interchange and
for the Project Study Report for this project, is proposed again to be the projec~ manager for this work.
Mr. Wintch was the project engineer with URS Greiner for the Hacienda/I-580 Interchange and the

WHEREAS, future freeway and inter-agency infrastructure is planned to be'constructed as part of
the development process in Eastern Dublin; and
WHEREAS, improvements are required at the 1-580 Interchange at Tassajara Road; and
: ': WHEREAS, the City desires to utilize the services of CCS Planning and Engineering, Inc., to
prepare a ProjeCt RePort regarding said improvements} and
WHEREAS, the cost of the study will be paid through developer deposits;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby
approves the agreement with CCS Planrdn_' g and Engineering, Inc., for consUlting services.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the agreement.

INC. ("Consultant"), who. agree as follows:
1. SERVICES. Subject to the terms and conditions set forth in this Agreement,
Consultant shall provide to'City the services described in Exhibit A. Consultant shall provide said
services at the time, place, and in the manner specified in Exhibit A.
2. PAYMENT. City shall pay Consultant for services rendered pursuant to this
Agreement at the time. and in_ the manner set forth in Exhibit B. The payme, nts specified in Exhibit B shall
be the only payments to be made to Consultant for services rendered pursuant to this Agreement.
Consultant shall submit all billings for said services to City in the manner specified in Exhibit B; or, if no
manner be specified in E 'xhibit B, then according to the usual and customary procedures and practices
which Consultant uses for billing clients similar to City.
3. FACILITIES AND EQUIPMENT. Except as set forth in Exhibit C, Consultant shall, at
its sole cost and expense, furnish all facilities and equipment which may be required for furnishing
services pursuant to this Agreement.. City shall furnish to Consultant only the facilities and equipment
listed in Exhibit C according to the terms and conditions set forth in Exhibit C.
4. GENERAL PROVISIONS. The general provisions set forth in Exhibit D are part of
this Agreement. In the event of any inconsistency between said general provisions and any other terms or
conditions of this Agreement, the other term or condition shall control insofar as it is inconsistent with the
general provisions.
5. EXHIBITS. Ali exhibits referred to herein are attached hereto and are by this reference
incorporated herein.
6. SUBCONTRACTING. The Consultant shall perform the work contemplated with
resources available within its own organization and no portion of the work pertinent to this contract shall
be subcontracted without written authorization by the City, except that which is expressly identified in the
Constiltant's proposal.
7. CHANGES. City may from time to time require changes in the scope of the services by
Consultant to be performed under this Agreement. Such changes, including any change in the amount of
Consultant's compensation which are mutually agreed upon by City and Consultant, shall be effective as
amendments to tlfi. s Agreement only when in writing.
8. RESPONSIBLE CHARGE. Consultant shall assign a project manager(s) to the project
for the duration of the project. There shall be'no change in the Project Manager or members of the project

~-~ PROJECT DESCRIPTION ~ ..
The existing 1-580Frassajara Road Interchange is presently a Caltrans Type L-9, Partial Cloverleaf A,
Interchange. There are two lanes in the northbound direction that traverse the existing 8-lane 1-580
freeway on the original interchange bridge constructed in i969~70 'and thi:~e lanes in the southbound
direction on a newer bridge that was constructed with the existing interchange configuration in the early
1990's. The directional off-ramPs ha~,e three lan6~ ai the ramp termini There are signalized intersections
at the 1-580 exit termini with the eastbound off-rarfip havinga fre~' ri~ht'ti/rii. 'The intersect/on of the
eastbound off-ramp also includes, as its fourth leg, Pimlieo Road. Existing Santa Rita Ro~ad on the
southern approach of the interchange has three lanes in both the' n°rthbdund and southbound directions.
Existing Tassajara Road on the northern approach to the interehang~ has two lanes in the northbound
direction and thre~ lanes in the'Sohthb0und direction. ""
The proposed interchange modification remains a Caltrans Type L-9, Partial Cloverleaf A, interchange
with eXpanded lane. arrangements. The existing northbound structure will be replaced with a new three-
lane structure that will traverse a 10-lane 1-580 with a 20m wide median that will accommodate BART in
the future. The northbound bridge replacement will be two span. The westbound off-ramp will be
widened to two lanes with a 400m auxiliary lane in advance of the two-lane exit. The westbound off-
ramp will be widened to four lanes at the sianalized ramp terminus.~ The eastbound off-ramp will be
widened to three lanes at the signalized ramp terminus and will provide a'sePiirate lane (foUrth ramp lane)
for a free right turn southbound. The existing northbound to westbound loop will be reconstructed to
conform to the new northbound structure. The westbound directional on-ramp will be widened to two
lanes..The eastbound directional on-ramp will be modified Slightly to tie to an eastbound auxiliary lane to
be provided by this project between the Santa Rita Road and El Charro Road Interchanges. The
remainder of the westbound auxiliary between the Tassajara Road and Fallon Road interchanges
(exclusive of the auxiliary lane in advance of the westbound Tassajara Road off-ramp) is part of the I-
580/Fallon Road -. El Charro Road Interchange Modification Project. The lane configuration of the
proposed approaches are three lanes in each direction t6'and from the north and'at the south approach
there are four lanes in the 'northbound direction and three lanes in the southbound direction (the
westernmost lane is utilized exclusively by the off-ramp free Hght turn). The project conforms to the
north at the Tassajara Road widening project presently under construction and to the south of the Pimlico
Road intersection.
The CCS team has been charged with the development and processing of a Project Report and
Environmental Document for this project

Attend meetings as scheduled and required. CCS will prepare and distribute copies of agendas in

meetings are included in this scope: ·

Attend project Development Team (PDT) meetings. It is assumed that there will be a monthly
PDT meetings. The project duration is anticipated to be twelve ' months (with a four month
overlap with the ?SR project); Consequently, it is anticipated that there MI1 be 8 PDT meetings.
Progress Report Meeting
Conduct Progress Report Meetings With CITY's staff. It is assumed that there'MI1 be monthly
meetings CITY Progress Report Meetings. The project duration is anticipated to be twelve
months (with a four month o),erlap with the PSR project); consequently, it is anticipated that there
will be 8 Progress Report meetings.
Obtain Local Agencv Input
CCS Will identify local entities that may be interested in the project and provide their and input
feedback to the PDT. Two meeting with local entities will be held to discuss scoping, issues, and
project features. CCS will summarize the results of these two .meeting in a memo provided to the
PDT.

C. Refine Traffic Analysis/Traffic Operational Analysis/HOV Report (if necessary)
The traffic forecasts, traffic analysis and traffic operational analysis that was preformed as part of
the PSR will be reviewed, adjusted if necessary to reflect any recent revisions to the project and
summarized in a technical report. This traffic date will also be used as input into the noise and air
quality technical studies.
D. Prepare Geometric Basemaps for the Preferred Alternative
~ ~----~ The Geometric Basem. aps for the preferred alternative (as determined in the PSR) will be '
developed at I:1000 scale topographic basemapping. The control lines for 1-580, the ramps,
Tassajara Road and all other impacted roads will be calculated by geometrically tying to the
existing surveyed roadway control lines. All potential retaining and sound walls (as noted in the
Environmental Document) will be shown on the Geometric Basemaps.
The vertical aligument of all these roadway facilities will also be calculated, tying to the surveyed
roadway profiles.. Representative Typical Sections Will be developed for 1-580, the ramps and
Tassajara Road. These Geometric Basemaps will also provide the base for any public
information meeting exhibits.
NOTE: Additional alternatives were prepared for discussions with the City of Pleasanton as part
of the Project Study Report and are included in this budget as Extra Work.
NOTE: An 1-580 Corridor Map showing the 1-580 and the proposed 'ultimate interchange
improvements from west of the 1-580/San Ramon Road - Foothill Road Interchange to east of the
I:580/Vasco Road Interchange will be prepared on a coordinately Unregistered, 1:2000 scale,
black and white aerial photo. The format of how the 1-580 and proposed imerchange
improvements will be'shown is presently. 'undetermined. An allowance of $10,000 is being
a/located for this effort.
E. Prepare a Conceptual Staged Construction Plans
A conceptual staged construction plan will be developed at 1:2000 scale to ensure that the project
is constmctable and to determine any additional riglat-of-way needs that will be required as a
result of detours, etc. ~These conceptual plans will not be a part of the formal Project Report
submittal.

F. Develop Highway Planting Design Concept ~. ·
A Highway Planting Des'ign Concept will be developed for those areas that will be disturbed by
eonstmcfi0r~'~f the proposed project, i~.i The Pl'~ntin~ Design~ con~:ept- will be developed in
accordance with Caltrans guidelines for plant selection, safety and maintenance criteria and
density based upon cost consideration.
G. Reassess Utility Conflicts
Based upon the review of the utility record drawings and meeting with the utility companies,
potential utility conflicts will be identified and conceptual' relocations for conflicts will be
developed. This will be developed in order to refine the construction cost estimate and right-of-
way requirements for the project.

J. Modify AdVanced Planning Study (if necessary)
The Bridge Advanced Planning Study will be modified as necessary to reflect changes in the
project. The bridge conStrUction cOSt will be adjusted as appropriate.
IC. Perform Value Analysis
A Value Analysis will be performed on the project in conjunction with City and Caltrans staffs to
determine if there are more cost effective ways to design this project. The results of the Value
Analysis will be summarized in a letter report and presented firSt to the CITY and upon
~ incorporation of any CITY revisions to the letter report, will then be transmitted to Caltrans for
~' - · ' ~ their review and aee6ptariee.
L. Perform ConstructabiIity Review
A Constmctability Review wiI1 be performed to ensure that the project as envisioned can be
conslructed in a cost effective manner. The results of the Constructability Review will be
summarized in a letter report and presented first to the CITY and upon incorporation of any CITY
revisions to the letter report, will then be transmitted to Caltrans for their review and acceptance.
IVL Review and Update the Right-of-Way Data Sheet
The riglat-of-way requirements for the project will reviewed in light of more detailed information
on the project including the conceptual staged construction plans,' utility relocations and any
environmental mitigations such as sound walls. The Right-of-way Data Sheet will be updated as
appropriate.

TASK IV- PREPARE ENVIRO~~ DOCUMENT
It is present envisioned (based upon the PSR effort) that a Categorical Exclusion/Exemption will
suffice as the environmental document for this project. A Categorical Exclusion/Exemption is the
appropriate environmental document for when the project has no significant environmental
impacts. Since this project is generally contained within the' State right-of-way, is in a
commercial/retail area, there are existing soundwalls where the project is adjacent to residential
neighborhoods, there appears to no presence of biological or wetland habitat and the project is
perceived to be non-controversial, a Categorical Exelusion/Exemption will be pursued.,
Activities for environmental studies will include:
A. Scoping Meeting
The CCS team will attend a scoping meeting with the CITY to confirm the scope of the project
and the associated environmental document.
B. Field'Review
A field review of the project, site will be held with the CITY, Caltrans and the CCS team to
discuss any potential environmental impact of the project.

C. Prepare Preliminary Environmental Study (PES)
:::.~.~,~: The team will complete the Preliminary Environzhental Study (PES) form and submit the form
first to the CITY, then upon incorporation of the CITY's comments to the PES form, submit the
PES to Caltrans and FHWA for approval and authorization..
D. Perform TechniCal Xnhlyses
The following technical analyses will be performed:
Biological Resources - A biological assessment will be required to identify the biological
resource impacts of the project. A Natural Environment Study (NES). assessment will be
prepared to disclose impacts (if any) upon any endangered species or jurisdictional habitat. This
Scope of Work assumes that the project will not impact adjacent wetlands located in the northeast
quadrant of the interchange, and that this assessment will not identify any other significant
impacts on biological resources resulting from the project

cultural Resources - A cultural resources assessment will be performed to confirm that the
project w. ill not impact any cultural resources. Assuming federal funding, the assessment will be
required to comply with Section 106 of the National Historic Preservation Act. The assessment
will determine the following:
1. The potential of impacting buried archaeological resources during construction
2. The historic value of properties located adjacent to the interchange alignment and the
potential for the project to impact them (assuming any are present).
This Scope of Work assumes that this assessment will not identify any significant impacts on
cultural resources resulting from the project.
Hazardous Materials - An Initial Site Assessment will be conducted for the project site to
evaluate the potential environmental impacts associated with contamination from hazardous
materials on property which may be acquired as right-of-way and/or disturbed during project
construction. This Scope of Work assumes that this assessment will not identify any significant
hazardous materials impacts from the project.
Ei Public Meeting'
A public open house presenting the project to the community, may be held at the discretion of the
CITY. The CCS Team would prepare the appropriate exhibits and attend the meeting.
F. Preparation of the Categor!cal Exclusion/Exemption
UPon completion of the PES form and ail the technical analyses, the team will prepare and submit
a Categorical Exclusion/Exemption determination to the CITY, and upon their review and
approval transmit the Categorical Exclusion/Exemption to Calms for approval and processing.

at the option of the City, become City's sole and exclusive property. Consultant hereby expressly
waives any mad all claims for damages or compensation arising under this Agreement.
Commltant shall maintain adequate logs and timesheets in order to verify costs incurred to date.
The Consultant is not authorized to perform any services or incur any costs
whatsoever under the terms of this Agreement until receipt of a fully executed Purchase Order
from the Finance Department of the City of Dublin.

E. Accevtabilitv of Insurers. In.~urance is to be placed with insurers with a Bests' rating of

F. Verification of Coveraee. Consultant shall furnish City with certificates of insurance and

Consultant delivers to City pursuant to this Agreement shall be prepared in a substantial, first
class and workmanlike manner and conform to the standards of quality normally o.bserved by a
person practicing in Consultant's profession.
9. HOLD HARMLESS AND RESPONSIBILITY OF CONSULTANTS. Consultant shall take all
responsibility for'the work, shall bear all losses and damages directly or indirectly resulting to
him, to any subconsultant, to the City, to City officers and employees, or to parties'designated by
the City; on account of the negligent performance or character of the work, unforeseen
difficulties, accidents, occurrences or other causes predicated on active or passive negligence of
the Consultant or of his subconsultant Consultant shall indemnify, defend and hold harmless the
City, its officers, officials, directors, employees and agents from and against any or all loss,
liability, expense, claim, costs (including costs of defense), suits, and damages of every 'ldnd,
nature and description directly or indirectly arising from the negligent performance of the work.
This paragraph shall not be construed to exempt the' City, its employees and officers from its ov,~a
fraud, willful injury or violation of law whether willful or negligent -For purposes of Section
2782 of the Civil Code the parties hereto reco~.m~i:,e and agree that this Agreement is not a
construction contract By execution of this Agreement Consultant acknowledges and a~ees that
he has read and understands the provisions hereof and that this paragraph is a material element of
consideration.
APproval of the insurance conlracts does not relieve the Consultant or subconsultants from
liability under this paragraph.
10. GOVERNMENTAL REGULATIONS. To the extent that this Agreement may be funded by
fiscal assistance from another governmental entity, Consultant shall comply with ali applicable
rules and regulations to which City is bound by the terms of such fiscal assistance program.
11. DOCUMENTS. Ail reports, data, maps, models, charts, designs, plans, studies, sum, eye,
photographs, memoranda or other written documents or materials prepared by Consultant
pursuant to. this Agreement shall become the property of City upon completion of the work to be
performed hereunder or upon termination of the Agreement. No such materials or properties
