A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING AD-HOC COMMITTEES FOR ECONOMIC DEVELOPMENT,
COMMUNICATIONS, ENVIRONMENTAL PROGRAMS, AND COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAMS AND A STANDING COMMITTEE FOR COMMUNITY AND
CDBG GRANTS AND ACCEPTING THE MAYOR'S APPOINTMENTS
WHEREAS, on September 15, 2009, the City Council provided direction to Staff to
proceed with the creation of five new City Council committees -Economic Development,
Communications, Environmental Programs, Community Development Block Grant Programs,
Community Grants -designed to provide policy guidance and direction on several of the City
Council's major initiatives for this Fiscal Year; and
WHEREAS, at the October 6, 2009 City Council meeting, modifications were made to the
scope of the Community Grants Committee to include the annual review CDBG Grants and its
process and to limit the scope of the Community Development Block Grant Program Committee
to the review of the City's future "entitlement city" status and its implementation and policy
considerations; and
WHEREAS, four of the committees - Economic Development, Communications,
Communications, Environmental Programs, and Community Development Block Grant
Programs will be considered ad-hoc, dealing with specific issues for a limited period of time, are
not meetings under the Brown Act and are not required to have published agendas or be open
to the public; and
WHEREAS, the four ad-hoc committees are described as follows:
• The Economic Development Committee is comprised of two City Council
members. The purpose of this ad-hoc committee is to provide policy guidance
and direction to staff regarding the implementation of the City Council's Fiscal
Year 2009-2010 Economic Development Goals and Objectives. The Committee
will serve as a recommendation body to the full City Council on matters relating to
these G&Os. Staff support for this committee will come from the City Manager's
Office.
• The Communications Committee is comprised of two City Council members. The
purpose of this ad-hoc committee is to provide policy guidance and direction to
staff regarding the implementation of the City Council's Fiscal Year 2009-2010
Communication Goals and Objectives. The Committee will serve as a
recommendation body to the full City Council on matters relating to these G&Os.
Staff support for this committee will come from the City Manager's Office.

• The Environmental Programs Committee is comprised of two City Council
members. The purpose of this ad-hoc committee is to provide policy guidance
and direction to staff regarding development of the Green Task Force, as well as
serve as liaisons to that established Task Force. The Committee will serve as a
recommendation body to the full City Council on this matter. Staff support for this
committee will come from the City Manager's Office's Division of Environmental
Programs.
• The Community Development Block Grant (CDBG) Program Committee is
comprised of two City Council members. The purpose of this committee is to
provide policy guidance and direction to staff regarding a plan for the future
"entitlement city" status by Housing and Urban Development. The Committee will
serve as a recommendation body to the full City Council programs and activities
relating to this change of status. Staff support for this committee will come from
the Community Development; and
WHEREAS, the Community and CDBG Grants Committee will be a standing committee.
Meetings of standing committees, which have continuing jurisdiction over particular matters are
meetings subject to the Brown Act and accordingly require published agendas and must be
open to the public. dealing with specific issues for a limited period of time, are not meetings
under the Brown Act and are not required to have published agendas or be open to the public;
and
WHEREAS, the Community and CDBG Grants Committee is described as follows:
• The Community and CDBG Grants Committee is comprised of two City Council
members. The purpose of this standing committee is to provide policy guidance
and direction to staff regarding the annual Community and CDBG Grants program.
The Committee will be responsible for reviewing grant proposals and making a
recommendation to the full City Council regarding funding. Staff support for this
committee will come from the Community Development Department and the City
Manager's Office; and
WHEREAS, the Economic Development, Communications and Environmental Programs
committees will meet monthly, assuming there are items for discussion. The CDBG Program
Committee will meet as needed, and the Community and CDBG Grants Committee will meet as
needed to review the annual applications for grant funding, likely between April and June
annually; and
WHEREAS, the City Council agreed with the recommendation of the Mayor regarding the
City Council members to serve on these committees, as follows:
• Economic Development Committee -Mayor Sbranti and Councilmember Biddle
• Communications Committee -Councilmember Hart and Councilmember Scholz
• Environmental Programs Committee -Mayor Sbranti and Vice Mayor Hildenbrand
• CDBG Programs Committee -Councilmember Biddle and Councilmember Scholz
• Community and CDBG Grants Committee - Vice Mayor Hildenbrand and
Councilmember Hart

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby establish ad-hoc committees for Economic Development, Communications,
Environmental Programs, and Community Development Block Grant Programs and a standing
committee for Community and CDBG Grants and accept the Mayor's appointments.
PASSED, APPROVED AND ADOPTED this 6th day of October, 2009 by the following
vote:
AYES: Councilmembers Biddle, Hart, Hildenbrand, Scholz, and Mayor Sbranti
