A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
RECOMMENDING THAT THE CITY COUNCIL ADOPT AN ORDINANCE APPROVING A
PLANNED DEVELOPMENT PREZONE WITH A RELATED STAGE 1 AND STAGE 2
DEVELOPMENT PLAN FOR DUBLIN RANCH NORTH LOCATED AT
6582 TASSAJARA ROAD

WHEREAS, the Applicant, James Tong on behalf of the Lin family, has submitted a request for
approval of a Planned Development Prezone with a related Stage 1 and Stage 2 Development Plan for the
157.7 acre Dublin Ranch North property located in unincorporated Alameda County and bounded by
Moller Ranch/Casamira Valley to the north, Silvera Ranch and Fallon Crossings to the west, and
unincorporated Alameda County to the east, located east of the current City Limits; and
WHEREAS, the Applicant, has also submitted a request to annex the 157.7 acre project site to the
City and the Dublin San Ramon Services District, and to change the General Plan and Eastern Dublin
Specific Plan Land Use designations from Low Density Residential and Rural Residential/Agricultural to
Estate Residential and Open Space; and
WHEREAS, the proposed Stage 1 and Stage 2 Development plan provides standards on guidance
to future homeowners on the following: project entry and streetscapes, private lot landscaping, fences and
walls, building siting, site grading/retaining walls, architecture design including fagade detail elements,
roof lines/roof forms, garage design, materials/colors, windows/doors and other detailed elements and
lighting; and
WHEREAS, on November 10, 2009, the Planning Commission adopted a Resolution,
incorporated herein by reference, recommending that the City Council direct Staff to file an application
with the Alameda County Local Agency Formation Commission to annex Dublin Ranch North; and
WHEREAS, on November 10, 2009, the Planning Commission adopted a Resolution
incorporated herein by reference, recommending the City Council approve the proposed General Plan
Amendment and Specific Plan Amendment;
WHEREAS, the Dublin Ranch North Annexation Area is within the General Plan Eastern
Extended Planning Area, for which a Program Environmental Impact Report (EIR) was certified pursuant
to the California Environmental Quality Act (CEQA) by the City Council by Resolution No. 51-93 and
subsequent Addendums dated May 4, 1993 and August 22, 1994 (the "Eastern Dublin EIR") (SCH
91103064). The Eastern Dublin EIR identified significant and unavoidable impacts from development of
the Eastern Dublin area, some of which would apply to the Project; and
WHEREAS, pursuant to CEQA and the CEQA Guidelines, the City as the Lead Agency prepared
a Mitigated Negative Declaration for the Dublin Ranch North project entitled "Initial Study/Mitigated

Negative Declaration" dated October 2009 and incorporated herein by reference, and circulated it for
review; and
WHEREAS, at its November 10, 2009 hearing, the Planning Commission adopted a Resolution
incorporated herein by reference, recommending that the City Council adopt the Mitigated Negative
Declaration; and
WHEREAS, the Planning Commission reviewed the Staff Report and the Mitigated Negative
Declaration and considered the annexation, General Plan and Specific Plan Amendment and PD Prezone
including the Stage 1 and Stage 2 Development Plan at a noticed public hearing on November 10, 2009,
at which time all interested parties had the opportunity to be heard; and
WHEREAS, the Planning Commission did hold a properly noticed public hearing on said Project
application on November 10, 2009; and
WHEREAS, the Planning Commission did hear and consider all said reports, recommendations
and testimony herein above set forth and used its independent judgment to evaluate the project.
NOW, THEREFORE, BE IT RESOLVED that the foregoing recitals are true and correct and
made a part of this resolution.
BE IT FURTHER RESOLVED that the Planning Commission, based on the findings in the
attached draft Ordinance, recommends that the City Council adopt the Ordinance attached as Exhibit A
and incorporated herein by reference, which Ordinance adopt a PD Prezone and adoption of a related
Stage 1 and Stage 2 Development Plan for Dublin Ranch North (PA 08-045).
