Resolution Amending the Management Positions Exempt from Competitive Service Resolution RECOMMENDATION~ ~ ~Adopt Resolutions., FINANCIAL STATEI~_I~: There is sufficient funding in the Fiscal Year 2002-2003 to cover expenses associated with exchanging the Senior Civil Engineer vacancy with the new City Engineer classification. DESCRIPTION: The City's personnel system is governed by several documents. Each document addresses a specific set of issues. The Staff report identifies proposed changes to the City's current personnel system. As discussed below, these proposed adjustments are based on the need to add the new job classification of City Engineer to the City's Classification Plan. CLASSIFICATION PLAN AMENDMENT Pursuant to the City's Personnel System Rules, a job description must be adopted for each classification in the organization. The job description typically includes key elements, knowledge, skills, abilities and requirements of the position. The job descriptions make up the City's Classification Plan. The recent departure of the City's Senior Civil Engineer responsible for land development resulted in a review of current and future needs of the Public Works Department. Based upon that review the City Manager is recommending that the replacement of the vacant Senior Civil Engineer position be upgraded to the City Engineer level. The current workload demands of the Engineering Division and the anticipated future organizational needs of the Public Works Department were the primary reasons for recommending the classification upgrade. The City Engineer position will manage the Land Development, Engineering, Traffic Engineering, Inspection, and Storm Water Pollution functions. Staff has prepared a new job classification for the position of City Engineer (See Exhibit A of Attachment 1). Depending upon the results of the City's recruitment for City Engineer, Staff may be proposing a revision to the Public Works Director/City Engineer Job Classification at a future Council Meeting. Staff recommends that the City Council adopt the attached resolutions amending the Classification Plan. COPIES TO: ITEM NO. /~- SALARY PLAN AMENDMENT Included in the City's personnel system are resolutions that address salary ranges for part-time and full- time personnel. The attached Resolution is a proposed amendment to the City Salary Plan (Attachment 2) for full-time personnel. Once the job description is developed, the City's Personnel Officer takes the positions to market for development of the appropriate salary range and alignment within the City's existing Salary Plan. The Resolution also identifies positions that are exempt from the Federal Labor Standards Act (FLSA) overtime provision and those that are not. The Salary Plan Resolution (Attachment 2) would establish a monthly salary range for the new position of City Engineer as $7,394 - $9,243. Staff recommends that the City Council adopt the attached Resolution amending the Salary Plan. BENEFIT PLAN AMENDMENT It is also proposed that this position be provided an auto allowance as is provided to other Management Staff in the amount of $190 per month. The Benefit Plan Resolution (Attachment 3) would add the position of City Engineer to the list of management positions that receive an auto allowance in the City's Benefit Plan. MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE AMENDMENT The position of City Engineer will be designated as Management and exempt from the City's competitive service system. In order to identify this position as Management and exempt a separate Resolution must be adopted that establishes the benefits for such management positions. The Resolution in Attachment 4 designates the newly created position of City Engineer as exempt and defines specific benefits. Staff recommends that the City Council review the proposed modifications to the City's Classification, Salary, and Benefit Plans and adopt the Resolutions. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add and amend job descriptions in the adopted Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended by adding the new job description for the position of City Engineer (Exhibit A) to the Classification Plan; and BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective November 19, 2002. AYES: NOES: ABSENT: ABSTAIN: Mayor ATTEST: City Clerk ATTACHMENT 1 Date Adopted: 11-19-2002 Date Revised: Title: City Engineer FLSA: Exempt General Purpose: Under direction of the Public Works Director, administers all engineering activities of the City; functions as Street Superintendent and oversees those activities through subordinate supervision; provides eXPert professional assistance to City Staff in areas of responsibility; performs related work as required. Distinguishing Characteristics: Thc City Engineer has a broad range of independence within policy and procedural parameters and works under minimal supervision. This is the top-level supervisory position in the division, functioning as a senior Staff advisor to the Public Works Director. Incumbents are expected to have a breadth of knowledge, creativity and experience to successfully manage a small engineering and contract engineering staff handling a large number of complex projects. Supervision Exercised: Direct supervision and supervision through secondary supervisors is provided to personnel assigned to the Division. Essential Duties and Responsibilities: The following duties are normal for this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. Plans, organizes, assigns, directs, reviews and evaluates staff and activities in Engineering and Traffic Engineering, which includes private development plan review; the planning, design, contract construction and inspection of facilities; varied public works projects; and traffic engineering studies. Oversees the activities of the City's storm water program. Plans, organizes, assigns, directs, reviews and evaluates staff and activities in Land Development review, which includes the review, by contract and City Staff, of streets, storm sewers, landscaping and related facilities and appurtenances. 1 Exhibit A Assists in the development and implementation of goals, objectives, policies, procedures, work standards, and the annual budget for the Department in assigned areas of responsibility. · Assists in the development of the City's Capital Improvement Plan. Establishes systems to ensure consistency within the Division. Personally performs professional engineering work; reviews plans, proposals and other materials submitted by contract professionals and professionals working for developers. Reviews and approves engineering plans, specifications and contract documents. Selects assigned personnel and provides for their training and professional development; interprets City policies and procedures to employees; is responsible for morale and productivity of assigned Staff. Confers with and provides prOfessional assistance to members of City departments on engineering and traffic engineering matters; coordinates activities of the department with those of other departments and agencies. Conducts or directs analytical studies; develops and reviews reports of findings, alternatives and recommendations; prepares a variety of periodic and special reports regarding functional areas of responsibility. Monitors developments related to municipal engineering and public works matters; evaluates their impact upon City operations and recommends policy and procedural improvements. Represents the City in meetings with representatives of governmental agencies, professional, business and community organizations, contractors, and the public; makes presentations to the City Council and various commissions and committees and acts as Public Works Staff representative 'to the Planning Commission. Serves as the Public Works Director on a relief basis. Other duties as required. Minimum Qualifications: Knowledge of: Principles, practices and techniques of civil engineering as applied to municipal engineering projects. Principles and practices related to street construction and maintenance. Principles and practices of budget preparation, budget administration, goals and objectives development and work planning. Methods and practices of community organization and citizen participation. Ability To: Plan, organize, assign, direct, review and evaluate comprehensive municipal engineering and streets maintenance activities. Select, train, motivate and evaluate assigned staff. Learn, interpret, and apply City, Department and Division rules, regulations, policies and practices. Interpret laws, policies, procedures and regulations. Analyze complex problems, evaluate alternatives and make creative recommendations; deal constructively with conflict situations; exercise sound independent judgment within general policy guidelines. Establish and maintain effective working relationships with those contacted in the course of the work. Work well under the urgency of deadlines. Develop and implement goals, objectives, policies, procedures, work standards and management controls, including the application of project management techniques. Prepare clear and concise reports, correspondence and other written materials and make clear oral presentations. Communicate effectively both orally and in writing. Utilize a personal computer to perform word process, spreadsheet and specialized functions. Physical Standards: The physical standards described are representative of those that must be met by employees to successfully perform the essential functions of this class. Training and Experience: Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be: Education: The equivalent to a Bachelor's Degree in civil engineering from an accredited college/university. Master's degree in an applicable field is desirable. Experience: Five years experience performing progressively responsible professional civil engineering work with registration which includes two years experience in supervising engineering staff engaged in a variety of public works and private development projects including design, construction inspection, transportation, development and review. Training: Any recent training such as academic courses and certification programs which are relevant to this job classification. 4 Exhibit A Licenses; Certificates; Special Requirements: Certification: Registration in the State of California as a Professional Civil Engineer. Registration in the State of California as Land Surveyor is highly desirable, if civil engineering license does not cover land surveying. Licenses: Possession of a valid Class C California Drivers' License, and Certificate of Automobile Insurance for Personal Liability. 5 Exhibit A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 64-97 and subsequent resolutions which comprise the Salary Plan. NOW, THEREFORE, BE IT RESOLVED that the position of City Engineer shall be covered under Article I, Section A of the Salary Plan; and BE IT FURTHER RESOLVED that the position of City Engineer shall be paid a monthly salary within the following range with the exclusion of any Performance Pay Adjustment granted in accordance with the adopted Personnel Rules: City Engineer: $7,394 - $9,243 BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan for the City of Dublin; and that the changes contained herein shall be effective November 19, 2002. AYES: NOES: ABSENT: ABSTAIN: Mayor ATTEST: City Clerk ATTACHMENT 2 RESOLUTION NO. xx- 2002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE BENEFIT PLAN wHEREAs, the Personnel System Rules require the City Council to adopt a Benefit Plan; and WHEREAS, the Benefit Plan prescribes the current benefits provided to regular employees by the City. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby amend Resolution No. 109-91 and subsequent amendments to add the position of City Engineer to the list of Management positions eligible for car allowance and monthly reimbursement as provided in Section 12 as follows: Section 12. Car Allowance and Mileage Reimbursement: The following position shall be eligible to receive the designated monthly allowance. The receipt of the car allowance pursuant to this section shall be full compensation for all operating costs excluding tolls, parking fees and out of area travel. a. AYES: NOES: ABSENT: ABSTAIN: Mayor ATTEST: City Clerk ATTACHMENT 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE RESOLUTION WHEREAS, thc City Council has adopted a Personnel Ordinance; and WHEREAS, Section 4(3) oft he Ordinance exempts Department Heads and other Management Positions from the Competitive Service; and WHEREAS, in accordance with the City's Personnel Ordinance, the City Council adopted. Resolution No. 142-90 and subsequent resolutions which establishes Management Positions and defines leave benefits for those positions; and WHEREAS, it is necessary to periodically add new job descriptions to the adopted Classification Plan that are designated as Management Positions. NOW, THEREFORE, BE IT RESOLVED that the position of City Engineer shall be designated as a Management Employee under the City's Personnel Ordinance; and BE IT FURTHER RESOLVED that the position of City Engineer shall be granted leave benefits in accordance with City Resolution 142-90, as amended.
