SUBJECT: Parking Reduction for Ravani Large Family Day Care Home
The applicant is currently licensed for a Small Family Day Care and is requesting a Conditional Use
Permit to operate a Large Family Day Care at 4906 Winterbrook Avenue. I have reviewed a parking
survey that was recently conducted at this residence. The intent of the survey was to determine the
amount of time it takes for a guardian to drop off and/or pick up a child at the Small Family Day Care
and the requirement for parking to accommodate loading and unloading if converted to a Large Family
Day Care. With the day care being open between the hours of 8:00 a.m. and 5:30 p.m., a survey was
done on Wednesday, October 28, 2009, in the morning between 8:00 a.m. and 8:30 a.m., on Thursday,
October 29, 2009, between the hours of 7:30 a.m. and 8:30 a.m. and on Tuesday, November 17, 2009
between the hours of 5:00 p.m. and 6:00 p.m.
The applicant is proposing to have 14 children on site. Given the parking requirements, the applicant
would need to provide 7 parking spaces. The site currently has 2 spaces in the garage and 2 in the
driveway, which creates the need for a parking reduction of 3 spaces. There are 1-2 loading spaces in
front of the property along the street that would be available for pick-up and drop-off.
After reviewing the information, it was shown that guardians take on average between 2 and 5 minutes
to drop the child off in the morning and between 2 and 8 minutes to pick them up in the evening. The
drop off and pick up times were staggered and there was no more than 1 car there at any given time
during pick-up or drop-off periods on the day of the survey under Small Family Day Care operations.
With a maximum of 14 children, as proposed, the expected number of vehicles present at any given
time would be two to three and a maximum of no more than four. With the cars being located at the
residence for such a short period of time, the staggered pick up and drop off times, and the four loading
spaces available off-street in the driveway and on-street, it has been determined that sufficient parking
will be available for the large family day care use. Therefore, it is recommended that Ravani Large
Family Day Care Home receive a parking reduction of 3 spaces in conjunction with the Conditional Use
Permit PA 09-033.
