Resurrection Lutheran Church of Dublin -Use Permit App icatlon July 21, 2009(rev.8/25/09) " CONDITIONAL USE PERMIT SUPPORTING STATEMENT This application is related to the expansion of two existing and continuing program uses. The Resurrection Lutheran Preschool (RLP) will occupy a new childcare classroom and the congregation will occupy a new meeting room both to be located in a single new modular building. The modular building is proposed to serve for up to 10 years and then be removed, at which point the church intends to be ready to occupy remodeled facilities accommodating these proposed activities. The childcare program will serve 24 additional children in the modular building See below for detailed information regarding existing program enrollment capacity. Resurrection Lutheran Preschool BENEFITS & OPERATIONS Childcare is an important service providing many benefits to the community including allowing working parents to meet their daily responsibilities. The RLP has a vital, award-winning program with a growing enrollment waiting list. The current RLP is licensed to provide full time daycare services for 80 children ages 2 to first grade entry on weekdays from 6:30am to 6:30pm. A separate infant care component is licensed to serve 36 children aged from 6 weeks to 2 years on weekdays from lam to 6pm. The program occupies aone-story building in six classrooms and one office and uses a kitchen for food preparation. Rooms 1- 4 are used full time and Rooms 5 and 6 are used from Sam to 4pm. The RLP portion of the building expansion, Room 7, will be used to increase the full time enrollment for 3 and 4 year olds from 80 to 104 (24 new children). There are currently 17 employees serving the program, including 16 teachers and 1 administrator. Two additional teachers will be added to serve the increased enrollment in the new space. Resurrection Lutheran Church of Dublin -Use Permit Application July 21, 2009(rev.8/25/09) Play Yard Areas Four discrete outdoor play yards serve the different age groups. The areas and uses are summarized as follows: Toddler Yard 1- 24 children, 1,706 sq ft. Infant Courtyard 2 -12 children, 698 sq ft. Preschool Courtyard 3 - 4,674 sq ft. Preschool Yard 4 - 4,461 sq ft. Yards 3 & 4 serve up to 80 preschool children. The proposed 24 additional children will use yards 3 & 4 bringing the capacity of these areas to 104. PHYSICAL DESCRIPTION -EXISTING SITE, BUILDINGS & PROPOSED BUILDING The church located at 7557 Amador Valley Blvd occupies two one-story buildings on a parcel approximately 87,000 sq ft ("'2 ac). The main church of approximately 8,344 gross sq ft is to the east and the Resurrection Lutheran Preschool (RLP) of approximately 6,785 gross sq ft is in the U-shaped building to the west. There also exists a 115 sq ft storage shed at the west end of the large play yard. The proposed building of 2,160 gross sq ft is situated between parking and the existing play yard at the rear of the site surrounded by both on and off site parking lots to the rear and left side. The nearest off site building to the proposed structure is a two-story office building approximately 70 ft away to the west. The nearest residential buildings area are located to the north over 100 ft away across the parking lot and an existing concrete canal. The site is generally flat and the building is ideally located adjacent to the play yard and far from the busy Amador Valley Blvd. The proposed building will screen the play area from the parking lot, and mitigate sound travel to the neighboring homes to the north. The building will be screened on the left side and rear by mature trees and shrubs located along the property boundaries. To the east are mature trees and Interstate 680 beyond. The building location will not impact any on or off site vehicular access or circulation, nor are there any views impacted either from the site or from neighboring properties. The building will be sided with fiber cement panels and as a modest flat-roofed structure will be of similar shape to the existing RLP building across the play yard. The existing buildings are light painted cement plaster with both flat roof and steeply sloping roof areas. Plaster is impractical for a modular building and the intention is to use a slightly darker color for the siding to reduce the visual impact of the building. The existing landscaping is comprised of mature trees and shrubs which will remain and will act to help screen the building from surrounding properties. There is no new landscaping proposed, except for removal of three liquid amber trees and some turf, ground cover and shrubs to accommodate the building and repair of what is damaged by construction. The site has been in continuous use as a church and daycare for decades and we are not aware of any hazardous materials now or previously present on the premises. ...................................... __ .............................. ............................ The current church activities are focused on weekends with the main gatherings occurring on Sunday. The church shares space with another congregation for Saturday activities. Church activities occur on Saturday (5:30am -gam and 6-10pm) and Sunday (8am-9:30pm). The only large room outside of the main sanctuary is the narthex which primarily functions as apass-through space and only awkwardly accommodates various congregant meeting needs. The intention for the church portion of the new modular building is to serve as a classroom and meeting room for the above noted activities, thus providing a more private use area. A reciprocal parking easement exists with the adjacent office building to the west wherein the church uses the office parking lot on the weekends and the office building may use a portion of the church parking on weekdays. The current church parking lot comprises 83 parking spaces (80 standard, 3 disabled accessible, 0 loading). The adjacent office parking lot comprises 70 parking spaces (65 standard, 5 disabled access). REQUIRED PARKING -DAYCARE: 1/employee, 1/company vehicle, 1 loading space/5 children. PROPOSED PARKING -DAYCARE: 19 (employee), 0 (company vehicle), 21 loading spaces (104/5) = 40 spaces. 83 spaces currently provided not including the reciprocal office parking area (70 additional spaces). Note: parents are required to park and sign children in and out, and thus actual parking spaces are provided in lieu of loading spaces. REQUIRED PARKING -CHURCH: 1/50 sq ft (assembly); 1/classroom; loading -none. PROPOSED PARKING -CHURCH: 3,895 (assembly seating area) / 50 = 78 spaces; 1/classroom x 2 classrooms (2 daycare classrooms used by church on weekend) = 2 spaces. Total required = 78 + 2 = 80. 83 spaces currently provided not including the reciprocal office parking area (70 additional spaces). Accessible parking is required and was upgraded to current standards as part of a 2007 use permit application expanding the childcare program. For a total number of spaces between 76 and 100, 4 accessible spaces are required per the CBC. Currently 3 spaces exist with a fourth to be retro-fitted adjacent to the existing. Refer to site plan.
