During Fiscal Year 2009-2010, Arnold Road was identified as a location where bikeway improvements could be implemented. In order to accommodate a new southbound bike lane on Arnold Road south of Central Parkway, an existing "No Parking" zone would need to be extended by 270 feet. FINANCIAL IMPACT: The cost to relocate an existing sign and install two new signs ($400) can be accommodated in the Fiscal Year 2009-2010 Street Maintenance Operating Budget. RECOMMENDATION: Staff recommends that the City Council adopt the Resolution Approving Parking Regulation on Arnold Road. C ~ t~, Submitted By Senior Civil Engineer Revi a By Assistant City Manager Page 1 of 3 ITEM NO. ~• DESCRIPTION: The City of Dublin's Bikeways Master Plan (adopted in July 2007) contains goals and policies for developing and implementing a bikeway system that can help provide a viable transportation alternative to the automobile, improve safety for bicyclists, and provide residents with access to open space, trails, and other recreational amenities. It is anticipated that, as funds become available, the various recommended improvements will be completed. Each year during the Annual Slurry Seal and Capital Improvement Program projects, staff reviews locations where striping and marking improvements identified in the Bikeways Master Plan can be implemented as part of the roadway maintenance programs. Because roadways have to be re-striped following slurry seal or overlay maintenance work, for minimal additional cost the roadway can be striped with modifications to accommodate bikeway improvements. During the Fiscal Year 2009-2010 Slurry Seal project, a segment of Arnold Road was identified as a location where striping improvements could be implemented consistent with Bikeways Master Plan Project Number 2-14. Arnold Road extends from Broder Boulevard southerly across Dublin Boulevard and ends at Altamirano Avenue near the East Dublin/Pleasanton BART parking garage. Between Broder Boulevard and Gleason Drive, Arnold Road is owned and maintained by Alameda County. The City of Dublin owns and maintains the remainder of Arnold Road. Between Gleason Drive and Central Parkway, there is one vehicular travel lane and one dedicated bike lane in each direction. No on-street parking is allowed. Between Central Parkway and Dublin Boulevard, there is one vehicular lane in the southbound direction with on-street parking along most of the west side of the roadway. Prior to completion of the 2009-2010 Slurry Seal Capital Improvement Project, there existed two northbound vehicular travel lanes that merged into one lane plus on-street parking on the east side of the roadway. As part of the Slurry Seal Project, the second northbound vehicular lane was removed and a bike lane was added. The on-street parking was retained. It should also be noted that the bike lanes between Gleason Drive and Central Parkway were widened from six feet to eight feet by reducing the width of the vehicular travel lanes. To accommodate a bike lane on the west side of Arnold Road in the southbound direction between Central Parkway and Dublin Boulevard, an existing "No Parking" zone would need to be extended. There currently exists a "No Parking" zone on the west side of Arnold Road from Gleason Drive through the Central Parkway intersection and continuing an additional 50 feet south of Central Parkway. This zone would need to be extended by 270 feet (see Attachment 1). Currently, this segment of Arnold Road is used primarily by BART patrons. The proposed modification would eliminate approximately 13 parking spaces. There is sufficient capacity within the designated BART parking areas (either the garage or the adjacent surface lot) to accommodate these displaced vehicles, although the displaced patrons would be required to pay the BART parking fee. Extension of the "No Parking" zone as proposed and striping of a southbound bike lane between Central Parkway and Dublin Boulevard would close the current gap of bike lane access to Dublin Boulevard. A resolution is attached (Attachment 2) that would amend the City of Dublin Traffic Code to extend the "No Parking" zone on the west side of Arnold Road south of Central Parkway by 270 feet. Page 2 of 3 NOTICING REQUIREMENTS/PUBLIC OUTREACH: The property adjacent to the subject roadway is the Camp Parks Reserve Forces Training Area. This roadway is not used for parking by Camp Parks. Rather, BART patrons are parking on Arnold Road for free and walking to the BART station. As such, no public notification was required. ATTACHMENTS: 1. Location Map 2. Resolution approving parking regulation on Arnold Road G:\TRANSPORTATIOMLocal Traffic\PARKING\No Parking\stf rpt_Arnold No Parking_Ol 1910.doc Page 3 of 3 lo~a LOCATION MAP ~ Existing No Parking Zone ATTACHMENT I• a~fa RESOLUTION NO. -10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING PARKING REGULATION ON ARNOLD ROAD WHEREAS, it is important to provide a complete and safe network of bikeways so that residents have a viable transportation alternative to the automobile and access to recreational amenities; and WHEREAS, it is important to maintain traffic safety on Arnold Road by minimizing conflicts between motorized and non-motorized vehicles; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin hereby adopts the following parking regulation in the interest of public safety: Section 1: An existing "No Parking" zone, indicated by "No Parking" signage, shall be extended southerly by 270 feet on the west side of Arnold Road south of Central Parkway. Section 2: The following language shall be deleted from Section 6.28.010 ("Designated") of the City of Dublin Traffic Code: On the westerly curbline of Arnold Road, from the projected extension of the limit line for northbound Arnold Road at Gleason Drive, southerly a distance of 1, 850 feet. Section 3: The following language shall be added to Section 6.28.010 ("Designated") of the City of Dublin Traffic Code: On the westerly curbline of Arnold Road, from the projected extension of the limit line for northbound Arnold Road at Gleason Drive, southerly a distance of 2,120 feet.
