The combination of a high concentration of residential, office and retail development, replacement
of BART surface parking with a multi-level garage, and pedestrian-friendly design guidelines will
create a dynamic and vibrant transit-oriented mixed-use development that will be a source of pride
to the City of Dublin, BART and Alameda County.
Report Sections:
This General Plan and Specific Plan amendment! Stage I Planned Development rezoning application
package is organized into three (3) sections: nProject Description"; nDesign of the Public Realm";
and n Appendices" .
The Alameda County Surplus Property Authority (ACSPA), in cooperation with the Bay Area Rapid
Transit District (BART), is requesting that the City of Dublin approve entitlements to permit the
construction of the Dublin Transit Center; a high-density, transit-oriented, mixed-use development
on approximately 91 acres directly north of and adjacent to the East Dublin! Pleasanton BART
station. This package is the application for a General Plan amendment, an amendment to the
Eastern Dublin Specific Plan, and Stage J Planned Development rezoning for the Transit Center. A
parcel map to further subdivide the area into development sites and a master development agreement
are also being requested to be approved at this time. These entitlements will provide the framework
for future specific development proposals within the Transit Center, each of which will require more
detailed Stage II Planned Development zoning and Site Development Review.
The "Project Description" section, which includes this Introduction, describes the proposed project,
the existing conditions of the project site, and the project implementation process, from both a
regulatory and project phasing perspective.
The "Design of the Public Realm" section includes conceptual designs for the Dublin Transit Center
public spaces - including streetscapes, parks, plazas and other landscape areas. Sub-sections focus
on the design components which contribute to a safe and attractive pedestrian environment, such
as narrowed tree-lined streets, generous sidewalks, a network of open spaces, a mix of uses and
activities, and convenient walking connections to transit.
Due to consolidated public ownership and relatively few development constraints, the proposed
Dublin Transit Center offers an exceptional opportunity, unique in the Bay Area, to create a large-
scale, mixed-use transit village that will be primarily oriented towards a BART station. No other
BART station has as much vacant, available land under one ownership directly adjacent to it, with
major streets and utilities in place. The site provides a unique opportunity to develop a high-density
mixed-use project from the ground up that will encourage transit use as a primary means of
transportation.
The final r'Appendices" section includes text for an amendment to the Eastern Dublin Specific Plan,
which designates the Project Area as an eleventh Specific Plan sub-area, complete with its own land
use concept and community design guidelines (see Appendix 1). Appendix 2 includes zoning text
and a list of permitted and conditional uses in keeping with the Specific Plan land use designations
for the Dublin Transit Center project area.
The Dublin Transit Center is planned to be a high-quality, pedestrian-friendly, transit-oriented
development that will maximize use of the large public investment represented by the BART station.
The ACSPA proposal will permit the development of 1,500 high density housing units and two million
square feet of campus office development, as well as with up to 70,000 square feet of ancillary
ground-floor retail uses to serve residents, workers and commuters. The high-density transit village
will be a vibrant mix of residential, office and retail uses, all within convenient walking distance
of BART and a major bus hub, significantly decreasing the automobile dependency of both transit
village residents and workers.
A key element of the proposal is the replacement of almost 10 acres of BART surface parking with
a multi-level garage, to be located adjacent to the station entrance and 1-580. The new garage will
be sized to include 500 additional spaces over the existing number of permanent BART parking spaces
at the station, replacing an existing interim parking lot and informal on-street parking. In addition,
the garage will be designed so that up to 500 additional spaces for BART patrons can be added in
the future by constructing additional garage space, as funds become. available.
Key Map
Construction of the new BART garage will serve as a major catalyst for a more pedestrian-friendly
development; permitting surface parking to be replaced with residential and office development
close to and oriented towards the BART station entrance. In addition, detailed development standards
for the "public realm" of the Transit Center, including streets, sidewalks and open space areas, have
been developed to create an environment that encourages pedestrian, bike and transit use instead
of solely relying on automobiles as the only form of transportation. The Transit Center will feature
wide sidewalks, relatively narrow streets, street-tree canopies, on-street parking, limited building
setbacks, short blocks and ground-floor retail uses, all designed to enhance the pedestrian experience.
An internal open-space system, as well as bike lanes and pedestrian routes, will directly link the
BART station and bus hub to an extensive regional pedestrian and bike trail system. This will permit
and encourage direct, dedicated bike and walking access to and from the rest of the Tri-Valley area,
including the emerging Eastern Dublin development area to the east, the Bishop Ranch Business Park
to the north, and Hacienda Business Park to the south.

public street access between downtown Dublin and the. rapidly developing Eastern Dublin Specific Plan' area
to the east. Two signalized intersections provide access to the BART station, via the four-lane Defv1arcus
Boulevard and Iron Horse Parkway. The DeMarcus intersection also serves as the main entrance to Camp
Parks to the north. An additional signal is being constructed at Arnold Road, which is being extended south
from Dublin Boulevard to 1-580 as part of the office development east of the road.
Pedestrian/Bike Trails:
As part of the recent Dublin Boulevard improvements, a pedestrian/ bike trail has been constructed along
the north side of Dublin Boulevard. This east-west trait connects an extensive trait system along Tassajara
Creek to the east, within the Emerald Park development, with the Iron Horse Trail along the west side of
the Transit Center. The Iron Horse Trail, which follows the former Southern Pacific right-of-way through
portions of Dublin and much of Contra Costa County, was recently completed adjacent to the west side of
the Project Area in 2002. This provides a dedicated pedestrian/bike corridor between the East Dublin/
Pleasanton BART station and Concord, 23 miles to the north. Eventually, the Iron Horse Trail is planned to
extend south through Pleasanton, connecting with regional trail systems to Livermore and beyond.
Utilities:
All major utilities including sewer, water, recycled water, joint trench and storm drainage improvements,
have been installed as part of the Dublin Boulevard extension and have been sized to accommodate
development of the Transit Center. fv'ajor sewer, water, storm drain, gas and electrical power facilities aU
run down the Arnold Road corridor between Dublin Boulevard and 1-580. In addition, a major underground
storm drainage facility was constructed by BART along the northern edge of the existing surface parking lot
that drains the central portion of the Transit Center.
Surrounding Uses:
The Transit Center is relatively isolated from any adjacent uses. To the west, separated by a 100 foot-wide
undeveloped right-of-way area where the Iron Horse Trail is located, is a commercial/industrial zone,
dominated by lumber yards, auto repair and automobile sales. This industrial area is served by Scarlett
Court, a loop road off of Dublin Boulevard to the west, with no direct connection to the Transit Center area
To the north of Dublin Boulevard is the 2,700+ acre Camp Parks U.S. Army Reserve Training Facility. While
the main entrance to Camp Parks was recently relocated to the DeMarcus Boulevard/Dublin Boulevard
intersection, most of the facility's structures are aU located well north of Dublin Boulevard, with the area
directly adjacent to Dublin Boulevard currently vacant. The Army is currently considering selling portions
of these vacant areas for private development in exchange for improvements to the Camp Parks facility,
although no decisions on what, or when, development might take place have been made.
The southern edge of the Transit Center area is defined by 1-580. Along the western portion of the Project
Area, the freeway rises from ground level at Arnold Road to approximately 25 feet where it goes over the
former Southern Pacific right-of-way, forming a major visual barrier. The BART station platform is located
in the freeway median, just west of the Transit Center. To the oouth of the freeway is additional BART surface
parking and the Hacienda Business Park in Pleasanton.
To the east of the Transit Center, separated by Arnold Road, is the ACSPA's Emerald Park development, within
the existing Eastern Dublin Specific Plan area. Almost aU of the ACSPA's holdings within the Specific Plan
area have been, or are in the process of being, developed. The properties directly adjacent to Arnold Road
are proposed to be developed either for Campus Office or General Commercial uses. Sybase recently
constructed two six-story buildings on Parcel15b that serves as the company's new headquarters, with a
net density of approximately .67 FAR. While development of the remaining parcels may be slowed by the
recent market correction, in time the area will be developed with a mix of office and commercial uses.
Although Parcels 1& and 16b may not be developed immediately, design documents for the construction
of the roadways required to serve these sites have been completed, including Digital Drive, a major new 6-
lane roadway being constructed from Hacienda Drive west to Arnold Road. This roadway will provide
convenient access from 1-580 to the Transit Center area, without relying solely on Dublin Boulevard. Arnold
Road is also designed to be extended as a public street from Dublin Boulevard to a terminus at 1-580.
II. EXISTING CONDITIONS
Location:
The 9O.65-acre Transit Center Project Area is bounded by the former Southern Pacific railroadllron Horse
Trail right-of-way to the west, Dublin Boulevard and Camp Parks to the north, 1-580 to the oouth, and Arnold
Road to the east. Just to the east of Arnold Road is the rapidly developing 3,300-acre Eastern Dublin Specific
Plan area. Approximately 700 acres of the Specific Plan area, located between Arnold Road and Tassajara
Road, is the ACSPA's Emerald Park development, which has been developed with a mix of residential, office
and retail uses over the last six years.
Ownersh~:
M>sI: of the ransit Center (approximately 61.5 acres) is owned by the ACSPA. The existing BART station access
and surface parking lot, located on approximately 15 acres, was recently transferred to BART by the ACSPA.
The remaining 14 acres are public street right-of-ways, including Dublin Boulevard, Defv'arcus Boulevard,
Iron Horse Parkway and Arnold Road.
Land Use Desi~nations:
Until recently, the oject Area was owned by the U.S. Army as part of the Camp Parks Reserve Forces Training
Area to the north. Through several land SVo/aps and exchanges, the land was transferred to the ACSPA several
years ago. However, due to its recent status as part of Camp Parks, the Transit Center, like the remainder
of the Federal facility, is currently designated as" Public Use" in the Dublin General Plan, and is zoned
"Agriculture". It is currently not a part of any City Specific Plan area.
Site Conditions:
With the exception of public street and transit-related improvements, the Transit Center area is currently
vacant, with flat topography that gently slopes to the oouth and west. There are no trees, other than parking
lot landscaping, and the vegetation type is predominantly non-native grasses and shrubs. M.Jch of the area
has been highly disturbed by recent road and utility construction and is regularly disked for fire prevention.
Transit Improvements:
The Dublin Transit Center contains the major multi-modal transit hub in the Tri-VaHey region. The East
Dublin/Pleasanton BART station, which opened in 1995, is located in the median of 1-580, with access to the
station platform from either the north or the south side of the freeway. According to BART, almost 11,000
people currently enter or exit the station each weekday, which is currently the terminal station on the
Dublin/Pleasanton line. The station provides 2,612 permanent surface parking spaces, with just over half
(1,326) located on the north side of the freeway. The remainder of the parking is located in surface lots
on the oouth side of the freeway, in Pleasanton. There is no direct automobile connection between the two
sides of the freeway, although pedestrians and buses can travel under the freeway.
The large majority of the parking on the Dublin side of the BART station is located in a 7+ acre chevron-
shaped area directly north of the station. Also located within BART's 15-acre parcel is a traction station,
located adjacent to 1-580, and a large electrical substation in the northwest comer of the site, which supplies
electrical power to the BART station. Adjacent to each of these facilities are additional small surface parking
lots for BART patrons.
In June 2000, the ACSPA constructed an interim parking area to accommodate overflow parking for BART
patrons. The temporary parking is located on approximately 3 acres, just north of the electrical substation,
west of Defv1arcus Boulevard. This interim parking area will be closed and developed with housing once the
planned BART parking garage adjacent to the freeway is completed.
The Dublin/Pleasanton BART station aloo serves as a major" hub" for the local bus service, the Livermore-
Amador Valley Transit Authority (LAVTA or Wheels), which provides service between BART and much of the
Tri-Valley. Currently, 12 fixed bus routes converge on the BART hub, permitting timed transfer between
routes, as well as connections with BART. Several bus routes operated by other local transit services, including
the County Connection which serves eastern Contra Costa County, also converge on the BART station. Buses
utilize a covered bus stop area to the northwest of the station entrance.
Public Streets:
Dubli n Boulevard, which traverses the Proj ect Area, was recently widened to six lanes, and, provides the only

to a relatively high groundwater table in the area, multi-level underground parking is unfeasible.
Site A, a 10.92-acre triangular area located in the northwestern corner of the Project Area,
adjacent to Dublin Boulevard and the Iron Horse Trail, would contain approximately 530
units. Although the gross density would be approximately 49 units per acre, the net density
of approximately 64 units per acre, would be slightly lower than other Transit Center
residential sites, due to the irregular shape of the Site.
Site 5, a 12.O-acre rectangular area located south of Dublin Boulevard between DeMarcus
Boulevard and Iron Horse Parkway, would contain approximately 565 units, with a density
of 47 units per acre and a net density of approximately 70 units per acre.
Site C, an 8.6-acre chevron-shaped area, is located on the current site of the bulk of the
existing BART surface parking, which would first be relocated to a new garage, as deocribed
below. Site C would contain approximately 405 units, with a density of 47 units/acre, and
a net density of approximately 70 units per acre.
Affordable Housing:
The Dublin Transit Center is an excellent location for providing more affordable housing than is
typically found in the Tri-Valley area, by virtue of its location adjacent to a major multi-modal
transit hub. To ensure that some Transit Center housing meets State standards for affordability
for very low, low and moderate income households, the ACSPA is proposing that 15% of the Transit
Center housing units be affordable. While the recently adopted Dublin affordable housing ordinance
now requires that 12.5% of any new development be affordable, including a minimum of 7.5% of
the on-site units, the ACSPA is proposing a more aggressive program that all 15% of the affordable
units be located on-site. These affordable units would be priced for low (20%), very low (30%) and
moderate (50%) income households. Because any affordable housing will need to be heavily
subsidized, the ACSPA is willing to significantly write down the value of the underlying land and
work with interested non-profit and for-profit developers to create and manage the affordable
units in as efficient manner as possible. The ACSPA will also work with the City to provide additional
affordable housing within the Transit Center, should City, State or other outside funding become
available.
Parks and Open Space:
The focal point of the Transit Center residential area will be a central open space approximately
1 acre in size that will be located between Sites Band C, with access to Iron Horse Parkway and
DeMarcus Boulevard. The" Village Green" will serve as a gathering spot and peaceful refuge for
the surrounding residential development, providing an open grassy area on which local residents
can enjoy passive recreational activities. One-way private streets on either side of the Green could
provide access to the adjacent apartment buildings, which in turn will enclose and shelter the
Green from freeway noise and the pervasive westerly winds. A pedestrian corridor through Site C
will physically and visually connect the Village Green to the BART station entrance to the south,
allowing easy public access to this privately maintained open space area.
Site F, a 12.2 acre triangular area, with 8.73 acres net of adjacent streets, is designated as a
neighborhood park site. The City will acquire Site F through dedications from the ACSPA that are
necessary to meet Quimby Act requirements, if applicable, and/or directly using in-lieu park fees.
Since the overall City park/population ratio will not be exceeded until approximately 860 Transit
Center residential units are constructed, no ACSPA dedications will be required until that" trigger"
is reached.
THE PROPOSED PROJECT
The Dublin Transit Center will contain a new residential neighborhood of 1 ,500 high-density
residential units to the west of Iron Horse Parkway, arranged around a 1 acre Village Green and a
series of open space corridors and plazas connecting to the BART station entrance. Up to 2 million
square feet of office space will be located on the east side of Iron Horse Parkway, with office
buildingsTanging in height from 6-10 stories. Ancillary ground-floor retail uses will line Iron Horse
Parkway to provide convenient goods and services to residents, work~rs, and BART patrons. fvbst
of this development will be within 1/4 mile of the BART station entrance, with the densest
development located closest to BART. Replacement of most of the existing BART surface parking
with a garage, a fine-grained circulation system, wide sidewalks with buildings adjacent to and
oriented towards the street, and links to the regional trail system, will help to create a pedestrian-
friendly environment that will strongly encourage alternative modes of travel and reduced dependence
on automobile trips.
III.
Street Improvements:
The major automobile route in the east-west direction will be Digital Drive, which will extend from
Arnold Road to Iron Horse Parkway, narrowing from a six-lane road at Arnold to a three-lane road
at Iron Horse. Altamirano Road, adjacent to the freeway, will be improved to serve as a secondary
east-west route. Iron Horse Parkway will be narrowed from the current four-lane, divided
configuration to three lanes, with no median. This will dramatically improve the design of the
street for ground-floor retail by significantly decreasing the crossing distance. Similarly, DeMarcus
Boulevard will be narrowed from four lanes to two lanes. A new street, "Campus Drive" , will
extend south from Dublin Boulevard to Altamirano Road, relieving north-south traffic from Iron
Horse Parkway.
Development Sites:
Existing and planned streets divide the Transit Center area into a number of development sites.
Dublin Boulevard separates Site F to the north from the remainder of the Transit Center area to
the south, while DeMarcus Boulevard and Iron Horse Parkway define SitesA, Band C. Digital Drive,
will divide the Transit Center between Iron Horse Parkway and Arnold Road into two areas - Sites
o and E. These areas will be further divided by Campus Drive into sites 0-1, D-2, E-1, and E-2.
Three of the Sites (A, Band C) are proposed to be designated for High-Density Residential
development. Sites located east of Iron Horse Parkway (D-1, D-2, E-1 and E-2) are proposed to be
designated for Campus Office uses, at various intensities. Several small areas, including the existing
electrical substation, bus transit hub and surrounding BART parking, and the new BART garage site,
are proposed to be designated for Public/Semi-Public uses, while a new neighborhood park on Site
F, north of Dublin Boulevard, is proposed to be designated as Park. The proposed land uses and
intensities for these Sites are summarized in the Proposed land uses Table and deocribed below.
All acreages are given as" gross" , inclusive of adjacent streets.
Residential Development:
Approximately 31 acres, directly to the north of the station and west of Iron Horse Parkway, are
proposed to be designated for High-Density Residential development. Up to 1 ,500 multi-family
units could be built in this area, at an average density of 48 units to the acre. Net densities, once
streets and open space are deducted, will range from 64-70 units per acre. Transit Center residents
will be within a 1/3-mile of the BART station entrance, with some units closer to the station
entrance than much of the existing BART surface parking.
Residential development in this area will be primarily characterized by apartment, loft and
condominium projects up to five stories high, although town homes could be incorporated into
larger projects. Parking will primarily be structured, and will either be podium parking located
underneath the building or will be multi-level garages around which the units are wrapped. Due

Campus Office Uses:
The remainder of the Transit Center area, approximately 38.3 gross acres, is proposed to be
designated for Campus Office uses at various intensities. If developed at the maximum level
proposed, a total of 2 million square feet of office space could be constructed within the Transit
Center. M:>st of this new office development will be located within a 9 minute walk of the BART
station entrance (1/3 mile), with the densest development located within 1/4 mile, an easy six
minute walk. The overall intensity of Campus Office uses will be 1.2 FAR, although density will
vary from site to site.
The intensity of office use will generally increase closer to the BART station. Site E, located s:>uth
of Dublin Boulevard between Iron Horse Parkway and Arnold Road, will be intensely developed.
The 17.S-acre area will have an average FAR of 1.12, permitting up to 860,000 square feet of office
development. Building height will be limited to 8 stories along Dublin Boulevard, and 10 stories
along Digital Drive. Parking will primarily be structured. Campus Drive, providing right-turn access
only to and from Dublin Boulevard, will separate Site E into two smaller sites. The 6.3-acre Site
E-1, to the west, will contain up to 300,000 square feet of office development, with a FAR of 1.1.
The larger 11.2-acre Site E-2, to the east, will contain up to 560,000 square feet of office
development, with a FAR of 1.15.
Site 0, located adjacent to 1-580 and closest to the BART station, will be developed the most
intensively, with an average FAR of 1.25. Campus Drive separates the larger site into two smaller
sites. The 3.S-acre Site 0-1, directly north of the proposed BART garage, will contain up to 190,000
square feet of office development, with a FAR of 1.25, and the 17.32-acre Site 0-2, to the east,
will contain up to 950,000 square feet of office development.
Because of the intensity of use, and adjacency to the BART station, building heights up to 10 stories
will be permitted on both Sites D-1 and 0-2, with primarily structured parking. This increased
building height, significantly higher than any existing office buildings in the Tri-Valley, will help
foster the image of the East Dublin/Pleasanton BART station as a major development focal point
in the area.
Due to its direct proximity to the proposed BART parking garage, uses that could potentially utilize
the BART parking during evening off-hours will be encouraged on Site D-1. Specifically, a hotel
development will be encouraged that could effectively share BART parking, increase BART ridership,
and provide a synergistic relationship with Transit Center office development.
To encourage more housing, current Eastern Dublin Specific Plan policies permit up to 50% of the
area designated for Campus Office uses to be developed for residential use, if it will decrease
potential traffic generation and/or contribute to greater oocial interaction and a more vitallive/work
environment. Because all of these conditions would be met in the Transit Center, it is proposed
that Sites 0-1 and E-1, adjacent to Iron Horse Parkway and closest to the residential portion of
the Transit Center, be considered" flex" sites that could be developed for either high-density
housing or office uses, depending on the market and developer interest. Up to 300 "flex" residential
units could be built on these sites, consistent with Specific Plan policies, which would encourage
a truly mixed-use development. These additional residential units along Iron Horse Parkway would
add to the vitality of the proposed residential area to the west, and due to the proximity to BART,
would further the potential to reduce automobile usage for work trips provided by transit-oriented
residential development.
Public/Semi-Public Uses:
Approximately 8.65 acres of the Transit Center is designated for Public/Semi-Public uses. This
designation includes existing BART-related facilities to remain, as well as several new facilities.
One of the major components of the proposed Dublin Transit Center will be a new multi-level,
1,700+ space garage for BART patrons, to be constructed just east of the station entrance, adjacent
to 1-580. As stipulated in an agreement between BART and ACSPA, construction of the garage will
replace approximately 1,200 surface spaces now primarily located in Site C, allowing that Site to
be developed for High Density Residential uses, as described above. The garage will include an
additional 500 permanent spaces, permitting the development of the interim BART parking loton
Site A with housing and replacing existing informal on-street parking. The garage will be designed
00 that additional garage space can easily be added in the future to accommodate up to 500
additional parking spaces for BART patrons, for a total of 2,200 spaces, should BART find the
necessary funding.
The proposed garage will be located on approximately 4.1 acres, approximately 1.42 acres of which
is now BART's property. The remainder of the garage will be on land currently owned by ACSPA
to the east of the BART traction station. Existing handicapped, staff and VIP parking adjacent to
the traction station will be preserved, although in a slightly different configuration.
Access to the new garage will be primarily from a new frontage road along 1-580 (Altamirano Road),
that will connect up to a oouthern extension of Arnold Road. The garage could als:> be reached
from DeMarcus Boulevard, Iron Horse Parkway, and Campus Drive. BART patrons using the garage
will be much closer to the station entrance than most of the existing surface parking, and will no
longer need to cross a street to get to the station. Locating the garage directly adjacent to the
elevated freeway will aloo help shield other areas within the Dublin Transit Center from excessive
freeway noise.
With the exception of Site C, the remainder of the existing transit facilities, including the bus
transfer station and a 2-megawatt electrical substation with adjacent BART parking, will be retained
"as is" , occupying approximately 3.5 acres. The only circulation modification in this area will be
to convert the existing one-way access road just north of the station into a two-way street,
permitting easier circulation between areas, although the existing bus loop providing access to the
station will be retained. This modification may require moving three ,bus stops currently located
near the traction station to another location closer to the BART station entrance.

Following construction of the BART garage and housing on Site C, a diamond-shaped plaza in front
of the BART station entrance will be defined, creating a ceremonial space that would formally link
the station, the garage and the adjacent development together. This area will be enhanced with
special paving materials, landscaping and a water feature. A pedestrian corridor through the center

Proposed land Uses
Dublin Transit Center:
Ancillary Retail Uses:
To further promote a vital live/work environment and reduce potential
traffic generation, andllary ground-floor retail and service uses are
strongly encouraged along both sides of Iron Horse Parkway. Ground-
floor retail uses will create a centralized, convenient, walkable area,
providing convenient retail and service needs for area residents,
employees and BART patrons. Up to 70,000 square feet of ground
floor retail and service uses could be incorporated into the residential,
office and/or public uses fronting on Iron Horse Parkway, as long as
overall permitted densities are not exceeded. Restaurants, coffee
shops, dry cleaning, and banks located in ground floor space fronting
on Iron Horse Parkway will provide a centralized convenient pedestrian
access to these establishments for the approximately 8,000 office
workers, 2,400 residents and thousands of BART patrons that will
live, work and/or pass through the Transit Center, without requiring
an additional trip by car.
Ancillary retail uses along Iron Horse Parkway will primarily depend
on pedestrian traffic from the surrounding development and BART
for customers. Parking will generally be limited to on-street parking,
supplemented by shared use of adjacent residential or office parking
structures along Iron Horse Parkway. In addition, it is possible that
retail parking could be supplemented by shared use of some BART
parking, such as use of designated kiss-and-ride BART parking during
non-commute hours or the parking structure in the evening.
To ensure that these ancillary retail uses will contribute to the
pedestrian-friendly vitality of the Transit Center, care will need to
taken to ensure that such uses are concentrated along Iron Horse
Parkway so that large gaps between clusters of retail uses don't
develop. In general, pedestrians will not walk more than 200 feet
between retail areas separated by non-retail uses. At the same time,
it needs to be recognized that retail uses in the Transit Center will
not be economically viable until much of the development is in place
and workers and residents are occupying the new development.
Flexibility will need to be provided to allow interim uses that can
utilize space ultimately designed for ground floor retail use, until
much of the Transit Center is completed, and the market has developed
suffidently to support retail uses. For instance, ground-floor retail
space could first be occupied by small professional office uses, such
as law, real estate or architectural firms. Once the Transit Center
is more fully developed, these uses would be replaced by true retail
uses, such as restaurants, that require a larger local pedestrian
clientele.

IV. ENTITLEMENTS
General Plan Amendment:
The Transit Center development will require minor modifications to several Dublin General Plan
diagrams and tables to reflect the proposed land uses and acreages, and minor text changes to
explidtly permit ground floor retail and service uses along Iron Horse Parkway. However, the Transit
Center is in compliance with all Dublin General Plan polides, and the concept is directly supported
by several existing polides. For instance, Amendment 5.2: Transit, Implementing Policy F states that
the City should:
"Encourage higher densities and mixed use developments near major transit lines and transit
transfer points as a means of encouraging the use of public transit. This type of transit-oriented
development is especially encouraged ... near the Eastern Dublin BART station."
Similarly, Amendment 1.4: Primary Planning Area and Extended Planning Area, spedfically states that
"development patterns will be encouraged that support the use of transit, both on a local and regional
level" .
Eastern Dublin Specific Plan Amendment:
The 90.65-acre Transit Center area will be added to the existing 3,300-acre Specific Plan area as a
new, eleventh, Specific Plan planning sub-area, complete with its own land use concept and community
design guidelines. The Transit Center could, in the future, also be designated a Transit Village
Development District in accordance with the Transit Village Development Planning Act of 1994 (Govt.
Code Section 65460). Specific Plan Amendment text can be found in Appendix 1.
Sta~e 1 Planned Development Zoning:
In a dition to a General Plan/Specific Plan amendment, the ACSPA is also requesting approval of a
PD - Planned Development Zoning and Stage 1 Development Plan for the Transit Center, in keeping
with the proposed Specific Plan land use designations. A list of permitted and conditional uses can
be found in Appendix 2.
Parcel Map:
A parcel map subdividing the Transit Center into several additional parcels as required by the proposed
internal drculation system is also proposed to be approved at this time. The parcel map will include
detailed information on proposed street improvements, utilities, and grading.
Development Agreement:
Finally, a master development agreement for the project is also being requested, in compliance with
the City of Dublin's development agreement ordinance. It is anticipated that several of the City's
development fee programs, including the Traffic Impact Fee and the Public Facilities Fee programs,
will be need to be modified to reflect the proposed development of the Transit Center. The Master
Development Agreement will codify the Transit Center entitlements, as well as the impact fees, timing
of necessary improvements and other mitigation measures required to develop the Transit Center.

Phasing Plan:
All major streets and utilities needed to serve the Sites proposed for Campus Office development
are in place, allowing these Sites to be developed in any sequence, as dictated by the market for
office space. Internal streets needed to serve particular Sites, such as Digital Drive or Campus Drive,
could be extended as individual Sites are being developed.
Development of the Transit Center residential area (Sites A, B and C) will be required to be phased

A. DIGITAL DRIVE & ARNOLD ROAD
The western edge of the intersection of Digital Drive with Arnold Road marks the transition point into a more pedestrian-oriented street environment. To emphasize the sense of entry, the northwest corner
of Digital Drive at Arnold .should include an opportunity area for public art defined by special landscaping. The recommended corner landscape treatment would consist of a. grid of trees over planted
bands of evergreen shrubs.

The sidewalk along Digital Drive will extend to the street curb and be 14 feet in width. The west side of Arnold Road will include a 6-foot planter strip adjacent to the street curb with a 6-foot separated
sidewalk. Plantings along the east side of Arnold Road are not included as part of work associated with the Dublin Transit Center. However, west-side street trees should be aligned as dose as possible
with east-side street tree locations.
B. DIGITAL DRIVE & CAMPUS DRIVE
As one travels west along Digital Drive toward the Campus Drive intersection, the street width will gradually reduce in size, sending a clear signal to auto travelers that the street is beginning to orient
more toward people. To emphasize this .transition, the southwest corner of Digital Drive at Campus Drive should include an opportunity area for public art defined by special landscaping. The recommended
corner landscape treatment would consist of a grid of trees over decomposed granite paving.
Digital Drive will include 14-foot sidewalks extending to the street curb. Plantings within the minimum 16-foot building setback along Digital Drive include a consistent line of broad leaf
evergreen trees, such as the Loquat (Er;obotrya deflexa), and shrub planting patterns that are responsive to the street's sidewalk banding pattern. Campus Drive will be include 12-foot wide
sidewalks extending to the street curb. Plantings within the 0- to 15-foot building setback along Campus Drive are recommended to include flowering and evergreen trees wherever possible
such as the Aristocrat Pear (Pyrus calleryana r Aristocrat') or Saratoga Laurel (Laurus nobi lis rSaratoga).

The guiding design concept for the Transit Village Center subarea is to maximize use of regional
transit opportunities and minimize reliance on the auto by creating a vibrant, high-density,
compact, pedestrian-friendly environment that serves the daily needs of subarea residents,
employees and commuters. As a regional transit hub and geographic center of the
Livermore I Amador Valley, the subarea should provide a visual focal point for the surrounding
area.

Development should be urban and compact, with a highly interconnected pattern of streets
that accommodates the movement of vehicles while enhancing opportunities for pedestrian
and bicycle circulation.

Buildings should be located adjacent to the sidewalks, with no or minimal setbacks from the
sidewalk, and should be oriented toward the street to create a well-defined, pedestrian -
scaled and more intimate street space. Where possible, building massing should be broken

PROPOSED TEXT FOR DUBLIN TRANSIT CENTER
EASTERN DUBLIN SPECIFIC PLAN
The Eastern Dublin Specific Plan currently is divided into 10 subareas, each with its own land use
concept and community design guidelines. The proposed Dublin Transit Center amendment to the
Specific Plan will add the 90 acre Transit Village Center as an 11 th subarea, with its own guidelines.
The following text follows the format of the Specific Plan:

4.9.10 TRANSIT VILLAGE CENTER
LOCATION
The Transit Village Center subarea comprises the southwestern most corner of the planning
area, directly adjacent to the East Dublin/Pleasanton BART station, in the area north of 1-
580, west of Arnold Road, south of Camp Parks and east of the planned Iron Horse Trail
alignment.
LAND USE CONCEPT
The Transit \lillage Center subarea is intended to maximize the transit opportunities presented
by the BART station and the associated bus hub by creating a vibrant, pedestrian-friendly
and high-density mix'of office, residential and retail uses all within easy walking distance
of the BART station. Densities within the subarea are the highest planned for the various
land areas within the Specific Plan, with residential densities averaging 50 units to the acre,
and office densities over 1.0 FAR. To accommodate these densities, office buildings of up
to 1 0 stories wi II be permitted, helping to make the BART station area a visual foca 1 point
for the entire Tri-Valley area. Parking will be primarily accommodated by garages, including
a new BART parking garage to replace much of the existing surface parking lots.
Because of the area's high visibility, architectural elements within the subarea should present
a high-profile, quality image. To encourage transit use, design standards in the subarea
should encourage high levels of pedestrian use by creating short street blocks, permitting
reduced parking standards, encouraging minimal building setbacks, and designing relatively
narrow street sections, with wide, tree-canopied sidewalks and on-street parking. Ancillary
retail and service uses that offer convenient goods and services to subarea residents,
employees and commuters are encouraged as a ground-floor use for residential and office
uses along Iron Horse Parkway to add vitality to the street.

5). Antilla Retail And Service Uses: Local-serving dining, retail and service uses as a ground-floor
