This Coalition is comprised of 16 small, medium and large public wastewater treatment agencies, one of which is the Dublin San Ramon Services District (DSRSD). The Coalition is requesting funding from the Department of Energy to support the development of this innovative energy production project which has the potential to convert biosolids and other biofuels into clean and affordable energy. FINANCIAL IMPACT: No impact. RECOMMENDATION: Staff recommends that the City Council support the Fiscal Year 2011 Appropriations Request for the Bay Area Biosolids to Energy Coalition and sign the letters of support to Senator Boxer and Senator Feinstein. ~l~G,` viewed By: Administrative Analyst II /~ ~_ Reviewed Assistant City Manager Page 1 of 2 ITEM NO. ~ • Jt"' ;~~ DESCRIPTION: The Bay Area Biosolids to Energy .Coalition is requesting $2 million in federal assistance to support the development of an innovative and sustainable energy production project. This project seeks to establish the first sustainable energy technology that relies upon Biosolids and potentially other such biofuels, such as yard waste, to produce clean and affordable energy. The Bay Area Biosolids to Energy Coalition is comprised of 16 small, medium and large public wastewater treatment agencies, which represent over two million customers. One of the coalition members, DSRSD, provides wastewater services to the City of Dublin. DSRSD currently disposes of their Biosolids on a dedicated land disposal site within the local community, which is surrounded by residential and commercial development with no place to expand. In preparation of a Biosolids Master Plan, DSRSD found that the Dublin community is in strong support of addressing the Biosolids problem locally. Converting Biosolids into energy in a joint facility within the local Bay Area facilitates the City's desire to solve the Biosolids problem at a local level. The Coalition partners have committed significant local resources to bring the proposed project to a stage where it is ready to proceed to the design and construction stages. There are numerous advantages to this project including the creation of jobs and a new technology that can be used throughout the nation. Additionally, the production of energy from Biosolids would reduce greenhouse gas emissions. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Not Applicable. ATTACHMENTS: 1.
