A RESOLUTION OF THE CITY COUNCIL,
OF THE CITY OF DUBLIN
INITIATING THE RITE AID
SPECIFIC PLAN AMENDMENT STUDY
WHEREAS, a Specific Plan Amendment request has been made by Kirk Smith of Retail Site
Specialists on behalf of Rite Aid Drug Stores for a 16,706 square foot drug store plus a 1,500 square foot
garden center at the northwest coruer of San Ramon Road and Amador Valley Boulevard.
WHEREAS, the Specific Plan Amendment to Area 3 of the San Ramon Road Specific Plan would
allow a drug store and garden center as a permitted use; and
WHEREAS, the Applicant has stated that they would pay the processing costs for the Specific
Plan Amendment Study; and
WHEREAS, Section 65453 (a) of the State of California Government Code states that an
amendment to a specific plan shall be in the same manner as a general plan; and
WHEREAS, the initiation request has been reviewed in accordance with the provisions of the
California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under Section
15306, Class 6 of the state CEQA Guidelines which consist of basic data collection, research, and resource
evaluation activities which do not result in a serious or major disturbance to an environmental resource;
and
WItEREAS,_the consolidation of Assessor's parcels 941-40-2-3, 941-40-2-7, 941-40-2-17 and
941-40-3-2 into one parcel would provide a site that is physically appropriate for a drug store and garden
center; and
WHEREAS, a retail commercial/convenience store such as a drag store and garden center use
would be appropriate at one of the major intersections in the city; and
WHEREAS, this location with its significant traffic volumes would be very advantageous to such a
use; and
WHEREAS, the use would provide additional retail capacity within Dublin; and
WHEREAS, the City Council did hear and consider all said reports, recommendations and
testimony hereinabove set forth and is in support of a Specific Plan Amendment study to determine the
appropriate land use and Specific Plan designation for the property before making a decision as to the
merits of requested specific entitlements.
NOW, TltERElzORE, BE IT RESOLVED that the City Council does hereby initiate the Rite
Aid Specific Plan Amendment Study for an area encompassing the entirety of Assessor's Parcels 941-40-2-
3,941-40-2-7, 941-40-2-17 and 941-40-3-2; and the Staffis authorized to retain consultant services to
complete necessary staff reports.
BE IT FURTHER RESOLVED that the Applicant shall pay for all processing costs involved
with the Specific Plan Amendment Study.
