AGEN DA STATEMENT
CITY COUNCIL MEETING DATE: December 3, 2002
SUBJECT: Authorization to Solicit Bids - Contract 02-19,
Civic Center Generator
Report Prepared by: Lee S. Thompson, Public Works Director
ATTACHMENTS: Plans and specifications to be available at the City Council meeting
RECOMMENDATION: t~dl~ Authorize Staffto advertise for bids for Contract 02-19
FINANCIAL STA~ENT: The construction'bUdget for this project is $200,760, of which
$142,000 is proposed to be paid from the General Fund and the
balance from the Internal Service Fund.
DESCRIPTION: The existing Civic Center emergency generator is sized to operate
only certain lighting and electrical outlets and the telephone system. In the event of an extended power
outage, the building would become uncomfortable and potentially uninhabitable without the HVAC
(heating, ventilating, air conditioning) system.
This project would replace the existing emergency generator at the Civic Center building with a larger
generator which is capable of operating all building systems, including the HVAC system. The project
was identified in 2001 as part ora group of energy-related projects, which also included the lighting
retrofit and HVAC renovation.
Staff encountered a logistical problem during design when it was discovered that the new generator will
require all of the space in the existing enclosure, which currently also houses the dumpsters. The original
scope of work was modified slightly to include construction of a new trash enclosure, which is proposed
to be located along the service entrance in front of the Police bicycle storage building. The trash enclosure
would be constructed of concrete block to match the outbuildings.
Staff recommends that the City Council authorize solicitation of bids for Contract 02-19.
