FINANCIAL STATEMENT: No financial impact at this time.
DESCRIPTION:
On February 15, 2000 the City Council passed an ordinance amending the Municipal Code.to comply with
the Alameda County Waste Management Authority's requirement of a Waste Management Plan for
construction, demolition and renovation projects within the City of Dublin. The City's policy is to
promote the development of structures that are resource efficient, healthy and maximize life-cycle remm
on investment. This policy direction signaled the City of Dublin's intent to promote policies and practices
that would create wider use of sustainable development.
On September 23, 2002 the City selected Eden Housing, Inc. to work toward developing senior affordable
housing at the site of the current library site. This housing development would be an opportunity to
participate in this green building program.
At this time the opporttmity exists to apply for technical assistance in the develoPment of the Senior
Housing Project using green building concepts. The Multi-Family Affordable Housing Green Building
Design Assistance Project sponsored by the Alameda County Waste Management Authority would
provide qualified affordable multi-family housing projects with technical assistance. Recommendations
would be made in the areas of solid waste management, resource conservation, energy efficiency and
indoor air quality. Selected projects would also be eligible for a $5,000 stipend.
To apply for this program, the City and Eden Housing must complete a series of applications and a Letter
of Intent to Participate from both the non-profit housing developer and the City.

Attachment 1 is the letter that Staff recommends the City Council authorize the Mayor to sign indicating
the City of Dublin's intent to participate in this project. Attachment 2 is a similar letter submitted by Eden
Housing.
This application is due December 9, 2002. With the signed Letters of Intent and the completed
applications, the City of Dublin would be ready to submit an application to participate in the Multi-Family
Affordable Housing Green Design Assistance Program.
RECOMMENDATION:
Staff recommends that the City Council receive this report and authorize the Mayor to sign the Letter of
Intent to accompany the Application

AFFORDABLE HOUSING GREEN DESIGN ASSISTANCE PROJECT
Dear Ms. Ludwig:
It is with pleasure that I send this letter of intent to participate in the Multi-family Affordable
Housing Green Design Assistance Project on behalf of the City of Dublin. The application
presented is intended to request technical assistance for a senior housing project that will be
developed in Dublin by Eden Housing, Inc.
The Multi-Family Affordable Housing Green Building Design Assistance Project wilt provide
invaluable design assistance to the first affordable senior project to be completed in the City of
Dublin. We welcome Alameda County Waste Management Authority's expertise in and
recommendations on solid waste management, resource conservation, energy efficiency and
indoor air quality.
The City of Dublin is committed to the principles of sustainable growth and resource efficiency.
This City was one of the first to adopt a green ordinance with respect to construction and
demolition material disposal. Participation in this program would be an indication of further
commitment to green development by the City. In our parmering for the senior housing, we
would welcome the input of the Alameda County Waste Management Authority.
We look forward to hearing the projects selected for participation and hope Dublin can
participate in working toward sustainable growth in affordable development~
