Renewal of the Tri-Valley Tourism Business Improvement District (TVTBID) Prepared By: Linda Maurer, Assistant to the City Manager EXECUTIVE SUMMARY: Lodging business owners throughout Tri-Valley came together in 2005 to form the Tri-Valley Tourism Business Improvement District (TVTBID). Lodging business owners now wish to renew the TVTBID, modify the assessment rate, and include the Town of Danville in the TVTBID. The renewed TVTBID will continue to provide funding for much needed marketing efforts for Tri-Valley. By adopting this Resolution, the City Council will grant permission to the City of Pleasanton to renew the TVTBID. FINANCIAL IMPACT: Adopting this resolution will have no immediate fiscal impact. The TVTBID, if renewed, will continue working to bring visitors to the City which may increase transient occupancy and sales tax revenues. RECOMMENDATION: Staff recommends that the City Council adopt a Resolution granting consent to the City of Pleasanton to renew the Tri-Valley Tourism Business Improvement District (TVTBID). ~~ubmitted By -~`~-'' Revi'~wFed.~y Assistant to the City Manager Assistant City Manager Page 1 of 3 ITEM NO. •~"" DESCRIPTION: Backqround In 2004, the Tri-Valley Convention and Visitor's Bureau (TVCVB) initiated the idea of forming a Tri-Valley Tourism Business Improvement District (TVTBID) for the purpose of expanding tourism in the Tri-Valley cities, which included Dublin, Livermore, Pleasanton, and San Ramon. The intent of creating the TVTBID stemmed from the TVCVB's desire to create a revenue source that specifically promotes and supports tourism efforts that generate overnight stays. On September 20, 2005, the Dublin City Council granted consent to the City of Pleasanton to form the original TVTBID following extensive outreach by the TVCVB with representatives of the lodging businesses and hoteliers in the Tri-Valley area. Following that, the Town of Danville joined the other Tri-Valley cities and created a standalone TVTBID to participate in the TVCVB tourism efforts. On April 20, 2010, the Pleasanton City Council adopted Resolution 10-353 (Attachment 1) requesting consent of the cities of Livermore, Dublin and San Ramon, and the Town of Danville to renew the Tri-Valley Tourism Business Improvement District (TVBID) which is implemented by the Tri-Valley Convention and Visitor's Bureau (Tri-Valley CVB). Overview The Tri-Valley CVB has been exploring the renewal of the district for the past year, as its current five-year district is set to expire soon. The Tri-Valley CVB engaged in a long and thoughtful engagement process with hoteliers and key stakeholders in the region to gain support for renewal, as well as for an assessment increase from $1 to $2 per paid, occupied rooms per night on lodging businesses. In the City of Dublin, all of the participating hotels have agreed, via petition, to renew the district and for the assessment increase. The TVTBID is a special benefit assessment district, which will be renewed pursuant to the Property and Business Improvement District Law of 1994. The 1994 law allows for the formation of multi-jurisdictional improvement districts, with consent of the included jurisdictions being granted to one "lead" jurisdiction. The purpose of the TVTBID is to increase tourism in the Tri-Valley area by marketing it to potential visitors. The renewed TVTBID will provide funding for marketing efforts and work to attract visitors to lodging establishments throughout the Tri-Valley area. The Pleasanton City Council has requested consent for the City of Pleasanton to act as the lead jurisdiction in renewing the TVTBID. Adopting this Resolution (Attachment 2) will give the City of Pleasanton authority to include the City of Dublin in the renewed TVTBID. To renew the TVTBID, the City of Pleasanton will follow the renewal proceedings specified in the 1994 Act, including accepting petitions, adopting a resolution declaring their intention to form the district, holding a public meeting and public hearing to allow for comments, and adopting an ordinance forming the district. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Extensive public outreach was conducted by the Tri-Valley Convention and Visitor's Bureau (NCVB) staff and its board over the last year in an effort to gain support for the renewal and assessment increase. This outreach included one-on-one meetings with hoteliers, as well as Page 2 of 3 several informational meetings throughout the Tri-Valley with key stakeholders. The four hotels in the City of Dublin have signed the petition to renew the district and to increase the assessment. ATTACHMENTS: 1. Resolution granting consent to the City of Pleasanton to renew Tri-Valley Tourism Business Improvement District (TVBID) Page 3 of 3 ~ ! ~ RESOLUTION NO. 10-353 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON REQUESTING CONSENT OF THE CITIES OF LIVERMORE, DUBLIN AND SAN RAMON AND THE TOWN OF DANVILLE TO RENEW THE TRI-VALLEY TQURISM BUSINESS lMPROVEMENT DISTRICT (N7BIDj WHEREAS, the City Council of the City of Pleasan#on desires to renew the Tri-Valfey Tourism Business Improvement District (TVTBID) pursuant to the Property and Business Improvement District Law of 1994, Caiifornia Streets and Highways Code Section 36600 et seq. to fund tourism promotions and marketing programs for the Tri-Valley tourism industry; and WHEREAS, certain lodging business owners have requested that the City Council of the City o€ Pleasanton renew the MBID for purposes of prom~tion of lodging businesses in the Tri-Valley area; and WHEREAS, the territory praposed to be included in the MBID lies within the boundaries of the Cities of Pleasantan, Livermore, Dublin, and San Raman (Cities} and the Town of Danville (Town), as shown on the map attached hereto as Exhibit A and incorporated herein by such attachment; and WHEREAS, the Iodging businesses located within the area of the Cities and the Tawn which lie wi#hin the boundaries of the proposed MBID will, in the opinion of the City Council, be benefited by the proposed improvements and activities to be carried out, and the purpose sought to be accomplished by the work can best be accomplished by a single comprehensive scheme of work; and WHEREAS, consenting cities and town will participate in the MBID by collecting and transferring to the City of Pleasanton the MBID assessment applied to lodging businesses within theirjurisdictions. NOW, THEREFORE, BE IT RESOLVED, THAT THE CITY COUNCIL OF T'HE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTfON 1: Consent of the Cities and the Town, through their Council, is hereby requested to renew the MBID, and to grant to the City Council of the City of Pleasanton jurisdiction for all the purposes in connection with creation and operatian of the proposed MBID, with input from the lodging businesses and participating cities. SECTION 2: The City Clerk is hereby directed to transmit a certified copy of this Resotution to the City Clerk of the Cities of Livermore, Dublin, and San Ramon and the Town of Danville. PASSED, APPROVED, AND ADOPTED by the City Councif of the City of Pleasanton at a regular meeting held on Apri1 20, 2010. XX - 10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ~*~******** GRANTING CONSENT TO THE CITY OF PLEASANTON TO RENEW THE TRI-VALLEY TOURISM BUSINESS IMPROVEMENT DISTRICT (TVTBID) WHEREAS, the City of Pleasanton is beginning the process to renew the Tri-Valley Tourism Business Improvement District (TVTBID) pursuant to the Property and Business Improvement District Law of 1994, Streets and Highways Code Section 36600 et seq., to promote tourism and the lodging businesses in Tri-Valley; and WHEREAS, the City Council of the City of Pleasanton has requested consent to renew the TVTBID in the City of Dublin with adoption of Pleasanton City Council Resolution No. 10-353, dated April 20, 2010; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Dublin, that: Section 1: The above recitals are true and correct. Section 2: The City Council consents to the City of Pleasanton renewing the TVTBID, which District shall include the City of Dublin. Section 3: The Clerk of the City Council is hereby directed to transmit a certified copy of this Resolution to the Clerk of the City of Pleasanton City Council. ~- ~ Section 4: This Resolution is effective upon its adoption.
