FINANCIAL STATEMENT: None DESCRIPTION: In 2000-2001 the City Council identified the funding of a Freeway Underpass Art Project as a high priority goal. The freeway underpasses selected for the project included the underpass at Dublin Boulevard and the underpass at Amador Valley Boulevard. Lyrme Baer was engaged as the Art Consultant to the project and a Request for Qualifications (RFQ) was issued. The artist team of John Pugh, Daniel Galvez and John Wehrle were selected for both underpasses. All three artists are well-known muralists and bring extensive experience and expertise to the project. There are two phases to the entire mural project. First, the painting of Dublin Boulevard and the second the design and painting of Amador Valley Boulevard. The design of the freeway underpass for Dublin Boulevard was approved at City Council in December of 2001 and painting will be completed in February 2003. The design of the Amador Valley Boulevard Underpass mural follows a similar base concept as Dublin Boulevard. Contemporary and historical references depicted in the mural while individuals (and some animals) from the past and today meander throughout in the foreground. The artist's rendering will be presented at the meeting but the following is a written description of the images depicted within the mural. The South Wall will include the construction of the new library, the moving of the Mun'ay School to its present site at the Heritage Center, the first Dublin Library, the Green Store today, young girls performing an Irish dance at the St. Patrick's Day Festival (former City Council members when the City was incorporated are in the audience), horse men participating in the St. Patrick's Day Parade, nature scene of Dublin today, Alamilla Springs in the 1950's and Dublin seniors on a nature trail. The foreground figures in the mural are Spanish explorers discovering the city area, an Ohlone deer hunter, Ohlone canoe builders COPIES TO: Lynne Baer, Art Consultant John Wehrle, John Pugh, Daniel Galvez - Artist Team ITEM NO. ~ G:\COUNCILXAgenda Statements~2002\12-17-02 Historic Mural Project.doc /,~ and Virginia Bennett (former Dublin Library Manager and author of the book written about Dublin's History). The North Wall mural will include the Sybase building, Hacienda movie theater, two girls playing soccer, 1940's Dublin "teepee" gas station, modem day cattle round-up, after the round-up barbeque, 1940's Dublin Garage, Dougherty's Station, 1950's Dublin street scene, nature scene in Dublin, Hacienda Crossing entrance and young boy skateboarding. The foreground figures are Dublin residents posing at a hops harvest, gas station attendant, 1950's residents posing for photo at the Amador Garage, car repair with onlooker, 1950's Dublin gentlemen and young Dublin skateboarders. Once the design is approved by the City Council, it must be submitted to the Caltrans Art Review Committee for approval. Upon approval by the Caltrans Art Review Committee, application will then be made for Caltrans encroachment permits. The encroachment permits will be distributed to the affected Caltrans departments for review and comment. It is possible that this review process could take several months. The best-case scenario would allow the artists to begin wall preparation and painting as early as February 2003. The design has been reviewed by the Heritage and cultural Arts Commission which recommends approval by the City Council. It is the recommendation of Staff that the City Council receive the presentation from the Art Consultant and Artist Team and approve the design for Amador Valley Boulevard or provide alternate direction.
