Nature Education Facilities Program Project Application Prepared By: Rosemary Alex, Parks and Facilities Development Coordinator EXECUTIVE SUMMARY: On July 1, 2010, applications are due to the State of California for those agencies seeking funding through the State of California - Nature Education Facilities Program. The City proposes to use the funds to construct the Freshwater Corner component of the Dublin Heritage Park And Museums Master Plan. As part of the application process a City Council resolution is required approving the application submission. FINANCIAL IMPACT: Staff is working with the design consultant to determine details of the scope of work and associated cost estimates for the proposed project. The final calculations were unavailable at the time the Staff Report was prepared. Authorization is sought to submit an application for up to $1.5 million, based on additional refinement of the cost estimates. The grant funded program does not require a local financial match. If an update on the cost estimates is desired at the City Council meeting, Parks and Facilities Development Staff will provide a verbal update. RECOMMENDATION: Staff recommends that the City Council adopt the resolution approving the application for grant funds for the Nature Education Facility Program Funds under the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Pro o't' 8 . \ U~l <~~ Submitted by: Parks and Community Services Director p si ion ~ Reviewed by: Reviewed by: Administrative Services Assistant City Manager Director Page 1 of 2 ITEM NO. ~. ~ DESCRIPTION: July 1, 2010 is the application submittal deadline established for agencies seeking funding through the State of California - Nature Education Facility Program. The grant application requires a resolution (Attachment 1) from the City Council approving the application submission. The Master Plan for the Dublin Heritage Park and Museums includes a future phase referred to as the "Freshwater Corner". This phase of the park is unfunded and not currently anticipated during the Five Year Capital Improvement Program, primarily due to a lack of an identified funding source. In the grant application being developed by Staff, the City proposes to develop the Freshwater Corner which includes the grass berms, interactive fountain, Amador Inn `Porch' along with the pump house adjacent to the main house (Attachment 2). The purpose of the Nafure Education Facility Program is to develop facilities that promote focused learning about the natural environment and inspire environmental stewardship of California's resources. The project will focus primarily on the importance of water as a natural resource and the need to conserve and protect water quality. The scope of work proposed will include interactive features and educationat components related to the nearby Alamilla Spring and the water resources of Dublin and California. If the project is selected for funding the City would be notified in early 2011. If the City is awarded funding, Staff would need to prepare an update to the Five Year Capital Improvement Program for City Council consideration. The update would identify the project timing and a refined project scope. No expenditures will be occurred prior to City Council approval and a grant award for the project. NOTICING REQUIREMENTS/PUBLIC OUTREACH: The application does not require letters of support, and no further public notice is required. ATTACHMENTS: 1. XX -10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN *********** APPROVING THE APPLICATION FOR NATURE EDUCATION FACILITY PROGRAM FUNDS (Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006) WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Nature Education Facitities Program, setting up necessary procedures governing the Application; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of application before submission of said application to the State; and WHEREAS, the applicant will enter into a contract with the State of California to complete the Dublin Heritage Park - Freshwater Corner NOW, THEREFORE, BE IT RESOLVED that the City of Dublin hereby: Approves the filing of an application for the Dublin Heritage Park - Freshwater Corner, and 1. Certifies that said applicant has or will have availabte, prior to commencement of any work on the project included in this application, the sufficient funds to complete the project should this grant be awarded; and 2. Certifies that the applicant has or will have sufficient funds to operate and maintain the project; and 3. Certifies that the applicant has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide; and 4. Certifies that this project is consistent with the Historic Park Master Plan; and 5. Delegates the authority to the City Manager to conduct all negotiations, sign and submit all documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the project; and 6. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines.
