Appointments to Alameda County Transportation Commission (ACTC) Prepared By: Caroline Soto, City Clerk EXECUTIVE SUMMARY: The City Council will consider the appointment of the City's member and delegate to serve on the newly-formed Alameda County Transportation Commission (ACTC). FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council consider the Mayor Sbranti's proposed appointments to the Alameda County Transportation Commission and direct Staff to notify ACTC of the City Council's selection. ,~j ~ ~' ~' ~ ~~° ~~~' Submitted By City Clerk Revie re By Assistant City Manager Page 1 of 2 ITEM NO. ~• ~ DESCRIPTION: On April 20, 2010, the City Council adopted a resolution befinreen the Alameda County Congestion Management County Transportation Improvement Authority (ACTIA) Transportation Commission (ACTC). The City of Dubl member and a delegate to the new ACTC Board in a meeting on July 22, 2010 (Attachment 1). approving a Joint Powers Agreement Agency (ACCMA) and the Alameda which created the Alameda County in is being asked to appointment a dvance of their first scheduled board Mayor Sbranti is the City of Dublin's representative, and Vice Mayor Hildenbrand is the City's alternate, to the Alameda County Congestion Management Agency (ACCMA). Mayor Sbranti is recommending his appointment as the City's representative and Vice Mayor Hildenbrand as the City's alternate to the ACTC Board. Further, the Board of Supervisors, which created the Alameda County Transportation Improvement Authority (ACTIA) by resolution in 1998, has approved an amending resolution which will ensure that the composition of ACTIA Board in the 2000 Expenditure Plan matches that of the new ACTC and ACCMA. One remaining city, along with AC Transit and BART, are scheduled to take action on the ACTC joint powers a~eement and amendment to the ACCMA joint powers agreement during the month of June, which we hope will all be affirmative. We appreciate the a~encies' careful and prompt consideration of this proposal and the benefits of the merger. On June 24, 2010, the existing ACCNIA and ACTIA Boards of Directors will be meeting in a joint session to take the necessary final actions to create the ACTC. If such approvals are granted, the first meeting of the new Board of Directors of ACTC will take place on July 22, 2010. Member agencies need to consider their appointments to the new Board prior to this time, including both members and alternates, so that appointees may be seated and able to take action at the first meeting. Please let Gladys Parmlee, Executive Assistant and Clerk of the Board for ACCMA, know of your agency's appointments, with respect to both members and alternates, at your earliest convenience. Alameda County Transportation Commission Board Composition: As a reminder, pursuant to the ACTC joint powers agreement, the new Board is comprised o£ • Each member of the Alameda County Board of Supervisors. ATTACHMENT 1 Board Appointments to ACTC Page 2 • Two members representing the City of Oakland. ~ One member representing each of the other 13 Cities in Alameda County. • One representative each of BART and AC Transit. 1Vlembers and Alternates. As also set forth in the ACTC joint powers agreement, all members and alternates shall be elected officials, and shall be appointed as follows: • All alternates and members other than the members of the Board of Supervisors will be chosen in the manner determined by their respective City Council ar Board. • The alternate to each member of the Board of Supervisors shall be appointed by the respective Board member, and shall be a mayor or city council member of a City primarily or fully contained within the Supervisor's District, who is not otherwise a voting member of ACTC. • Members and alternates representing a City shall be either that City's mayor or a member of the City Council far such City. If a member representing a City has more than one vote, his or her alternate shall carry the same number of votes as the absent member. • Members and alternates of AC Transit or BART must represent a district or ward primarily or fully contained within Alameda County or be a directar elected at-large.
