DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreational and social programs. Following is a summary of the programs and events held
during the winter quarter.
LEISURE CLASSES
Leisure Classes provide positive recreational experiences and opportunities to enhance health, well being
and create balance in life. The classes are taught by contracted instructars as well as commercial
recreational providers in the area. Popular classes during the winter quarter included Retirement
Planning, Judo, Pilates, Hatha Yoga, Ice Skating, Bowling, and Gymnastics. New offerings included an
Adventure Fitness Boot Camp, Nutrition for Weight Loss, Long Term Care Choices, and Money
Management for Women, Basic Engineering Skills for Kids, and Science Beginnings. Following is a
summary of registration.

SENIOR CENTER
The Dublin Senior Center provides diverse activities that strengthen participants' physical, cognitive and
mental wellness. Staff continues to work cooperatively with other agencies such as Las Positas
Community College Quest Program, Dublin Adult School and Amador Valley Adult School to provide a
variety of activities that challenge the mind, body and spirit of the senior community. Following is the
summary of attendance during the winter quarter.

Attachment 2 is a detailed attendance report. The overall attendance at the Senior Center has shown
steady growth (6%) despite the two week maintenance closure that was new this year.
During the quarter several new activities were added including Easy Intermediate Line Dance and the
Sunday Center Stage Matinee. New workshops included a Pilates Fall Prevention Exercise Class, Estate
Planning, Decadent Dessert Cooking, and Online Auction Basics. The Heritage and Cultural Arts
Division sponsored a joint concert and dance at the Senior Center as part of the Winter Concert Series
featuring the big band sounds of "3 O'clock Jump", a 17-piece band, attracting over 90 guests.
A new weekly class was added called the Senior-to-Senior Connection on Wednesdays where seniors can
connect with high school or college seniors to learn such things as to how to navigate their cell phone, use
a digital camera, or play board games. A new Music Appreciation Luncheon was held featuring the
Livermore Opera and cast of Carmen that attracted 68 participants.
Two new special events were added including a Holly-Day Affair Dessert Party and a Super Bowl Party.
While the Dessert Party attracted over 50 guests, the Super Bowl party only had 13 in attendance.
SHAMROCK PRESCHOOL
The Shamrock Preschool is a recreational preschool program that provides opportunities for social and
educational development, and prepazes students to experience success at the kindergarten level. Children
participate in activities such as games and learning activities, outdoor play, arts and crafts, music, story
time and circle time. There are three curriculum levels and a total of five classes offered. There were 37
participants enrolled in the Red Rockets, 32 participants enrolled in the Green Giants, and 20 enrolled in
the Blue Explorers class. Highlights of the winter session included the Holiday Celebration with a visit
from Santa, and an International dinner where students celebrated ali of the cultures and ethnicities
represented at the preschool. Students visited the Discovery Museum in San Jose and had a wonderful
experience. Staff coordinated a Valentines Day Party with students sharing valentine cards with their ~
classmates. Staff also had 2 themed weeks in February: Public Safety Week and Health Education Week.
During those weeks Policeman and Firemen visited the children as well as Doctors and Dentists.

PLAYGROUND PROGRAMS
After School Recreation
During the winter quarter, Session I of After School Recreation continued, which was reported on in the
fall 2007 quarterly report. Session II began in February, which the Commission will receive a report in
the spring 2008 quarterly report.
Winter Break Camp Emerald Glen
Winter Break Camp Emerald Glen is a fuli-day camp for children in first through fifth grades that
includes a variety of recreational, social, and educational activities. Activities included crafts,
indoor/outdoor games, sports, and special projects. Excursions included Movies at Hacienda Crossings.
Camp was offered during the time the elementary schools were closed for Winter Break. A one week
session was offered and nine participants registered for the camp. Youth enjoyed a variety of activities
which included arts and crafts, indoor/outdoor games, sports, and local excursions. Winter Break Camp
provided youth an opportunity to make new friends and participate in a safe and healthy environment.

Homework Hub
Homework Hub is a homework assistance program that started in mid-January 2008 at Dublin Elementary
and Dougherty Elementary Schools. Four sessions, five-weeks in length, were planned for the remainder
of the 2007-2008 school year. Each class was supervised by a credentialed teacher and an aide. In
addition to providing homework assistance, each week the teacher spends time teaching participants about
study skills that will help prepare them to succeed at the next level in their education. Homework Hub
program provides youth an opportunity to participate in a safe and supervised academic environment.
This program is structured to build academic confidence and skill level in an individualized environment.

TEEN PROGRAMS
Student Union
During the winter quarter, Session I of Student Union continued, which was reported in the fall 2007
quarterly report. Session II began in February, which the Commission will receive a report in the spring „
2008 quarterly report.
Teen Events
A variety of teen events were implemented to offer teens in the community a specific activity for their age
group. Winter 2008 events included Capture the Creature, Youth Music Showcase and a Middle School
Dance. These events give youth the opportunity to engage in a positive and safe envirorunent while
enjoying the company of their friends. Teen events take place at various times and at various parks and
school facilities throughout the community. Capture the Creature took place at Kolb Park, the Middle
School Dance took place at Wells Middle School and the Youth Music Showcase took place at Dublin
Elementary. Following is a summary of participation during the winter quarter.

Teen Leisure Classes
Various leisure classes were offered this winter to serve teens in the community. The classes are taught by
contracted instructors. The majority of the classes were offered as a one time workshop or one week
camp. Classes offered included Day Ski Trips for Teens, Sunol Paintball Trip, Organizing your Student
for Success, Driver's Education Winter Camp, Online Driver's Education, Babysitting & Child Safety for
Teens, CPR and First Aid for Teens and Sports Nutrition for Teens. These offerings provided a positive
recreational experience to the participants. Through the participation in our programs, teens were given
the opportunity to enhance their health and wellness and engage in positive recreational experiences.

Teen Website
The purpose of the teen website is to promote and support a high quality of life for teens in Dublin, and to
improve communication with local teens regarding available programs, events, classes and services. The
number of visitors to the website during the months of December 2007 through February 2008 was 2,586.
The number of hits was 44,254. The number of hits is calculated by every time the user clicks their mouse
when using the website. 6,935 pages were visited on the site during this time period. The most popular
page visited was the resource page which includes a list of social service agencies throughout Alameda
County.

YOUTH SPORTS
Contracted Youth Sports Programs
Each quarter the Department offers several youth sports programs through independent contractors in
addition to those operated directly by the City. During the winter 2008 quarter the City offered Kidz
Love Soccer (KLS) classes and a Velocity Basketball Boot Camp. This was the seventh season of winter
KLS soccer, which is offered year-round in Dublin and the first season for Velocity. Registration was
down 8% from last year's record high. A summary of registration is on the following page.

Youth Basketball League
The City of Dublin / Juniar Warriors Youth Basketball League is for boys in first through twelfth grades
and girls in first through tenth grades. There were 570 participants on 58 teams. League games were held
on Saturdays from January 5 through March 1 at Stager Community Gym and Wells Middle School.
Practices were held once a week at Stager Gym and various school sites. Following is a summary of
registration for the league.

Youth Basketball Clinics
The City offered two pre-season youth basketball clinics with 134 children attending. A half-day clinic
was offered featuring clinician Chris Meredith, a basketball coach at Dublin High School. Also, a skill
building clinic held over four sessions was offered, which introduced a new skill each session. The skill
building clinic was conducted by City Staff. There was a 44% increase in enrollment in the clinics from
the previous year, and a fiver year high.

Private Basketball Training
The City offered private and semi-private hour-long training sessions for players in first through tenth
grades. There were 61 players that took advantage of this individualized training. The sessions began in
September and continued through mid-December. The trainers were City Staff. The training sessions
provided an opportunity for basketball players to improve their skills before the City basketball leagues
began in December. The training sessions were held on Wednesday evenings at Stager Community Gym.
There was a 13% increase in enrollment in the private trainings from the previous year. This increase
occurred in the semi-private lessons.

ADULT BASKETBALL LEAGUE -
Two leagues (Men's 5-on-5 "C & D") were conducted during the winter quarter. The league began in
January and was held on Sundays at Stager Community Gym. The league had 12 teams this season which
is a decrease from last year's record high.

SPECIAL EVENTS -
Community Tree Lighting Ceremony
The 24`h Annual Tree Lighting Ceremony took place at the Dublin Civic Center on Thursday, November
291h from 7:00 to 8:00 p.m. The stage was set-up in the Fountain Plaza with entertainment provided by
the Valley Christian Choir, St. Raymond's Youth Bell Choir and a community sign-along led by local
Girl Scouts. Glen the Guide was on hand to help the Mayor "light" the outdoor spruce located in front of
the Civic Center. Santa joined everyone for hot chocolate and cookies which were served in the Regional
Meeting Room. The attendance was estimated at 400 people.
Breakfast with Santa
Breakfast with Santa is a family-oriented special event co-sponsored with the Dublin High School Band
Boosters. The event was held at the Dublin Senior Center. The City provided the facility, decorations,
novelty items, staffing, and promotions for the event. The Band Boosters provided a breakfast of
pancakes, sausage, juice, fruit, milk and coffee. The band members were responsible for serving the
breakfast and operating the "Photos with Santa" area. This year increased to 402, which was a 7%
increase from the previous year and establishing a new attendance record.

Letters from Santa
The "Letters from Santa" program was offered for the thirteenth consecutive year during the winter
quarter. To receive a letter, an adult completed an application giving specific information about the
recipient. A personalized letter was then prepared, printed on special Santa stationary, and mailed to each
child. A nominal fee was charged to cover the cost of the stationary, postage and staff time. This year 93
letters were mailed, representing a 25% decrease from the previous year's five-year high mark. This
decrease can be attributed to an increase in price.
