RECOMMENllA1'ION: Conduct Clections for a Chairperson and Vice-Chairperson for one-
year terms.
FINANCIAL STATEMEN'I': None
llESCRIPTION: 1'he Bylaws and Rulcs ol' Procedure Por the Parks and Community
Seivices Commission states the following:

A. L;Icction and "I'erm of Office. "fhe Commission shall elect a Chairperson and Vice Chairperson at
thc first meeting in December of each year or, if a quorum is not present, at the next mceting at which a
quorum is present. Thc Chairperson and Vice Chairperson shall serve until their successors are clected, or
until tllcir terms as members of the Commission expire, whichever is first.
'fhc duties of the Chairperson are as follows:
1) Presides at all meetings of the Commission;
2) Appoints committees and chairpersons of committees as necessary;
3) Signs correspondence on behalf of the Commission;
4) Represents the Commission before the City Council; and
5) Performs other duties necessary or customary to the office.
In the event of the absence of the Chairperson or his/her inability to act, the Vice Chairperson presides in
place of the Chaiiperson. In the event of the absence of or the inability to act of both the Chairperson and
the Vice Chairperson, the remaining members shall elect onc of their members to act as temporary
Chairperson.
RECOMMENDATION: Starf recommends that the Parks and Coinmunity Services
Commission conduct elections Por a Chairperson and Vice-Chaiiperson for one-year tenns.

Dear Parks & Community Services Commission: I do have a few comments that I wanted
to add to the debate regarding items on the 1-22-08 Commission agenda.
Committee Appointments:
I'm most interested in the Youth Sports Liaison Committee (happy to be the alternate
if Steve wants to continue), but will also be happy to continue on as alternate for
Art Selection if Angela wants to continue. If not, I'll be happy to step up as the
representative;
ditto for Special Events in the event that Sue of Angela want off.
Otherwise stick with them!!
Stagecoach Park : I think either one will be a great addition to the park. Option 1
is probably a safer bet, but I personally like option
2 better from an aesthetics perspective only. I think it has a more modern design
and feel. I do have concerns with #2 regarding the
shade: 1) Can it withstand Dublin's winds day in and day out? (2) How often does it
need to be replaced? (3) Are their any greater concerns regarding vandalism?
Police Athletic League: The PAL is a tremendous program with a proven track record
in highly urban areas. There doesn't seem to be as much need for such a formalized
program in more suburban areas like Dublin. I think that especially given the
economic cycle companies in Dublin may be reluctant to provide sponsor money
necessary to make it a success. I like Staff's perspective and favor Option #2.
Competitive Pool/Dublin Swim Center: I feel very strongly about this one. It would
be a mistake on various levels to move the competitive pool from Emerald Glen to the
Dublin Swim Center and if I were
present would definitely vote not to recommend it. we already
have a plan in place that was agreed upon by the Council, the Commission and the
community. That was part of the appeal for individuals who purchased homes in the
Emerald Glen area. It is by far a better and easier to reach location for
holding competitive swim meets. Spending at least $1.4 million to retrofit the swim
center is not a good use of the public's money. There's no question that the Dublin
Swim Center is in serious need of upgrading. It pales in comparison to more popular
pools like San Ramon. The council should allocate money to upgrade the locker rooms
and offices (if they haven't already) and consider other improvements to the pool
area itself. There are hundreds of high school kids on the east side who have to
commute across town every day in order to go to DHS. There's absolutely no reason
that a small number of students and faculty who are part of the swim team can't do
the same in the morning or afternoon to head to Emerald Glen to enjoy a high quality,
competitive pool that the school and community will be proud to call home.
Strategic Plan: No real comments. In think staff did a nice job in
laying our priorities.
Chair/Vice Chair: If Sue and Steve want to continue on in their roles then I would
fully support it. Otherwise, I am interested in throwing my name into the ring for
consideration as chair or vice chair.
