HomeMy WebLinkAbout11-17-2008 Draft PCSC Minutes - PARKS AND COMMUNITY SERVICES COMMISSION Minutes CITY OF DUBLIN November 17, 2008 The November 17, 2008 meeting of the Parks & Community Services Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Vice Chairperson Jones. PLEDGE OF ALLEGIANCE Vice Chairperson Jones led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Jones, Elias, Guarienti, Muetterties, Van Loon Commissioners Absent: Flores ORAL COMMUNICATIONS 3.1 BRIEF INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND YOUTH ADVISORY COMMITTEES Senior Center Advisorv Committee - None Youth Advisorv Committee Cm. Van Loon reported that at the last meeting, the Committee Members discussed the goals they would like to accomplish during their term. 3.3 PUBLIC COMMENTS - None APPROVAL OF MINiJTES - October 20, 2008 On a motion by Cm. Guarienti, seconded by Cm. Muetterties, and by a vote of 4-0-1 with Chair Flores absent, the Commission voted to approve the minutes of October 20, 2008. Cm. Elias abstained from the vote due to his absence during the October 20, 2008 meeting. WRITTEN COMMUNICATIONS - None PUBLIC HEARING - None UNFINISHED BUSINESS - None ' NEW BUSINESS 8.1 SHAMI20CK PRESCHOOL PROPOSED PRIORITY REGISTRATION PROCEDURE Mr. Paul McCreary, Assistant Director of Parks & Community Services, presented the specifics of the item as outlined in the Staff Report. Cm. Elias asked how many Preschool registrants are non-residents. Mr. McCreary stated that about thiriy out of 120 registrants are not residents of Dublin. Cm. Elias asked if enrollment capacity could increase when the Shannon Community Center is opened. Mr. McCreary stated that Staff is preparing a report that will review the P&CSC Meeting Minutes DRAFT - November 17, 2008 Page 2 of 3 options for re-using the Emerald Glen Activity Center when the Shannon Community Center opens. Cm. Elias asked about the possibility for both the Shannon Community Center and the Emerald Glen Activity Center to be used for the PreschooL Mr. McGeary stated that the idea would be presented to the City Council for consideration. Cm. Guarienti asked if parents could enroll their children in all three sessions for the school year at the same time. Mr. McCreary explained that parents could enroll their children in each session, one session at a time. Cm. Guarienti asked how priority registration would be affected if enrollment for one session was missed in between sessions. Mr. McCreary explained that missing a session wou(d result in the removal from the opportunity for priority registration. Cm. Muetterties asked how the cost for this program compares to similar programs. Mr. McGeary explained that because it is a cooperative program, the prices are very affordable in comparison to other preschool programs. The Commission expressed support for the proposed priority registration procedure. 8.2 2009 ST. PATRICK'S DAY POSTER ARTWORK Ms. Lorri Polon, Recreation Coordinator, presented the specifics of the item as outlined in the Staff Repor[. The Commissioners each discussed their preferred poster artwork. On a motion by Cm. Elias, seconded by Cm. Guarienti, and by a vote of 5-0-0 with Chair Flores absent, the Commission voted to recommend approval of poster #2 to the City Council, with modifications to make the leprechaun happier, and to make the words "St. Patrick's Day" as eye-catching as possible. 8.3 SHANNON CENTER GRAND OPENING Ms. Lorri Polon, Recreation Coordinator, presented the specifics of the item as outlined in the Staff Report. Cm. Elias commended Staff on the proposed events. He suggested hiring a professional photographer and introducing a proposed upcoming cooking class during the event. Cm. Guarienti asked if caterers would receive a separate tour of the facility. Ms. Polon explained that the caterers currently on the approved caterers list for the Dublin Senior Center would have the opportunity to tour the facility. Cm. Muetterties asked about the kitchen entry from Ambrose Hall. Mr. McCreary explained the entry and pointed it out on the diagram. The Commission was pleased with the proposed event plan. 8.4 SHANNON COMMUNITY CENTER FACILITY USE POLICY Mr. Paul McCreary, Assistant Director of Parks & Community Services, presented the specifics of the item as outlined in the Staff Report. Cm. Guarienti asked for clarification regarding the rates and minimum hours of usage during weekday business hours for Groups two through four. Mr. McCreary explained that for Groups two through four, there are no hourly minimums or hourly fees for usage on weekdays during business hours; only attendant fees for meeting setup and takedown. Mr. McCreary explained that during the week and pending availability, Ambrose Hall, the Multipurpose Room, and the Classroom could be rented; however, during the weekend, the Multipurpose Room and the Classroom could only be rented in conjunction with Ambrose Hall. Cm. Guarienti asked if the proposed Facility Use Policy was similar to the policies for other rentable City facilities. Mr. McCreary said yes, and explained that the differences are the policies and rates regarding specific facility features, and an added clause that twice the hourly rental fees would be charged for use exceeding the approved rental hours. Cm. Jones asked for clarification on the kitchen equipment that would be provided. Mr. McCreary explained that caterers would have to bring their own steamer trays, pots, pans and utensils. On a motion by Cm. Van Loon, seconded by Cm. Muetterties, and by a vote of 5-0-0 with Cm. Flores absent, the Commission voted to recommend approval of the Shannon Community Center Facility Use Policy and Rental Fee Schedule to the City Council. OTAER BUSINESS 91 BRIEF INFORMATION ONLY REPORTS FROM PARKS & COMMUNITY SERVICES COMMISSIONERS AND/OR STAFF Cm. Elias reported that he attended the last Youth Sport Liaison meeting. He commended Recreation Supervisor, Rich Jochner, on doing a great job working with the youth sport organizations. Cm. Guarienti reported on the following meetings and events he attended: • Dublin Public Library Historical Website Launch Party • Dublin Senior Center Public Input Workshop for Weekend Class & Program Ideas • Dublin Senior Center Foundation Meeting • Dublin Senior Center Advisory Committee Meeting • Dublin Heritage Center Movie Night • Dublin Senior Center Hometown Heroes Celebration • Dublin Senior Center `Senior Health Summit' • City of Dublin 101 Graduation Ceremony Mr. McCreary reported on several upcoming events for December 2008 and January 2009.
