HomeMy WebLinkAbout8.2 ProposedExtensionEBRPD Openspace 1`AGENDA STATEMENT PARKS AND COMMiJNITY SERVICES COMMISSION MEETING DATE: September 15, 2008 SUBJECT: Proposed Extension of East Bay Regional Park District Regional Open Space, Wildlife, Shoreline and Pazks Bond Report by Diane Lowart, Parks & Community Services Director AT"I'ACHMENTS: None RECOMMENDATION: Receive Report ~ FINANCIAL STATEMENT: None DESCRIPTION: In 1988 two-thirds of voters in both Alameda and Contra Costa Counties passed Measure AA, a$225 million park bond of the East Bay Regional Park Dishict (EBRPD). This bond measure has enabled EBRPD to acquire 34,000 acres of pazklands, create 17 new regional parks and fund 235 local recreation projects throughout Contra Costa and Alameda Counties. Under this bond measure the City of Dublin received $634,179 which funded the following projects: Heritage Center Acquisition & Renovation ($157,829); Iron Horse Trail Development ($2,863); and Shannon Park Renovation ($473,487). The EBRPD Board of Directors has approved placing a bond measure on the November 2008 ballot to extend the Measure AA pro9ram. The $500 million bond initiative (Measure WW on the November 2008 ballot) must be approved by two-thirds of voters in Alameda and Contra Costa counties. Of this amount, $125 million (251/6) of the bond proceeds will fund local park and recreation projects on a per-capita grant prograni to cities and other local agencies. The balance of the bond proceeds, $375 million (75%), will fund regional park acquisitions, open space preservation, park development, habitat restoration and an emergency reserve. The proposed issuance of bonds is structured to retain the property tax rate at or below the existing tax rate of $10 per $100,000 of property value for property owners. It is estimated that the City of Dublin would receive $2,145,118 in funding from the bond extension measure. Addirionally, City residents would benefit from the following projects that are currently . included on the Draft Project Description: ¦ Alamo Canal Trail -$630,000 to complete the key bicycle, pedestrian and equestrian trail connecfion across the 580-680 interchange creating the first trail connection linking the communities of Dublin and Pleasanton. ~ COPTES TO: ~ ITEM NO.: 8.2 GAPARKS C0MMISSI0N\AGNDSTMT%2008\9-15 EBRPD Measure WW.doc ; ¦ Calaveras Ridge Trail -$11.3 million to acquire open space and park cozxi dor and construct this multi- i use trail connecting four regional parks along the 680 corridor serving all communities from Sunol to the Carquinez Slrait. ¦ Doolan Canyon/Tassajara Hilts -$5.2 million to acquire land for a new pazk preserving the last major undeveloped expanse of the Tassajara Hills north of the communities of Dublin and Pleasanton. ¦ Dublin Hills -$4.7 million to complete this new park along the ridgelines in the scenic west Dublin hills. ' ¦ Tassajara Creek Trail -$900,000 to acquire and develop regional trail connecting Tassajara Creek in Dublin to Mt. Diablo. The City Council will receive a formal presentation on the proposed bond extension from representatives of the East Bay Regional Park District at its regular meeting on September 16, 2008. Also at this meeting, the Council will consider adoprion of a resolution endorsing the proposed extension of Regional Open Space, Wiidlife, Shoreline and Parks Bond. RECOMMENDATION: Staff recommends that the Parks and Community Services Commission receive the report. 2 of 2 i ~
