EXECUTIVE SUMMARY:
The City Council will consider entering into an agreement with Jordan & Associates for Federal
Legislative Services for Fiscal Year 2010-2011.
FINANCIAL IMPACT:
Adequate funding is available in the Fiscal Year 2010-2011 Operating Budget for these
services; Dublin's share of the cost is approximately $19,400.
RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to enter into an agreement
with Jordan & Associates for Federal Legislative Services for Fiscal Year 2010-2011.

DESCRIPTION:
The City Council objective of: "Work with the Cities of Livermore, Pleasanton, San Ramon and
the Town of Danville to explore the acquisition of federal and state lobbyist services" was rated
as a high priority again for Fiscal Year 2010-2011. In Fiscal Year 2009-2010, the cities
successfully secured federal lobbying services through Jordan & Associates. Jordan &
Associates (Patricia Jordan, President) has represented Tri-Valley cities for the past 16 years
including informally representing the Tri-Valley cities for three years through their contract with
the City of Livermore.
The cities have received a new proposal from Jordan & Associates to provide federal lobbying
services for a second consecutive year (Attachment 1). Jordan & Associates would continue to
represent the Tri-Valley cities before Federal legislators, departments and agencies. They
would also continue to work with the Tri-Valley cities to develop policy initiatives that are
important to the region.
The primary accomplishments of Jordan & Associates this past year included:
. East Bay Regional Communications System (EBRCS) -$1,050,000 appropriation in
Federal Fiscal Year 2010 Commerce-Justice-Science Appropriations bill; and
. Improvements to the I-580 Corridor -$1,000,000 in the Federal Fiscal Year 2010
Transportation-Housing Opportunity Center.
Significant effort was also spent on the Federal Fiscal Year 2010 appropriations process for:
. Tri-Valley Housing Opportunity Center Revolving Loan Program; and
. Interchange improvements for I-580 and Vasco Road.
Work for the upcoming year is proposed to include:
. Further assistance with the federal appropriations process on the Tri-Valley cities
jointly selected projects -

Jordan & Associates is proposing no cost increase for Fiscal Year 2010-2011 services. The
total cost to represent all five cities for the year is $96,000. This cost is shared equally between
the cities, with Dublin's share being $19,200 (or $1,600 per month) plus expenses. Jordan &
Associates would cap miscellaneous expenses at $1,000 (up to $200 per City). Therefore,
Dublin's total cost for Fiscal Year 2010-2011 is approximately $19,400.

Accomplishments in 2009 - 2010
Jordan & Associates worked closely with the Tri-Valley Cities in 2009 - 2010 on the four
projects selected by the Tri-Valley Cities for the FY 2010 appropriations process: the East Bay
Regional Communications System (EBRCS); improvements to the I-580 Corridor; the Tri-
Valley Housing Opportunity Center Revolving Loan Program; and improvements to the
interchange at I-580 and Vasco Road. Fortunately, the EBRCS project received an appropriation
of $1,050,000 in the FY 2010 Commerce-Justice-Science Appropriations bill, and the I-580
Corridor Improvements project received $1,000,000 in the FY 2010 Transportation-Housing and
Urban Development Appropriations bill.
Scope of Work FY 10-11
1. Appropriations
The Tri-Valley Cities are pursuing federal funding for four projects in FY 2011: improvements
to the I-580 Corridor and S.R. 84, known as the "Triangle;" the construction of auxiliary lanes
along I-680 that would reduce congestion; the EBRCS; and a program to purchase and
rehabilitate abandoned or foreclosed properties in the region through the Tri-Valley Housing
Opportunity Center.
a) I-580/S.R. 84 Trian~le Corridor Improvements - The Tri-Valley Cities have proactively
pursued regional multi-modal opportunities to enhance mobility in the I-580 Corridor,
which currently ranks as the 2nd worst congested corridor in the 9-county Bay Area
during peak hours. The I-580 Improvements consist of several elements that will
collectively reduce the congestion and improve safety in the corridor, including high
occupancy vehicle (HOV) lanes, Express (High Occupancy Toll) lanes, auxiliary lanes,
corridor-wide ramp metering, interchange improvements and right of way acquisition,
including preservation for future transit corridors. State Route 84, the third leg of the I-
580, I-680, Route 84 "Triangle," serves as a reliever route to the 580 and 680 corridors,
and in particular to the highly-congested 580/680 interchange. The project will widen
and upgrade a 4.6-mile section of State Route 84 (Isabel Avenue) to serve as an important
connection between the residential areas of the Central Valley and the employment areas
of the southern Bay Area.
b) I-680 Auxiliary Lane Improvements - The Tri-Valley Cities are pursuing funds on behalf
of the Contra Costa Transportation Authority (CCTA) to complete the final segment of
the I-680 Auxiliary Lanes project. These funds would be used to construct north- and
south-bound auxiliary lanes along I-680 between the Crow Canyon Rd. and Sycamore
Valley Rd. interchanges. During peak hours, merge and weave conditions at the
interchanges add to the acute congestion along the roadway. The completion of the
project would address traffic demands within this segment that exceed existing capacity.
The total cost of the project is $45,000,000, but more than half that cost has been

obtained from state and local funding sources. The Tri-Valley Cities are seeking
$10,000,000 from the federal government, which will require a 20 percent local match as
well.
c) East Bay Re~ional Communications Svstem - The East Bay Regional Communications
Authority was formed on September 11, 2007, as an independent governmental agency
representing 35 member agencies including both Alameda and Contra Costa counties, 29
cities, and 4 special districts, to build a system that will provide the highest level of
interoperability. To date, a digital master site controller (the system central processor)
has been purchased and installed, and a microwave network connecting the sites has been
purchased with installation in process. Additional equipment has been purchased for 12
of the sites and is in the process of installation. However, the EBRCS needs additional
funding to complete the system. The Tri-Valley Cities have requested $3,000,000 in FY
2011, which would be used to develop three additional sites for the EBRCS, including
upgrades to the microwave infrastructure, upgrades to the repeater site equipment and
purchasing communications shelters.
d) Tri-Vallev Housing Opportunity Center Neighborhood Revitalization Pro~ram - The Tri-
Valley Cities are pursuing $3,000,000 on behalf of the Tri-Valley Housing Opportunity
Center to create a program to purchase and rehabilitate blighted foreclosed properties, to
revitalize neighborhoods and provide housing opportunities for first time low- and
moderate-income homebuyers. Under the program, the Tri-Valley Cities and TVHOC
would target blighted areas and neighborhoods that are significantly impacted by
foreclosures. The TVHOC would partner with cities, banks, lenders and other real estate
professionals to identify, purchase and rehabilitate foreclosed properties. The TVHOC
would coordinate rehabilitation of the property, emphasizing energy-efficient
improvements, establish partnerships with local contractors, and then market the homes
to its client base. Federal dollars would be used initially to fund the purchase and
rehabilitation of eight to ten homes the revenue from which, once they are sold, would be
recycled back into the program, making it self-sustaining.
2. Surface Transportation Authorization
As Congress continues to develop a multi-year rewrite of federal surface transportation policy, it
is increasingly likely that an additional call for projects will be issued at some point this year or
early next year. The Tri-Valley Cities are well-poised to submit high-priarity project requests in
the surface transportation authorization bill. The Tri-Valley Cities have already selected the
following three (3) projects: I-580 Corridor Improvements; S.R. 84 Lane Widening
Improvements; and I-680 Auxiliary Lane Improvements. Jordan & Associates will work with
the Cities over the next few months to revise these projects as necessary and assist in completing
the high-priority project request applications.
3. Federal Grant Opportunities

Jordan & Associates has the capacity to monitor grant opportunities on an ongoing basis and
recommend those opportunities to the Tri-Valley Cities. Using this targeted approach, Jordan &
Associates is working to provide a more enhanced effort to develop applications to help the Tri-
Valley Cities secure project funding from the federal government through the competitive grant
process. Furthermore, Jordan & Associates can provide technical assistance to the Cities by
helping to develop a proposal, define effective arguments in favor of receiving an award, and
ensuring that an application meets the grant program requirements. Jordan & Associates can
also provide technical assistance with grant applications and can recommend grants writing
services to complete an application for funding.
4. Cost Estimate
The cost of these services is estimated to remain the same as in the contract from 2009 - 2010.
The total contract with the Tri-Valley Cities for one year is $96,000, payable at $8,000 per
month. That amount is split equally among the member cities of the Tri-Valley Cities, payable at
$1,600 per month, plus expenses, or $19,200 for the year.
Jordan & Associates bills separately for travel required in connection with the furnishing of
service under our agreement with the Tri-Valley Cities, as well as all long-distance telephone
expenses, document preparation and expenses associated with obtaining documents which will
further the Tri-Valley Cities' interests. Total reimbursement typically does not exceed $1,000,
and is usually much lower than that amount.
