HomeMy WebLinkAbout8.1 Attch 4 Public Works Memo-Parking ~ I OF bU~ G~~ ~ j/f .y~f~• ~ti~ Public Works Departrnent x~~~~_~~~ ~ 1 ~ MEMORANDUM IFflR DATE: June 16, 2010 TO: Jamie Rojo, Assistant Planner FROM: Jaimee Bourgeois, Senior Civil Engineer (Traffic) ~ SUBJECT: Parking Reduction for Samran Large Family Day Care Home The applicant is curreritly licensed for a Small Family Day Care and is requesting a Conditional Use Permit to operate a Large Family Day Care at 3930 Tamworth Court. While the home itself is located on a short court street (Tamworth Court), it is also located adjacent to E. Chesterfield Circle. Parking is prohibited on the north side of E. Chesterfield Circle; however, it is allowed on the south side and no homes front E. Chestertield Circle west of Foxcroft Way. To the east, E. Chesterfield Circle curves and runs north-south. Along this portion, parking is prohibited on the west side but allowed on the east side, and no homes front the eastside. To the west, W. Chesterfield Circle curves to a north-south orientation, where parking is prohibited on the east side and allowed on the west side. No homes front the west side of W. Chesterfield Circle. The day care will operate between 7:30 a.m. and 5:30 p.m. As such, a site survey was conducted on Wednesday, June 9th at 5:30 p.m. when neighboring residents would likely be arriving home while children from the day care would be getting picked up. Sufficient available on-street parking was identified to accommodate the additional parking demand associated with the change from a Small Family Day Care to a Large Family Day Care. Specifically, seven spaces were available on the south side of E. Chesterfield Circle. Additional capacity was available on the east side of E. Chesterfield Circle along its north-south orientation as well as along the west side of W. Chesterfield Circle. Although parents are required to park across the street from the Day Care home, traffic volumes are low enough that it is not problematic to cross the street. The applicant is proposing to have 14 children on site. Given the current parking requirements, the applicant would need to provide 4 parking spaces, two within the garage and two for loading, one of which can be on-street within 150 feet. This requirement takes into account that no employees li~e off- site, otherwise an additional space would be required. The site currently has 2 spaces in the garage and no driveway spaces, so a parking reduction for 1 space is required. As described above, sufficient on-street space is available along E. Chestertield Circle and W. Chesterfield Ci•rcle to accommodate the parking demand. Because parents typically park for a very short duration (5 to 10 minutes), this will not have a negative impact on the neighborhood. ' In conclusion, it is recommended that Samran Large Family Day Care Home receive a parking reduction of 1 space in conjunction with the Conditional Use Permit PLPA 2010-00020.
