HERITAGE AND CULTURAL ARTS COMMISSION
Draft Minutes
July 8, 2010
The July 8, 2010 meeting of the Heritage and Cultural Arts Commission was called to order at 7:04 p.m.
at the Dublin Civic Center, Dublin, California, by Chair Minniear. While awaiting the arrival of one of
the Commissioners, the Commission agreed to amend the order of the meeting by discussing Item 8.1
first, Approval of the Minutes second, Item 71 third, and Item 9.1 last.

Chair Minniear led the Pledge of Allegiance.

8.1 WINTER/SPRING 2010 SEASONAL REPORT
Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
Cm. Tutino asked about the minimum number of participants needed for classes to run. Mr. Hartnett
explained that the minimum number of participants is decided by the instructors of each class.
Cm. Tutino asked if any of the new classes had been cancelled due to not meeting the minimum number
of participants. Mr. Hartnett said yes, and mentioned a few of the classes that had been cancelled.
Cm. Tutino asked if the money saved by combining the winter and spring activity guides was offset by
the decrease in total registrations for the season, and Mr. Hartnett stated that that could be a possibility.
Cm. Mack asked if offering fewer classes in the activity guide would result in greater participation in the
activities. Mr. Hartnett explained that the ongoing goal of the Department is to offer as many different
classes for the public as possible. Mr. Hartnett stated that, in particular, he looks to till fill program voids
with new class offerings, such as the goal to offer ceramic classes next year.
Cm. Tutino asked why there aze very few visual arts classes offered. Mr. Hartnett stated that there has not
been a significant demand from the community for visual arts classes, particularly adult art classes. He
further stated that he has been adding a number of new art classes in the last six months.

Cm. Carr asked about the popularity of online registrations. Mr. Hartnett stated that about 60% of
registrations are done online.
Chair Minniear asked if Staff has any indication on whether customers are using the web site or the paper
activity guide to look for classes. Mr. Hartnett stated that the answer depends on how comfortable
customers are with accessing the information on the web site. Generally, Staff's experience is that
customers use both the Activity Guide and web page to review and look for classes.
Chair Minniear asked about the quantity of repeat customers and how Staff could target the non-repeat
customers. Mr. Hartnett stated that there is the top 20% of customers who are repeat customers. He
further stated that Staff is consistently striving to improve marketing techniques for repeat as well as non-
repeat customers.
Cm. Mack asked if there were any discount incentives for registering for multiple activities. Mr. Hartnett
stated that discount incentives are available for some of the activities and that the City has a Youth Fee
Assistance Program as well.
APPROVAL OF MINUTES
On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Mack, and by a vote of 4-0-1 with Vice Chair
Nuckols and Cm. Halket absent, and Chair Minniear abstaining, the Commission voted to approve the
minutes of May 13, 2010 as presented. Chair Minniear abstained from the vote due to his absence during
the May 13, 2010 meeting.
UNFINISHED BUSINESS
7.1 ORAL HISTORY PROGRAM CRITERIA
Ms. Elizabeth Isles, Heritage Center Director, presented the specifics of the item as outlined in the Staff
Report.
Cm. Carr asked about adding criteria for technology and industry. The Commissioners agreed and
discussed expanding the "Ranching/Agriculture" criteria to include the Business Community.
Cm. Tutino asked about how the program would work. Ms. Isles explained that a Staff person would
maintain the forms and schedule the interviews.
On a motion by Cm. Tutino, seconded by Cm. Vonheeder-Leopold, and by a vote of 5-0-0 with Vice
Chair Nuckols and Cm. Halket absent, and with the amendment to expand criteria # 2,
Ranching/Agricu[ture, to include the Business Community, the Commission voted to approve the
Oral History Program Criteria.
9.1 OTHER BUSINESS
Cm. Tutino reported that she attended the Dublin Transit Center Artist Reception.
Cm. Vonheeder-Leopold reported that she attended the Dublin Heritage Center's Ice Cream Social and
the California Historical Society Convention.
Cm. Carr reported that she visited the Walt Disney Family Museum in San Francisco.
Cm. Mack asked about the Camp Parks History Center and Chair Minniear provided a brief update.

Ms. Isles reported on the outcome of the Dublin Heritage Center's Ice Cream Social.
Chair Minniear reported that he attended the Dublin Transit Center Artist Reception and attended the
Dublin Heritage Center's Ice Cream Social.

Being no further business, the meeting was adjourned at 8:05 p.m.
