Adopt Resolution or Provide Alternate Recommendation FINANCIAL STATEMENT: None DESCRIPTION: In May 2006, the Dublin City Council adopted a Resolution establishing a policy for the development of Heritage and Cultural Arts Program Fees and Charges. This Resolution also authorizes the Parks and Community Services Director, with the approval of the Heritage and Cultural Arts Commission, to set fees for heritage and cultural arts programs and services. By implementing the Resolution, Staff is allowed the flexibility to adjust heritage and cultural arts fees as needed and, in addition, to establish fees for new programs and services in a timely manner. Fees for the Heritage and Cultural Arts Division were last reviewed in October 2008. The Heritage and Cultural Arts Division develops many programs in which registration and reservation fees will typically at least cover direct program costs. Staff periodically undertakes a review of the expenditures and revenues related to various Division programs and institutes fee adjustments as necessary. Staff also reviews the fees charged by other local agencies to deterrnine if the proposed fees are comparable to the market average. The Division budget for Fiscal Year 2010-2011 is $457,540. This budget funds the Heritage and Cultural Arts Manager, the Heritage Center Director and the Heritage and Cultural Arts Commission, as well as the programs, activities and facilities associated with heritage and cultural arts. Since the last fee adjustments, the "Film Series" at the St. Raymond's Church has been discontinued due to lack of interest. COPIES TO: ITEM NO.: 6.1 GAIIERITAGE COMMISSION~,4GENDA_STMTS\2010\8-12- Fee Resolution Report 6.1.doc Two new programs have been added to the budget in Fiscal Year 2010-2011 including: • Oral History Private Interviews • Theatre Events In all, it is anticipated that $156,460 in revenue will be generated through program and class fees, church rentals and burial fees; thus, the net cost for the Heritage and Cultural Arts Division is $301,080. For Fiscal Year 2010-2011, Staff wishes to establish fees for certain programs; the fees will be reviewed by the Heritage and Cultural Arts Commission on an annual basis. Following are the current fees that are proposed for Fiscal Year 2010-2011: Heritage Center Tours Staff proposes increasing the Heritage Center tours that fulfill the fundamental purpose of the Dublin Heritage Center and continue to bring in scores of visitors from schools and various groups. Admission to the museum continues to be -free during regular museum hours; Wednesday through Sunday from 1:00 pm to 4:00 pm and Tuesdays 6:00 pm to 9:00 pm. Group tours are available by appointment during regular hours or by arrangement. Group tours require a reservation of ten or more individuals. The expansion of the Heritage Park and the addition of new buildings will impact all tour operations. The time-frame to conduct tours is expected to double and the multiple building-layouts will require additional part time Staff and docents to assist with tours. An adjustment in the fee schedule will help offset the cost to meet customer expectations and provide quality tours. The current fee is $2 per person for school groups and non-profit groups, and $4 per person for "for profit" or commercial groups. The recommend fee is $3.50 per person for school groups "within" the City of Dublin and $5 for school groups "outside" the City of Dublin. Staff also recommends a fee of $3.50 for non-profit groups and $5 per person for "for profit" or commercial groups. It is further recommended to offer a new tour option for those that would like to take a more leisurely tour. This tour will consist of an orientation video in St. Raymond's Church, tours of the Murray Schoolhouse Museum and the Kolb Historic House Museum, a visit to the gift shop and ending with relaxing refreshments with the tour docents. There would be two options in the program: 1. "Tea & Tour": Perfect for the colder months, this tour will conclude with a cup of hot tea and scones. 2. "Lemonade & Tour": Suinmertime refreshments, this tour will offer ice cold lemonade and cool cookies. Both options will allow the docents to stay with the group and invite questions about Dublin's heritage and open discussions. The tour package is tailored to meet the "Visitor's Bill of Rights" (Attachment 1) making participants comfortable and offering opportunities to learn, to socialize and revitalize. The recommended fee for the "Tea & Tour" and "Lemonade & Tour" program is $15.00 per person. Heritage Center Workshops At this time there are no increases proposed for the Heritage Center Warkshops. The Heritage Center Workshops are held eight times per year from July through June, on the first Saturday of the month. Activities include aspects of culture, education and history and are for the whole family, especially 2of3 children. Each program is theme based and usually includes crafts, demonstrations, music and take home ' projects. The fee for the Workshops is $5 per youth participant. Victorian Holiday Tea Staff proposes an increase from $20 to $25 for the Holiday Tea program. The Victorian Holiday Tea program provides an opportunity for participants to enjoy the holiday season at a leisurely afternoon tea complimented by delicious finger foods and music on the second Saturday and Sunday of December at the Dublin Heritage Center. Additionally, Staff proposes offering a special price of $30 for adults who register for both the Holiday Tea and the Bay Bells Concert, scheduled for Sunday, December 12, 2010. Winter Concerts At this time there are no increases proposed for the Winter Concerts. The City will be offering two Winter Concerts each year during the months of November and December; the January and February concerts have been discontinued. For a standard 1 to 2 hour concertlprogram, the fee is $10 adults, $5 youth 6-12 years and $3 youth 5 and under. For a concert/program less than 1 hour (in the past, the Bay Bells December concert has sometimes been approximately 40 minutes) the fee is $8 adult, $5 youth 6-12 years and $3 youth 5 and under. In the event that there is no cost to the City for entertainment, concerts are offered free of charge (this has been the case for the November Hometown Heroes concert the past few years). Oral History Private Interviews With the implementation of the Oral History Project this fiscal year, Staff proposes as part of the program to offer private, one-hour interviews and CD recordings for a cost of $25. Additionally, a typed "transcript" of the recording can be made available at a cost of $75. Theatre Events Two small-cast Theatre Productions have been budgeted this fiscal year in place of the two Winter Concerts that were discontinued. The productions will be held at the Kolb Barn which will seat approximately 80-100 attendees, and provide an intimate atmosphere much like a Black Box Theatre. It is recommended that a fee of $12 adults, $7 youth 6-12 years and $5 youth 5 and under be charged for a theatre production of one-hour or less (example: One-Act Play). A fee of $15 adults, $8 youth 6-12 years and $5 youth 5 and under is recommended for a full-length play. Additional Programs - No Charge Some programs offered by the Heritage and Cultural Arts Division are offered free to the public as a way to develop a sense of pride in the community. These programs can be either educational or entertaining in nature, and include the annual Summer Concert Series (currently suspended for Fiscal Year 2010-2011) and Heritage Center Museum Exhibits. It should be noted that in the event fees become an issue for a Dublin family, the City does offer the Youth Fee Assistance program for those in need. RECOMMENDATION: Staff recommends that the Heritage and Cultural Arts Commission receive the Staff presentation, open the Public Hearing, receive public testimony, close the Public Hearing, deliberate and adopt the Resolution Adopting a Fee Schedule for Heritage and Cultural Arts Programs (Attachment 2). 3 of 3
