Draft Minutes
May 13, 2010
The May 13, 2010 meeting of the Heritage and Cultural Arts Commission was called to order at 7:01 p.m.
at the Dublin Civic Center, Dublin, California, by Vice Chair Nuckols.
PLEDGE OF ALLEGIANCE
Vice Chair Nuckols led the Pledge of Allegiance.
ROLL CALL
Commissioners (Cm.) Present: Nuckols, Carr, Halket, Mack, Tutino, Vonheeder-Leopold
Commissioners Absent: Minniear

APPROVAL OF MINUTES
On a motion by Cm. Halket, seconded by Cm. Vonheeder-Leopold, and by a vote of 4-0-3; with Cm.
Minniear absent and Cms. Carr, Nuckols, and Tutino's abstention; the Commission voted to approve the
minutes of April 8, 2010 as presented. Cms. Carr, Nuckols, and Tutino abstained from the vote due to
their absence during the Apri18, 2010 meeting.

NEW BUSINESS
8.1 FISCAL YEAR 2010-2011 BUDGET REDUCTIONS
Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
Cm. Halket suggested that cemetery maintenance could be done by volunteers. Mr. Hartnett explained
that currently both community volunteers and MCE staff perform maintenance at the cemetery.
Cm. Halket asked about the cost of the Summer Concert Series. Mr. Hartnett stated that the cost is about
$3,000 per concert.
Cm. Halket suggested that the distribution of ineeting agendas and packets, as well as other City
correspondence, could be done by e-mail instead of regular mail wherever possible to eliminate postage
costs. She also suggested that Staff could consider holding Commission meetings alternate months
whenever possible as another cost saving opportunity. Mr. Hartnett stated that he would forward her
ideas to Executive Staff for consideration.
Cm. Vonheeder-Leopold stated that she was saddened to learn that the Dublin Library hours would be
reduced by 14 hours per week and that the holiday lights would not be hung on the roof of the Civic
Center and Library during the winter holiday season and St. Patrick's Day.

Vice Chair Nuckols asked if the photo competition could be added back to the FY 2010-11 Goals &
Objectives Program if a grant was secured to cover the expenses of the event. Mr. Hartnett explained that
the event may be able to be added to Fiscal Year 2011-12 Goals & Objectives Program if a grant was
received during the upcoming Fiscal Year and the funds could be applied to the time period of July 2011
through June 2012.
Cm. Mack asked if Staff has a list of all available volunteer opportunities within the City. Mr. Hartnett
explained that Staff utilizes volunteers whenever the opportunities exist and sited various examples. He
also stated that City Staff in general are more aware of the importance of conducting robust volunteer
recruitment efforts to attract as many volunteers as possible, given the economic times we are facing.
Cm. Halket stated that the Dublin Unified School District recently implemented an advanced diploma
program that includes the requirement of 50 hours of volunteerism. She stated that this program provides
additional opportunity for the City to attract new volunteers. Mr. Hartnett stated that as part of the City's
volunteer recruitment efforts, the City plans to advertise volunteer opportunities later this summer on the
City's new website.
Cm. Carr asked if a restoration plan is being considered for when the budget recovers. Mr. Hartnett
explained that at this time, Staff is preparing for the budget one-year at a time.
8.2 PROPOSED FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM, 2010-2015
Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Mack, and by a vote of 6-0-0 with Chair
Minniear absent, the Commission voted to confirm project priorities as proposed by Staff for
recommendation to the City Council.
9.1 OTHER BUSINESS
Cm. Tutino showed and explained to the Commission the newly developed third grade Local History
Curriculum Packet.
Cm. Vonheeder-Leopold reported on a recent trip to Walnut Grove, California.
Mr. Hartnett informed the Commission of project and program updates.
Ms. Isles informed the Commission of Heritage Center event updates.
ADJOURNMENT
Being no further business, the meeting was adjourned at 7:59 p.m.
