July 2010 Menu 2. Annual Registration Form RECOMMENDATION: Receive report FINANCIAL STATEMENT: Contracting with Spectrum Community Services to make the meals for the lunch program will reduce the cost of providing the lunch program by $12,850 DESCRIPTION: At the April 27 Special City Council Meeting, one of the cost containment measures approved was to contract with Spectrum Community Services (SCS) to provide the meals for the Senior Center Lunch Program. Staff has been working closely with SCS on the transition and service which began on Thursday, July 1. SCS is contracted by the Area Agency on Aging to provide federally funded meals for seniors at nearly 30 Alameda County locations. The meal plan offers: • A wide variety of inenu items; Attachment 1 is the July 2010 menu • A hearty chefls salad (with meat or vegetarian) alternative each day; hamburgers ar veggie burgers are also available as alternatives on certain days . 1/3 of senior's daily nutritional requirements . No extra salt added • Homemade soups • Sugar-free dessert substitutes For those 60 and older Spectrum charges $3.25 per meal, and $4.75 for those under 60. One of the benefits of working with Spectrum is that the fee charged for a meal is a voluntary donation and no one is turned away because of the inability to pay. This will expand access to nutritious meals for seniors in Dublin, while also reducing the City's operational'CSSfs:' ` COPIES TO: ITEM N0.:8.1 GAPARKS COMMISSION\AGNDSTMT\2010\7-191tem 8.1 Senior Center Lunch Program.doc Although SCS will prepare the meals offsite and deliver them to the Senior Center, the City is responsible for operating the dining site. Training has talcen place for those that will coordinate food orders, setup and takedown of the dining room, accept payments from customers, serve the food, wash dishes and maintain the program records for SCS. The Senior Center Staff has done an excellent job of communicating the changes with customers. The most significant changes for customers include the requirement to register for the program with SCS on an annual basis. Attachment 2 is a copy of the registration form. Another change is that meal orders must be received by 1:00 p.m. the day prior; drop-in meals will no longer be available. A system has been setup so customers can easily order their meals by calling or stopping by the Senior Center. Also, Staff and volunteers have been assisting customers with completing the required registration forms for the SCS, and there are cunently over 50 people registered. For the monthly special luncheons, Staff does not plan to utilize Spectrum on those days. The City is recruiting for a Chef to prepare the monthly special luncheons. Staff will also work with local restaurants and caterers for certain special luncheons. RECOMMENDATION: Staff recommends that the Parks and Community Services Commission receive the report. 2of2
