HomeMy WebLinkAbout08-12-2010 Approved HCAC Minutes CITY OF DUBLIN HERITAGE AND CULTURAL ARTS COMMISSION Minutes August 12, 2010 The August 12, 2010 meeting of the Heritage and Cultural Arts Commission was called to order at 7:03 p.m. at the Dublin Civic Center, Dublin, California, by Chair Minniear. PLEDGE OF ALLEGIANCE Chair Minniear led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Minniear, Nuckols, Carr, Halket, Mack, Tutino, Vonheeder-Leopold Commissioners Absent: None ORAL COMMUNICATIONS - None APPROVAL OF MINUTES On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Tutino, and by a vote of 5-0-2 with Vice Chair Nuckols and Cm. Halket abstaining, the Commission voted to approve the minutes of July 8, 2010 as presented. Commissioners Nuckols and Halket abstained from the vote due to their absence during the July 8, 2010 meeting. WRITTEN COMMUNICATIONS - None PUBLIC HEARING 6.1 AMENDMENTS TO FEE RESOLUTION Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Chair Minniear opened the public hearing. Seeing none in attendance, he closed the public hearing. Cm. Tutino asked about the tour programs. Mr. Hartnett explained that the "Tea & Tour" and "Lemonade & Tour" programs would offer refreshments at the end of the tour, discussions with the Docent throughout the tour, and be a more lengthy tour. Cm. Tutino asked if these tour programs could accommodate walk-in requests or would have to be scheduled. Mr. Hartnett stated that the tour programs would need to be scheduled in advance. Cm. Halket asked about the comparison of the recommended tour program fees with adjacent cities. Mr. Hartnett stated that the fees are in-line with those in adjacent cities. Cm. Mack asked if gift certificates for the program tours could be offered. Mr. Hartnett stated that Staff would consider this idea. Cm. Carr asked about the number of non-residents that visit the Heritage Center. Mr. Hartnett stated that very few non-residents visit the Heritage Center. H&CAC Meeting - August 12, 2010 Vice Chair Nuckols asked if the City could offer family rates for the program tours. Mr. Hartnett stated that Staff has not yet explored this idea, but would consider it. Vice Chair Nuckols asked about Staff's marketing plan for the program tours. Mr. Hartnett stated that Staff would market to area organizations, including non-profit organizations, and businesses. Cm. Carr expressed concern about the five dollaz fee for the non-resident visitors. Mr. Hartnett explained that non-resident fees are typically higher than resident fees. Cm. Tutino asked about the theatre performances. Mr. Hartnett stated that the performances would initially be contracted to local organizations. Cm. Nuckols asked if there aze plans to allow rental of some of the facilities at the Heritage Park. Mr. Hartnett stated that there are plans for the Kolb Barn and areas of the Park grounds to be rentable. On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Mack, and by a vote of 6-0-0, the Commission unanimously voted to adopt the Resolution Approving a Fee Schedule for Heritage and Cultural Arts Programs. UNFINISHED BUSINESS 7.1 DUBLIN TRANSIT CENTER PUBLIC ART PROJECT Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Cm. Carr asked about High Intensity Discharge (HID). Mr. Cliff Garten, Artist, explained that HID is a type of white light. Chair Minniear asked about the affect of the temporary power poles on the artwork. Mr. Garten stated that the artwork would likely be unaffected. Cm. Tutino asked if the artwork would include ground lights. Mr. Garten stated that the artwork would include four ground lights. Cm. Mack asked if the colored lights of the artwork could be interchangeable. Mr. Garten stated that the light in the center of the artwork could be interchangeable and prograimnable. Vice Chair Nuckols asked if the installation of the artwork could be coordinated with the installation of permanent electrical power to the site. Mr. Hartnett explained that the installation of the artwork is coordinated with Mr. Garten's schedule for completion of the artwork. Cm. Tutino asked about documenting the process of the artwork. Mr. Hartnett stated that Mr. Garten has already documented an "Artist Statement" on the process of the artwork. Cm. Nuckols asked if the lights of the artwork could be seen from the BART Station, and Mr. Garten said most likely yes. Cm. Carr asked if the lights would be turned off during the daytime, and Mr. Garten said yes. H&CAC Meeting - August 12, 2010 On a motion by Cm. Tutino, seconded by Cm. Carr, and by a vote of 6-0-0, the Commission unanimously voted to recommend artist Cliff Garteds concept design to the City Council for approval. NEW BUSINESS-None OTHER BUSINESS 9.1 OTHER BUSINESS Cm. Tutino suggested that a committee be formed to discuss the best uses for the Kolb properties at the Dublin Heritage Park. Cm. Vonheeder-Leopold reported that she attended a California Conference of Historical Society Convention in Hesperia, California. Cm. Carr informed of an upcoming artist reception for a San Ramon photographer. Mr. Hartnett informed of upcoming events. Chair Minniear reported on his work on a Dubiin Heritage Center exhibit.
