HomeMy WebLinkAbout04-19-2010 Approved PCSC Minutes PARKS AND COMMUNITY SERVICES COMMISSION REGULAR MEETING Min utes CITY OF DUBLIN April 19, 2010 The April 19, 2010 regular meeting of the Parks & Community Services Commission was called to order at 7:03 p.m. at the Dublin Civic Center, Dublin, California, by Chair Jones. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners (Cm.) Present: Jones, Arcuri, Muetterties, Totaro Commissioners Absent: Elias, Guarienti ORAL COMMUNICATIONS 3.1 BRIEF INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND YOUTH ADVISORY COMMITTEES Senior Center Advisory Committee Mr. Martin Baron reported on the `Senior Spotlight', the `Senior Center Integrity in Action', and the `Dublin Senior Center Citizen of the Year' recognition programs. He further reported on the Committee's outreach efforts and events, and informed the Commission of upcoming Senior Center activities and events. Youth Advisory Committee Cm. Arcuri reported on the Committee's fundraising efforts for the Youth Fee Assistance Program and informed the Commission of the Committee's upcoming presentation to the Commission in May 2010. 3.2 PUBLIC COMMENTS - None APPROVAL OF MINUTES - March 15, 2010 On a motion by Chair Jones, seconded by Cm. Totaro, and by a vote of 3-0-1 with Cm. Muetterties abstaining and Cms. Elias and Guarienti absent, the Commission voted to approve the March 15, 2010 minutes as presented. Cm. Muetterties abstained from the vote due to her absence during the March 15, 2010 meeting. WRITTEN COMMUNICATIONS - None PUBLIC HEARING - None UNFINISHED BUSINESS - None NEW BUSINESS 8.1 WINTER 2010 QUARTERLY REPORT Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the item as outlined in the Staff Report. P&CSC Meeting Minutes - April 19, 2010 Page 2 of 3 Cm. Totaro commended Staff on the good report. Chair Jones asked about attendance at the Senior Center on Saturday mornings. Mr. McCreary stated that the attendance averages about 70 participants per morning. Chair Jones asked about the operating hours for the Senior Center lunch program. Mr. McCreary explained that the program typically serves meals from 11:30 to 12:15, and customers have until about 1:00 p.m. to finish their meal before the space is needed for another activity. 8.2 DUBLIN HISTORIC PARK NAME Ms. Diane Lowart, Parks and Community Services Director, presented the specifics of the item as outlined in the Staff Report. The Commission discussed the new name for the unified Dublin Heritage Center and Dublin Historic Park. The Commission agreed to recommend the following name to the City Council: Dublin Historic Park Heritage Center - Park - Museums - Cemetery 8.3 CALIFORNIA PARK AND RECREATION SOCIETY (CPRS) "BUILDING THE BRAND" INITIATIVE Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the item as outlined in the Staff Report. Cm. Totaro asked about the California Park and Recreation Society (CPRS). Mr. McCreary explained that the organization is a non-profit trade association of park and recreation professionals from throughout California. Cm. Totaro asked if the stated values and priorities from the survey were listed in any specific order. Mr. McCreary explained that they were not in order, but one of the higher priorities was the preservation of open space. Cm. Muetterties asked if the City's estimated budget deficit would affect the current levels of park maintenance. Ms. Lowart explained that due to the budget deficit, park maintenance may be reduced; however these reductions are not anticipated to affect the maintenance of sports fields. Cm. Totaro asked if the Commission would have input on the planned hours of operation for the Dublin Historic Park. Ms. Lowart explained that operations and programming for heritage and cultural activities matters typically fall under the purview of the Heritage and Cultural Arts Commission. OTHER BUSINESS 9.1 BRIEF INFORMATION ONLY REPORTS FROM PARKS & COMMUNITY SERVICES COMMISSIONERS AND/OR STAFF Cm. Totaro reported on his attendance at the Youth Sports Liaison Committee meeting. He commented that an unintended consequence of canceling this year's Day on the Glen festival is the affect on groups' that planned to work at the festival for fundraising purposes. He asked about postponing the plans for the P&CSC Meeting Minutes — F it 19, 2010 Page 3 of 3 Dublin Sports Grounds rehabilitation. Ms. Lowart explained that the plans for rehabilitation are already in motion and any delays could jeopardize the Measure WW funding source. Cm. Muetterties reported that she would be attending the Volunteer Recognition Luncheon at the Senior Center. Chair Jones reported that he visited the Dublin Heritage Center to view the new exhibit. Ms. Lowart informed the Commission of the upcoming City Council Special Meeting, the application deadline for the Youth Advisory Committee and the Student Representative to the Parks and Community Services Commission, and the anticipated opening of Fallon Sports Park. Mr. McCreary informed the Commission of upcoming events and activities.
