CITY OF DUBLIN
March 15, 2010
The March 15, 2010 regular meeting of the Parks & Community Services Commission was called to
order at 7:04 p.m. at the Dublin Civic Center, Dublin, California, by Chair Jones.

ORAL COMMUNICATIONS
3.1 BRIEF INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND
YOUTH ADVISORY COMMITTEES
Senior Center Advisory Committee
Ms. Diane Bonetti reported that the Committee held a Special Joint Meeting with the Youth Advisory
Committee on March 24, 2010.
Youth Advisory Committee
Cm. Arcuri reported on the Committee's Joint Meeting with the Senior Center Advisory Committee on
March 24, 2010.
3.2 PUBLIC COMMENTS - None
APPROVAL OF MINUTES - February 8, 2010
On a motion by Vice Chair Guarienti, seconded by Cm. Totaro, and by a vote of 4-0-0 with Cms. Elias
and Muetterties absent, the Commission voted to approve the February 8, 2010 minutes as presented.

NEW BUSINESS
8.1 2010 DAY ON THE GLEN EVENT
Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the
item as outlined in the Staff Report.
Cm. Totaro asked if Staff knew the revenue from this year's St. Patrick's Day Festival. Mr. McCreary
stated that the number of on-site sales appears to have done extremely well; however, sponsorship
revenue may be down from last year's event.

Cm. Totaro stated that he liked the idea of taking a year off from the Day on the Glen Festival to retool
the event. He expressed concern over whether there would be a public outcry from the cancellation of the
event. Mr. McCreary stated that because the cancellation would be temporary, there most likely would
not be a public outcry.
Vice Chair Guarienti stated that the City Hall Tent is probably the most popular feature of the Festival.
He asked if this feature could be incorporated into another venue scheduled for this year. Mr. McCreary
stated that Staff is proposing to increase the frequency of the City newsletter to disperse the same type of
information that is most often requested at the City Hall Tent. Vice Chair Guarienti pointed out that a
print publication does not provide the same type of interaction as with the City Hall Tent.
Cm. Arcuri expressed concern that the cancellation could be longer than one year. Mr. McCreary
explained that with the challenging nature of the budget, there remains the possibility of an extended
delay to restart the event; however, Staff wouid diligently work with the community on rebuilding the
event for next year.
Chair Jones stated that he agrees with taking a year off to reinvent the event. He requested that Staff
replace it with an event that represents the diversity of the City.
Vice Chair Guarienti stated that he supports Staffls recommendation. He suggested that Staff should
focus on the most popular features of the Day on the Glen Festival and incorporate those features into a
new event, such as a farmer's market or neighborhood event.
Cm. Totaro stated that he also supports Staffls recommendation. He agreed that the City Hall Tent is
probably the most popular feature of the Festival. He stated that he prefers to continue the event at
Emerald Glen Park. Holding the new event in a neighborhood may make the event feel exclusive to those
that do not live near the neighborhood.
Cm. Arcuri stated that she is aware that recent attendance at the Festival has declined. She suggested that
the location of the new event remain at Emerald Glen Park.
Chair Jones suggested creating a committee to discuss ideas on how the event can be rebuilt.
Vice Chair Guarienti pointed out the potential to lose some vendor business as a result of taking a year off
from the Festival.
Mr. McCreary pointed out that the twenty percent of the Recreation Coordinator's time that was devoted
to the Day on the Glen Festival would be repositioned towards preparing for the opening of the Dublin
Historic Park facilities and rebuilding the Day on the Glen Festival.
On a motion by Vice Chair Guarienti, seconded by Cm. Totaro, and by a vote of 4-0-0 with Cms. Elias
and Muetterties absent, the Commission voted to recommend to the City Council to discontinue the Day
on the Glen Festival for 2010 and have a community / public input process to develop an event plan for
2011.
8.2 2010 SUMMER CAMP CHANGES
Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the
item as outlined in the Staff Report.

Cm. Totaro asked about the focus of Camp Emerald Glen. Mr. McCreary stated that the focus was on a
variety of camp games, crafts, activities, weekly excursions and swim activities.
Cm. Totaro stated that he liked the idea of the Nature Day Camp and the Teen Circuit. He expressed
concern over the minimum enrollment requirements for the Teen Circuit and the potential for cancellation
due to low participation. Mr. McCreary explained that Staff does not plan on requiring a minimum
enrollment for the local activities during the first year; however, the excursions would require a minimum
enrollment of twenty registrants due to transportation costs.
Ms. Angela Gamez, Recreation Technician, explained that the Youth Advisory Committee provided
recommendations on the activities and excursions planned for Teen Circuit. She further explained the
Committee's robust marketing efforts to all of the Junior and High Schools in Dublin.
Cm. Totaro asked if the program's registration fees could be lowered. Mr. McCreary explained that the
program's registration fees were priced to recover direct costs. However, Staff would reexamine the
pricing options.
Vice Chair Guarienti complimented Staff on the variety of the events offered in the program. He
commented that the pass offers minimal savings.
Cm. Arcuri reminded Staff that how the program is advertised is crucial to the success of the program.
The Commissioners discussed various ideas for advertising and promoting the program to encourage teen
participation.

Cm. Totaro reported on a meeting with the coach of the Dublin High Lacrosse Team.
Vice Chair Guarienti reported that he attended the February Winter Concert, the Volunteer Recognition
Dinner, and the St. Patrick's Day Parade and Festival. He informed the Commission of an upcoming
Transportation Forum for East Alameda County on April 15, 2010.
Mr. McCreary informed the Commission of upcoming events.
