SUBJECT: Parking Reduction for Natural Health Care Center at 7151 Amador Plaza Road
The applicant is currently licensed to provide acupuncture, cupping, acupressure, foot reflexology, and
hand therapy. They are seeking to expand their services to also include massage therapy, which
requires receipt of a Conditional Use Permit (CUP). Furthermore, the expanded parking requirement
associated with the expanded services cannot fully be provided on-site, requiring the approval of a
parking reduction due to shared parking in conjunction with the approval of a CUP.
The center is located within a small shopping center on the east side of Amador Plaza Road. The other
uses in the center include eating establishments, a nail shop, specialty home improvement stores, and
cigarette sales. The other uses in the center require a total of 64 parking stalls per the City's zoning
ordinance, and 71 stalls are provided, leaving an available allocation of 7 spaces. With the applicant's
proposed expanded services, Natural Health Care Center would need to provide 14 parking stalls,
which if approved would leave a 7-stall deficit.
Observations were made on July 26, 2010, during the weekday lunch time/early afternoon period (1:30
PM) and during the evening period (5:30 PM). At these times, the parking lot was identified to be
greatly underutilized, with more than 70 percent of the parking stalls unoccupied. It was concluded that
there is more than sufficient available parking to accommodate an expected increase in parking
demand associated with the proposed expanded services at the Natural Health Care Center. In
conclusion, it is recommended that Natural Health Care Center receive a shared parking parking
reduction of 7 spaces in conjunction with the Conditional Use Permit PLPA 2010-00012.
