Kidango proposes to occupy 4 existing classrooms at Nielson Elementary School. Rooms 9, 11 and portable classroom 32 will provide classroom based childcare and developmental services to the local community. California State licensing requirements limit the maximum number of students in these classrooms to a total population of 72 specifying 24 children per room. Room 8 will be used for an office area and staff break room. For purposes of optimal supervision, the maximum number of children playing at any given time within the outdoor enclosed play structure area will be 48. This population occurs only if the children's attendance level is at 100°/x. The outside play schedule times fall between 9:45am and 4:30pm. We have included a copy of our daily schedule for your reference. Before the State could issue our license for operation, Kidango was required to pass a fire inspection through the City of Dublin. In order to come into compliance with current city fire code, Kidango installed a complete stand alone fire system in the rooms we occupy that includes a new fire panel, fire pulls, smoke and heat detectors, all new wiring, exit lighting and fire extinguishers. The new system is monitored by Sonitrol's fire division. The system was approved and signed off by the Alameda County Fire Department on 5/26/09 and we have included a copy of these approved plans for your reference. b. At peak enrollment, Kidango anticipates having 12 employees. c. Proposed operation will be from 7am-6pm Monday through Friday, and closed for holidays. d. Kidango's services cater to families with children in need of outside care between the ages of 2.9 years up to first grade. Kidango's service is beneficial as it inspires children, empowers families and builds stronger communities. Kidango has been a Bay Area leader in child development since 1979. Kidango currently provides quality education and child development services for children ages 0-12 in Alameda and Santa Clara Counties. Kidango serves 2,500 children daily in our quality preschool, school age, infant care, Head Start, early intervention, mental health and family child care home education programs. f. Kidango does not anticipate activities that would differ in any way from the previous use from the Dublin Unified School District. g. Kidango does not anticipate its operation to create any negative effects to the health or safety of persons residing or working in the vicinity or to be detrimental to the public health, safety or general welfare. h. Kidango has designated a play area on the north side of the property, adjacent and parallel to the two existing play structures previously installed by Dublin Unified School District. Specifically, two shade structures and a perimeter fence has been installed. Kidango also intends to install a play structure within this area. Outside of the play area, Kidango is not making any adjustments or alterations to the site as it was leased from the Dublin Unified School District and does not for see any negative impacts to the property, transportation systems or existing improvements to the neighborhood. L Kidango is occupying the property and facility as it was previously utilized by the elementary school. There will be no changes to structures, vehicular access, or ability for future development. J. The site is more than physically suitable for Kidango's operation. Specifically at peak enrollment Kidango will occupy 14% of the available classrooms and 23% of the previous population (see attachment). k. Nielson Elementary school consists of an old school campus containing 21 classrooms, a large athletic grass field, two designated play structure areas, a large paved play yard with a parking lot and driveway on the north side of the property. The entire campus' elevation is flat and is encircled by residential homes and a church. m. Nielson Elementary school was designed and constructed in the 1960's, featuring a stucco exterior. Kidango's operation will not modify the location or its use and purpose in any way. n. Kidango is not altering the current landscape features in any way. o. The proposed project is not located on a hazardous waste and substances site.
