EXECUTIVE SUMMARY:
The City Council requested an opportunity to discuss the continuation of the Community
Support Grant Program for Fiscal Year 2011-2012.
FINANCIAL IMPACT:
Funding the Community Support Grant Program for Fiscal Year 2011-2012 at the same level as
prior years would result in a General Fund allocation of $120,000 for the year.
RECOMMENDATION:
Staff recommends that the City Council: 1) Determine whether or not the Community Support
Grant program will be offered for Fiscal Year 2011-2012; and 2) If the program will be offered,
consider whether program funding should be maintained at the same General Fund level as
prior years ($120,000).

DESCRIPTION:
During the Fiscal Year 2010-2011 budget preparation process, the City Council requested that
Staff provide an opportunity, prior to the following year's budget preparation process, to discuss
continuation of the Community Support Grant Program for Fiscal Year 2011-2012. Review of
the program was requested because of an anticipated General Fund budget shortfall for Fiscal
Year 2010-2011.
On May 18, 2010, the City Council approved a final report about the Fiscal Year 2009-2010
high priority objective to develop a procedure for combining the Community Development Block
Grant (CDBG) process and the Community Support Grant process into one. In order to
implement the approved procedure and meet the County's deadline for CDBG funding, the
Fiscal Year 2011-2012 application period needs to be opened the week of November 8, 2010,
with announcement of the program opening occurring during the week of October 25, 2010.
A timeline for the proposed Fiscal Year 2011-2012 process is attached (Attachment 1). The
timeline notes that two workshops are scheduled in November 2010 (November 10 and 18) to
assist applicants with the new application forms. Presentations from grant applicants will be
held on January 12, 13, or 14, 2011. The City Council Subcommittee for CDBG and
Community Support Grants, to be appointed in December 2010, will select the actual date to
hear the presentations.
Community groups have been notified that the City Council would be re-examining the
Community Support Grant program and that funding beyond Fiscal Year 2010-2011 may not be
available. While final figures for Fiscal Year 2009-2010 are not expected until November 2010,
it is anticipated that adequate funding will exist to support the program next year.
Staff requests that the City Council provide direction on the following items:
. Determine whether or not the Community Support Grant program will be offered for
Fiscal Year 2011-2012.
. Determine whether funding for the Community Support Grant program will be
maintained at the same level as prior years ($120,000 in General Fund support) or
increased/decreased for Fiscal Year 2011-2012.
If the City Council determines that the program will not be offered in Fiscal Year 2011-2012,
Staff will immediately notify community groups so that they are able to appropriately complete
their financial planning for future years.
