A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
ADOPTING A NEGATIVE DECLARATION OF ENVIRONMENTAL SIGNIFICANCE FOR PA 96-027
KASSABIAN MOTORS AUTOMOBILE SHOWROOM AND SALES FACILITY
WHEREAS, the Applicants, Deron 'Dee' Kassabian of Kassabian Motors and Richard Dart, Architect, have filed
a Conditional Use Permit and Site Development Review application requesting apprOval to construct a new 24,350
square foot automobile display showroom and sales facility at the southwest corner of Dublin Boulevard and Scarlett
Drive (Chabot Channel roadway); and
WHEREAS, the project will include a 40-foot wide dedication of land along the Dublin Boulevard frOntage to the
City of Dublin for planned roadway widening and imprOvements and the Applicant will make additional improvements
along the Dublin Boulevard frontage to include the installation of an 8-foot wide sidewalk with curb and gutter; and
WHEREAS, the dedication of land and the frontage improvements being voluntarily made by the Applicant
exceed the traffic impact of the project estimated to have a value of $152,000; and
WHEREAS, the California Environmental Quality Act (CEQA), State CEQA guidelines and City
Environmental Guidelines require that certain projects be reviewed for environmental impacts and that
envirOnmental documents be prepared; and
WHEREAS, the application has been reviewed in accordance with the provisions of the California
Environmental Quality Act (CEQA) and a Negative Declaration has been prepared for this project as it will not
have a significant effect on the environment; and
WHEREAS, the Planning Commission did hold a public hearing on said application on September 10,
1996; did review and consider the Negative Declaration; and did adopt Resolution No. 96-, adopting the Negative
Declaration, Resolution No. 96- approving the Conditional Use Permit, Resolution No. 96- approving the Site
Development Review; and
WHEREAS, public notice of Negative Declaration was given in all respects as required by law.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Dublin does hereby
find that:
The project will not have a significant effect on the environment, because traffic Impacts have
been pre-mitigated; and
The Negative Declaration has been prepared and processed in accordance with State and local
laws and guideline regulation; and
The Negative Declaration is complete and adequate.
BE IT FURTHER RESOLVED THAT THE Planning Commission of the City of Dublin does hereby adopt
the Negative Declaration for PA 96-027 Kassabian Motors Conditional Use Permit and Site Development Review.
PASSED, APPROVED AND ADOPTED this 10th day of September, 1996.
