Prepared By: Herma Lichtenstein, Parks & Facilities Development Manager EXECUTIVE SUMMARY: Staff is seeking approval of the award of bid for the installation of the Civic Center Security System to Walsh Electronic System Technology. FINANCIAL IMPACT: The adopted Capital Improvement Program (CIP) includes Project #930006 Civic Center Modification Design Services & Construction. In Fiscal Year 2010-2011 $453,388 was appropriated for this project. The funding in the CIP during the current year provides for the following: Replacement of the security system; consultant design services; evaluations of key building systems in preparation for a future construction project; and Staff time to coordinate these activities. The funding included in the CIP for the Security System was $285,000. This includes $82,856 from the Civic Center Building Replacement Fund. The remaining funds are from a special General Fund designation for this project. Security System Base Bid (WEST Corp.) $190,116 Funds required for 10% Contingency $19 012 Total Bid & 10% Contingency $209,128 RECOMMENDATION: Adopt the proposed resolution approving the award of bid for the installation of the Civic Center Security System to Walsh Electronic System Technology. / ~ll ~ ~ ~ ~ ~ / -_ ~~ ~ ~ Submitted by: Reviewed by: Reviewed by: Parks and Community Administrative Services Assistant City Manager Services Director Director Page 1 of 2 ITEM NO. ~': ~.,- ~ DESCRIPTION: At its meeting of February 16, 2010 the City Council authorized Staff to contract with Tomasi Dubois & Associates to prepare bid documents for a new card reader security system to replace the existing system, installed in 1989 with the original construction of the Civic Center. The project included replacement and upgrades of the Polices Services wing as well and new devices for the City Hall. On October 1, 2010 the City received bids from Walsh Electronic System Technology ($190,116), Electronic Innovations, Inc. ($209,774), Convergent Technologies ($259,376) and American Alarm Company, Inc ($381,376). The low bidder has confirmed their ability to perform the work as specified within the bid price. NOTICING REQUIREMENTS/PUBLIC OUTREACH: The project bid was noticed in the Valley Times and Contra Costa Times. ATTACHMENTS: 1. Page 2 of 2 l~~i RESOLUTION NO. - 10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********~ APPROVING CONTRACT NUMBER 10-06 WITH WALSH ELECTRONIC SYSTEM TECHNOLOGY FOR THE CIVIC CENTER SECURITY SYSTEM WHEREAS, the 2008-2013 Capital Improvement Program includes the Civic Center Modification (CIP # 930006); and WHEREAS, the Study proposed upgrading and replacement of certain facility systems, inclusive of the card reader security system; and WHEREAS, the City of Dublin did, on October 1, 2010, publicly open, examine and declare all sealed bids for doing the work described in the approved Plans and Specifications for Contract No. 10-06, which Plans and Specifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, the apparent lowest bid for the Project was the bid of Walsh Electronic System Technology, in the amount of one hundred and ninety thousand one hundred and sixteen dollars ($190,116); and WHEREAS, Walsh Electronic System Technology is able to perForm said project to replace the card reader security system. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Dublin, does hereby award Contract No. 10-06 to the lowest responsible bidder therefor, to wit, Walsh Electronic System Technology, at a bid of $190,116 the particulars of which bid are on file in the office of the City Engineer.
