HomeMy WebLinkAbout09-09-2010 Approved HCAC Minutes ' CITY OF DUBLIN HERITAGE AND CULTURAL ARTS COMMISSION Minutes September 9, 2010 The September 9, 2010 meeting of the Heritage and Cultural Arts Commission was called to order at 7:03 p.m. at the Dublin Civic Center, Dublin, California, by Chair Minniear. PLEDGE OF ALLEGIANCE Chair Minniear led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Minniear, Halket, Mack, Tutino, Vonheeder-Leopold Commissioners Absent: Carr, Nuckols ORAL COMMUNICATIONS - None APPROVAL OF MINUTES On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Halket, and by a vote of 5-0-0, with Cm. Carr and Vice Chair Nuckols absent, the Commission voted to approve the minutes of August 12, 2010, as presented. WRITTEN COMMUNICATIONS - None PUBLIC HEARING - None UNFINISHED BUSINESS 7.1 MUSEUM ASSESSMENT PROGRAM (MAP) - PHASE II Ms. Elizabeth Isles, Heritage Center Director, presented the specifics of the item as outlined in the Staff Report. Cm. Vonheeder-Leopold asked if the Commission could recommend removal of any of the consultant'.s recommendations, and Ms. Isles said yes. Chair Minniear asked for clarification on the meaning of recommendation number one. Ms. Isles explained that the recommendation suggests that the current mission statement be amended to include the words "reflect a diverse community." Chair Minniear asked if the Heritage Center currently has comment/suggestion cards fbr visitors, and Ms. Isles said yes. Chair Minniear asked how staff could solicit comments or suggestions regarding the Heritage Center from members of the public who are not Heritage Center visitors. Ms. Isles stated that the consultant recommended conducting a survey at community festivals and events. Cm. Halket suggested the possibility of conducting a survey using the City's website. Ms. Isles agreed that using the City's website is an option. H&CAC Meeting - September 9, 2010 Chair Minniear asked if consultant recommendation number four requires Staff to submit a grant application to the Institute for Museums & Library Services (IMLS), and Ms. Isles said yes. Chair Minniear asked why consultant recommendation number ten is rated high. Ms. Isles explained that with the addition of the new Kolb buildings, the marketing materials need to be updated and streamlined to capture the features of both the old and the new buildings. Chair Minniear asked about the City's policy regarding the prohibited use of Facebook. Mr. McCreary, Assistant Director of Parks and Community Services, explained that with Facebook, the City would be unable to censor the posted material and comments. The Commission rated the consultant recommendations as listed below: Consultant Recommendation #1 - Remove Consultant Recommendation #2 - Low Consultant Recommendation #3 - High Consultant Recommendation #4 - High Consultant Recommendation #5 - Medium (Sustain at current level) Consultant Recommendation #6 - High Consultant Recommendation #7 - High Consultant Recommendation #8 - Remove (Since this has already been completed for Fiscal Year 10/11.) Consultant Recommendation #9 - Medium Consultant Recommendation #10 -High Consultant Recommendation #11- Low On a motion by Cm. Mack, seconded by Cm. Vonheeder-Leopold, and by a vote of 5-0-0 with Cm. Carr and Vice Chair Nuckols absent, the Commission voted to rank the consultant recommendations as noted above. NEW BUSINESS 81 HERITAGE PARK & MUSEUMS PROGRAMS - UPDATE Ms. Elizabeth Isles, Heritage Center Director, presented the specifics of the item as outlined in the Staif Report. The Commission was in support of the Heritage Park and Museums programs for the 2010-2011 Fiscal Year. 8.2 DRAFT PARKS AND COMMUNITY SERVICES PRICING POLICY Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the item as outlined in the Staff Report. Cm. Vonheeder-Leopold stated that she is pleased that Staff is considering a pricing policy for the Parks and Community Services Department. She reminded Staff of the benefits that recreation departments provide to the community and stated that she does not think that recreation departments are supposed to recover all of their costs. H&CAC Meeting — September 9, 2010 Cm. Vonheeder-Leopold asked about other communities that have implemented a pricing policy. Mr. McCreary indicated that there are numerous communities that he is aware of that have adopted pricing policies. Cms. Vonheeder-Leopold and Mack expressed their support for the pricing policy. Chair Minniear stated that he is concerned that department operations are being falsely compared to a private sector business. He stated that the public pays taxes to provide government services. He stated that he is concerned about the potential of providing extra payment for items for which the public is already paying through taxes. He urged Staff to not forget about the value of providing the services of a public park, community activities, etc. Cm. Tutino stated that she supports the pricing policy for its fiscal accountability and agrees with the strategy of using priority levels. Cm. Vonheeder-Leopold stated that she hopes that the pricing policy does not lead to reducing the number of programs that are no longer considered a priority. Mr. McCreary stated that the increased fees for the discretionary services will help to sustain the core services. Chair Minniear asked about the administrative costs associated with the implementation and processes of the pricing policy. Mr. McCreary stated that he does not foresee the implementation and processes incurring a large cost due to the ease of obtaining the information from the City's new financial system. OTHER BUSINESS 9.1 OTHER BUSINESS Cm. Vonheeder-Leopold asked about the public art project at the Tralee development. Mr. Hartnett stated that he would check with the Community Development Department on the status of the project.
