The proposed parking restriction would prohibit parking for a 59-foot section of Maguire Way on the north side of the street between the hours of 6:00 a.m. and 12:00 p.m. every Thursday morning. FINANCIAL IMPACT: The cost to install two new signs ($400) can be accommodated in the Fiscal Year 2010-2011 Street Maintenance Operating Budget. RECOMMENDATION: Staff recommends that the City Council adopt the resolution amending the Dublin Traffic Code approving a parking regulation on Maguire Way. The request was specifically for curb painting and signage installation to prohibit parking on the north side of Maguire Way on Thursday mornings between 6:00 a.m. and 12:00 p.m., from the fire hydrant across from the trash compactor area easterly a distance of 66.5 feet. City staff met community management staff on-site to review the request. Currently, community management staff is placing cones in the roadway every Wednesday evening to prohibit parking along this section of roadway on Thursday mornings. Without doing so, the truck would not be able to safely back into the trash compactor area to complete trash pick up. As such, the residents in the area are used to an unofficial parking restriction every Thursday morning. Staff has reviewed the request and supports implementation with the following revisions: • Curb painting should not be implemented to indicate the limited parking zone, as a red curb would indicate a no parking zone every day and at all times of the day. Instead, the limited parking zone should be indicated by signs alone. • Because it is already illegal to park in front of a fire hydrant (California Vehicle Code 22514 Fire Hydrants and Dublin Municipal Code 5.08.170 Fire Hydrant Systems), staff recommends that 15 feet of curb be painted red (7.5 feet on each side of the fire hydrant). East of the red curb, signs should be installed at each end of a 59-foot limited parking zone (No Parking Thursday 6 am to 12 pm). The 59-foot proposed limited parking zone plus the 7.5-foot red curb equates to the 66.5-foot parking restriction east of the fire hydrant as requested by the community manager. Pursuant to Chapter 6.04 of the Dublin Municipal Code, the City Council may, by resolution, designate areas in which parking is prohibited at certain times. A draft resolution is attached (Attachment 2) that would designate a 59-foot limited parking zone on the north side of Maguire Way to restrict parking every Thursday between 6:00 a.m. and 12:00 p.m. The resolution also provides that the effective times of the limited parking zone will be modified in the event that the day and time of trash collection change in the future. Action by the City Council is not required to implement the 15-foot no parking zone in front of the fire hydrant. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Written notification of the proposed action was sent to all residents and homeowners of The Terraces at Dublin Ranch, as well as the community manager (Attachment 3). L ~ ` ~n ~-~ ~~,~, ~f~ ~/ ~lj RESOLUTION NO. -10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ~*****~*~ AMENDING THE DUBLIN TRAFFIC CODE APPROVING A PARKING REGULATION ON MAGUIRE WAY WHEREAS, on-street parking is allowed on the northeast side of Maguire Way; and WHEREAS, vehicles generally park on the northeast side of Maguire Way immediately across the street from_the trash compactor area for The Terraces at Dublin Ranch residential community; and WHEREAS, it is important to maintain safe access to the trash compactor area for the truck picking up the trash; and WHEREAS, staff has confirmed the need to restrict parking on the north side of Maguire Way for a distance of 59 feet to facilitate safe truck ingress and egress every Thursday between the hours of 6:00 a.m. and 12:00 p.m.; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin hereby adopts the following parking regulation in the interest of public safety: Section 6.32.045 of the Dublin Traffic Code is hereby added to read as follows: 6.32.045 - No Parking Thursday 6:00 a.m. to 12:00 p.m. Maauire Wav On the northeasterly curbline of Maguire Way from a point 173 feet southeast of the southeasterly curbline of Finnian Way, southeasterly a distance of 59 feet. BE IT FURTHER RESOLVED, that in the event that the day or time of trash pick-up at the location described above is modified, the City Council hereby directs the City Manager to amend the Dublin Traffic Code and revise the street signage on Maguire Way to reflect said change. The parking prohibition would be only for every Thursday morning between the hours of 6 a.m. and noon and would extend for a distance of approximately 59 feet, as illustrated on the attached map. In addition to the limited parking prohibition, the curb would be permanently painted red in front of the fire hydrant (15 feet total), since it is already iliegal to park in front of the hydrant. After reviewing this request, Staff is in support of implementing the iimited parking prohibition to assist with the orderly and safe pick-up of trash at The Terraces. Because the designation of a parking restriction requires approval by the City Council, the City Council will review this item at the Tuesday, November 16, 2010, City Counci! meeting. If you would like to submit any comments in writing for the City Council's consideration, please do so by Tuesday, November 2"d, if you would like the comments included in the staff report.
