DESCRIPTION: The purpose of this report is to provide the Parks and Community
Services Commission with an update on several key projects Staff is working on this fiscal year.
Dublin Heritage Park and Museums
In August 2010 the City entered into an agreement with Bovis Lend Lease to complete construction of the
Dublin Heritage Park and Museums. The contractor continues to make significant progress on the park
and historic buildings. The site work is moving forward and includes planting of trees and shrubs,
reconstruction of the historic pump house, reconstruction of the historic rock wall and fence located along
the front of the main house, and completion of walkways and the outdoor exhibit areas. Site electrical and
lighting is also in process of being installed, with lights reminiscent of the era throughout the entire park.
The buildings are in various stages of construction. The hay barn and old house are nearing completion
and the interior drywall is already in place in the old house. The Sunday school barn interiors have been
started and structural repairs to the main house are underway. The contractor anticipates that the main
house interior wark will begin by December and has been working with Staff to coordinate the
completion schedule with the reintroduction of the original Kolb house furnishings and exhibit
installation. Staff is also in the process of selecting other furnishings and equipment, such as tables,
chairs and theatrical lighting for the Sunday school barn.
At this time, the contractor is still estimating completion for spring 2011.

Dublin Saorts Grounds Renovation
The renovation project was started at the end of June 2010. This project was funded with a Measure WW
Grant from the East Bay Regional Park District. The scope of work includes soil preparation, new
irrigation, installation of a sand-channel drainage system for the turf and reseeding the area west of soccer
field #4. Additionally one of the baseball fields was converted to a skinned infield.
With the improvements, sports users will benefit from improved drainage, level surfacing and a full
covering of grass along with improved water efficiency and better irrigation coverage. With major
construction complete on the project, the walkthrough to create the punch list is scheduled for Thursday
November 18I". Once the construction is completed the contractor will begin a 120-day maintenance
period.
Staff anticipates the fields will reopen for use in Apri12011 as planned.
Positano Park
Positano Park is a new 4.6 acre neighborhood park site in the Positano development. The site is set
against the rolling hills of Dublin and will be sunounded on three sides by new housing. Staff has
solicited proposals from several landscape architecture firms to develop the park design and construction
documents. Responses are due by November 15, 2010. Interviews and consultant selection will occur in
December and project design with community input will begin in January 2011.
The park will be designed in accordance with the Neighborhood Park Standards contained in the Parks
and Recreation Master Plan. These standards identify amenities including a tot lot and apparatus play
area; picnic tables and secluded space for informal family picnics; open space meadow for informal
sports, games and passive activities; and sports facilities such as practice ball fields, tennis courts,
volleyball courts and basketball courts. Actual park amenities will be determined as the City proceeds
through the community input process. The project will implement new statewide codes to improve water
efficiency and will utilize `bay friendly' landscape guidelines throughout the design.
It is anticipated construction of the park will be completed in Fiscal Year 2011-2012.
Park Lishting Replacement Proiect
The City received a federal Energy Block Grant to replace lighting in some parks with more energy
efficient Light Emitting Diode (LED) lights. Staff has solicited proposals from two engineering firms and
will select and initiate contracting process the in November. Staff along with the selected engineering
consultant will review several LED lighting fixture alternatives and make a determination which product
will best suit the City's needs from a durability, illumination and efficiency standpoint.
It is anticipated the project will provide for the replacement of the pedestrian lights at Kolb Park and two
other parks. These additional parks will be determined once a more detailed cost estimate has been
prepared by the engineer. Other parks that the City will be considering for new lighting will be Shannon
Park, Mape Park, Dolan Park and Alamo Creek Park. Criteria for selection of the parks will also be based
on the condition of the existing park lighting lamps and poles, as well as the most significant need for
improved lighting coverage. Once the new LED fixtures are installed the City anticipates cost savings on
energy use.
The project will be complete by the end of the current fiscal year.

Citvwide Tree PlantinE
The State of California has provided $29,600 in grant funds to replace trees throughout the City of
Dublin. Recently, Staff has issued a Request for Informal Bids to several local landscape contracting
firms to get unit price costs for 15-gallon trees.
Per the grant requirements, the City will be planting up to 220 trees in parks, street medians, sidewalks
and trails. The State funding helps ensure the City maintains its green infrastructure and will improve air
quality throughout Dublin.
Bids will be received at the end of November and work will be done between December and February.
Emerald Glen Activitv Center Acquisition
In November the City executed an agreement to purchase the Emerald Glen Activity Center modular
building, which had been leased from Mobile Modular. By purchasing the building the City will save
over $25,000 per year in lease payments.
In addition to purchasing the building, the Capital Improvement Program (CIP) budget includes funding
to replace the flooring and install awnings for shade in key locations. Those improvements will be
completed by the end of the Fiscal Year.
RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission receive the report.
