A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 95-023 ENEA PLAZA MASTER SIGN PROGRAM SITE DEVELOPMENT REVIEW
TO ESTABLISH A COMPREHENSIVE SIGN PROGRAM FOR THE ENTIRE RETAIL AND OFFICE
COMPLEX, INCLUDING A 60-FOOT TENANT IDENTIFICATION FREESTANDING SIGN WITHIN
THE OFFICE COMPLEX, LOCATED AT 6665-6690 AMADOR PLAZA ROAD; AND THE RETAIL
BUILDINGS LOCATED AT 6694-6780 AMADOR PLAZA ROAD AND 7450-7496 DUBLIN
BOULEVARD, WITHIN THE PD, PLANNED DEVELOPMENT DISTRICT.
WHEREAS, the Applicants, Earle Gibbings and Dick Anderton of Superior Sign Company, representing
the property owner, Robert S. Enea, partner with St. Michael's Investment, has filed an application requesting
Master Sign Program Site Development Review approval to establish a comprehensive sign program for the entire
retail and office complex and to install a 60-foot tenant identification freestanding sign within the Enea Plaza office
complex parcel; and
WHEREAS, the Planning Commission held a public hearing on said Master Sign Program Site
Development Review application on September 5, 1995; and
WHEREAS, proper notice of said public hearing was given in all respects as required by law; and
WHEREAS, the application has been reviewed in accordance with the provisions of the California
Environmental Quality Act (CEQA) and was found to be Categorically Exempt under Section 15311, Class 1 l(a)
of the State CEQA Guidelines; and
WHEREAS, the Staff Report was submitted recommending that the Master Sign Program Site
Development Review application be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider all said reports, recommendations and
testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does hereby find
that:
The Master Sign Program (MSP) for Enea PlaTa contributes to an effective and attractive identification of
its business, products and services by providing clear, legible and succinct signage that will direct
automobile and pedestrian traffic to its site.
The design quality of the site, improved with this MSP, and the surrounding area will be superior to the
quality that would result under the regulations and standards of Section 8.08.40 "Sign Development
Regulations"; 8.08.110, "Regulations for Wall Signs and Projecting Signs"; and 8.08.120, "Freestanding
Sign General Regulations". The MSP allows the freestanding sign to be at a height of 60 feet and allows
the use of more than one freestanding sign on the site. All signage will conform to the overall design and
layout of the site, which has several buildings with frontages facing Amador Plaza Road, Dublin Boulevard
and the Interstate 580 and 680 freeways. All signage will correspond well with the building elevations, and
the height of the freestanding sign has been designed to clearly identify the site and its retail tenants to
travelers on 1-580. The signs reflect the overall design theme of the site and accentuate the quality design
theme that the retail/office complex projects to the public.
All of the existing and proposed signs for Enea Plaza have been designed to be compatible with the style
and character of the existing improvements on the site through the incorporation of architectural features
and colors and they are well related to each other.

All existing and proposed signage is visible, legible, does not cause glare or disrupt the flow to pedestrian
or vehicular traffic and conforms with the Design Criteria in Section 8.08.060, of the Zoning Ordinance.
The signs are of a scale Chat relates to the buildings and at the locations at which they are proposed to be
erected. Additionally, the signs reflect and accentuate the design theme of the site.
The approval of the MSP is consistent with the intent purpose of Section 8-95.0 "Site Development
Review" (SDR) and 8.08.130 "Master Sign Program/Site Development Review (MSP). The MSP
compliments and improves the site's development and design by providing a comprehensive sign program
that incorporates the major design theme of the retail/office complex and enhances the architectural style
and design of the existing structures. Additionally, the sign,age promotes safe traffic circulation within the
site.
The approval of the MSP, as conditioned, complies with the Dublin General Plan, the PD, Planned
Development District Regulations and the general requirements established in the Zoning Ordinance
because it establishes a comprehensive, well-designed commercial signage program for the site.
The approval of the MSP, as conditioned, is in the best interests of the public health, safety and general
welfare because it promotes a sign program that will provide effective and attractive identification for the
site.
The proposed MSP considered site layout, vehicular access, circulation, parking, setbacks, height, walls,
public safety and similar elements to ensure that the MSP design assists in the provision of a desirable
environment for the development.
Architectural considerations, including the character, scale and quality of the design, the architectural
relationship with the site and other buildings, building materials and colors, screening of exterior
appurtenances, exterior lighting, and similar elements have been incorporated into the MSP, where
appropriate, in order to insure the compatibility of the wall and freestanding signs with the retail/office
complex design concept and theme and the character of adjacent buildings and uses.
Installation and maintenance of landscaped planter areas around the freestanding signs have been made a
condition of approval of this application. These planter areas, while required by the City of Dublin Sign
Ordinance, will implement those landscape elements considered important by the City of Dublin and will
provide an attractive environment within the City.
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does hereby conditionally
approve PA 95-023 Enea Plaza Master Sign Program Site Development Review application as generally shown on
Exhibit A, stamped approved and on file with the Dublin Planning Department, subject to the following conditions:
CONDITIONS OF APPROVAL:
Unless stated otherwise~ ali Conditions of Approval shall be complied with prior to the issuance of buildin~

following codes represent those departments/agencies responsible for monitoring compliance of the conditions

GENERAL PROVISIONS
This Master Sign Program Site Development Review approval is to establish a comprehensive sign
program for the Enea Pl~?a retail and office complex, located at 6665-6690 Amador Plaza Road, 6694-
6780 Amador Plaza Road and 7450-7496 Dublin Boulevard. The 60-foot freestanding sign approval shall

generally conform to the plans labeled Exhibit A, consisting of 2 sheets, prepared by Superior Sign
Systems, dated received by the Planning Department on June 21, 1995, stamped approved and on file with
the Planning Department and as specified by the following conditions of approval. [PL]
Identification Freestanding Sign
The approved freestanding sign shown on Exhibit A, shall comply with the following:

The design, colors, location and illumination of this freestanding sign shall be as shown on the approved
sign elevation and detail plans, labeled Exhibit A. [PL]
The approved freestanding sign stated in Condition ti 2, shall be utilized for the entire retail and office
complex only, and in the event that the Enea P187~ parcels no longer function as a combined retail and
office complex, said freestanding sign shall be removed. Removal of the freestanding sign shall not effect
the remainder of this Master Sign Program. [PL]
Building permits for the installation of the freestanding sign shall be secured and construction commenced
within six (6) months of the effective date of approval of this Master Sign Program or said approval shall
be void. [B, PL]
Prior to issuance of a building permit, a landscape and irrigation plan shall be submitted to show the design
and layout of the landscaped planter area around the 60-foot freestanding sign, as shown on Exhibit A. All
landscaping shall be installed as shown on the approved landscape and irrigation plan. [PL]
This Master Sign Program approval shall supersede all previously approved Sign Site Development
Review approvals for existing signs within the Enea Pla?a retail and office complex. [PL]
All wall-mounted signs for Buildings A, B, C, and D (retail buildings) shall be individually lettered and
internally illuminated and the maximum letter heights shall not exce~ three (3) feet. [PL]
The two (2) existing "Enea Plaza ", freestanding monument signs at the Amador Plaza Road entrance,
including the "Dublin Cinema" theater marquee freestanding sign on Dublin Boulevard and the "Enea
PlaTa" offiee building wall-mounted sign, may continue to be utilized and maintained as previously
approved. Signage within the office complex shall be limited to the existing "Enea PlaTa" wall-mounted
sign located on the south building elevation of 6670 Amador Plaza Road. [PL]
The maximum area of signs for major tenants shall be computed as the sum of all individual exterior faces.
A major tenant is defined as a business located in a multi-tenant building occupying more than two typical
tenant spaces, with a minimum floor area of 8,000 square fee{. If a tenant space is smaller than 8,000
square feet, then the tenant space must have a minimum frontage of 120 lineal feet and must comprise a
minimum of 40 percent of the total building frontage in order to be classified as a major tenant. [PL]

Any new or proposed freestanding or wall-mounted signs shall be of a design that is similar to and
compatible with the architectural design and theme of Enea Plaza. Said signage shall be subject to review
and approval by the Planning Department for consistency with this Master Sign Program approval prior to
installation. Said signage shall comply with the sign regulation provisions of Section 8.08.060, 8.08.110
and 8.08.120, ofthe Zoning Ordinance. [PL]
Future development of any new retail or office buildings within Enea PlaTa shall generally conform with
the provisions of this Master Sign Program approval for the existing retail and office complex buildings.
Proposed new siguage for said buildings shall first be reviewed and approved by the Planning Department
for compliance with this Master Sign Program approval and the sign regulations of the Zoning Ordinance.

All freestanding and wall-mounted signs shall be well-maintained in an attractive manner and in accordance
with approved plans. Any indirect light fixtures used to illuminate any signage shall be glare-shielded.

Prior to submitting tenant sign plans to the Building Inspection Department for review and approval, the
plans shall be signed by the property owner(s) of Enea Plaza. [B, PL]
Landscaping planter areas shall be required around all existing and proposed freestanding signs on the site
and shall be shown on plans prior to the issuance of a building permit. Prior to final inspection by the
building inspector, all landscaping and any required irrigation shall be installed for said freestanding signs.

Each tenant space shall be allowed to have a sandblasted pedestrian/shingle sign suspended under the
building canopy, which is oriented towards pedestrian traffic and serves to identify and indicate pertinent
facts concerning a business or professional service lawfully conducted on the same premise, subject to the
following provisions: [PL]
must be suspended from the canopy over a sidewalk directly in front of the doorway of the
business with a minimum of eight (8) foot vertical clearance.
b. must be perpendicular to the business building wall.
c. not be more than 5 square feet in area per side
d. are limited to one per business per building elevation.
The tenant's obligation to conform with the approved Master Sign Prograra for Enea Plaza shall be
incorporated into the individual tenant lease agreements as a binding requirement. [PL]
If tenants or tenant signs change, all mounting holes from previous tenant signs shall be repaired and walls
repainted prior to mounting the new signs. If the use or tenant space ceases to operate for (90) ninety days,
the tenant signs shall be removed and mounting holes and walls shall be repaired and repainted. [PL]
The use of Temporary Promotional Signs (i.e., banners, pennants, flags, balloons, searchlights and similar
advertising devises) for special business advertising and/or promotional use shall comply with the
provisions established in the sign regulations of the Zoning Ordinance. [PL]
The use of Permanent Banners is permitted with this Master Sign Program approval and shall be used to
display the name or logo of Enea PlaTa and shall be maintained by the property owner(s) in good condition
at all times. [PL]

be considered by the Zoning Administrator upon application for a Sign Site Development Review pursuant
to Section 8-95.0 SITE DEVELOPMENT REVIEW. [PL]
21.
This permit approval shall be revocable for cause in accordance with Section 8-90.3 of the Dublin Zoning
Ordinance. Any violation of the terms or conditions of this approval may be subject to the issuance ora
citation. [PL]
