Foss, Assistant City Manager EXECUTIVE SUMMARY: The City of Dublin has offered the Dublin 101 Academy (also known as the Dublin Leadership Academy) since 2004. The City Council will consider a new name (INSIDE DUBLIN) and schedule for the Dublin 101 Academy for Fiscal Year 2011-2012. FINANCIAL IMPACT: None at this time. RECOMMENDATION: Staff recommends that the City Council receive the report and provide direction regarding the new name and schedule for the Dublin 101 Academy for Fiscal Year 2011-2012. Submit y Assistant City Manager Page 1 of 3 ITEM NO. /~ DESCRIPTION: Backqround: A 2004-2005 City Council High Priority Goal was the "development of a Dublin Leadership Academy" that would engage the community and prepare future leaders. The City of Dublin created the Dublin Leadership Academy to inform interested constituents who live and/or work in Dublin about the issues facing the community. The first Leadership Academy (now referred to as Dublin 101) was held in 2004. The 12 week program covers subjects including: City Governance; Parks and Community Services; Safety Services (Police and Fire); Strategic Planning and Finance; Community Development and Economic Development; Public Works; and a Saturday bus tour (Attachment 1). Since its inception in 2004, the program has graduated 111 participants: Year # of artici ants 2004 16 2005 26 2006 24 2007 18 2008 17 2009 10 Over the past several years, Staff has actively marketed the program through the use of various media outlets (City's website, City Recreation Guide, newspaper ads) as well as through outreach to current City Commissioners and past Dublin 101 graduates for their help in encouraging new applicants. Despite these considerable efforts each year, the attendance in the program has been consistently falling since the high point in 2005. On June 1, 2010, the City Council considered the deferral of the Dublin 101 Academy for Fiscal Year 2010-11. At that time, the City Council directed Staff to review the program and provide the City Council with a new option to continue the program. Staff met to discuss potential options for the program and would propose a new seven week program (called INSIDE DUBLIN) that would include the following: Proposed Class Schedule: First Meeting: Saturday Bus Tour Second Meeting: Governance/ Budgeting Third Meeting: Fire Services Fourth Meeting: Development Services (Community Development/Public Works/Economic Development) Fifth Meeting: Police Services Sixth Meeting: Parks and Community Services / Environmental Programs Seventh Meeting: Graduation Page 2 of 3 Staff would propose that the class run in consecutive weeks starting at 7:00 p.m and would run until 9:30 p.m. Staff would propose to continue to market the class through the various media outlets (City's website, City Recreation Guide, newspaper ads). Staff would also like to investigate the possibility of taping the presentations for inclusion on the City's website for residents to view at their leisure. Due to Staff's commitment to the preparation of the FY 2011-12 budget and the necessary marketing time, Staff would propose that the program begin in September 2011. With this report, Staff is requesting City Council feedback on the proposed INSIDE DUBLIN program for Fiscal Year 2010-2011. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Noticing not required.
