SUBJECT: Written Communication: Letter from Jean Bolger of Ashford Way
Requesting Installation of Soundwall Along Alcosta Boulevard

FINANCIAL STATEMENT: The estimated cost of an acoustical study for this area is $5,000. If
shared with San Ramon,the cost would be $2,500 per jurisdiction.
The estimated installed cost for a six-foot soundwall along approximately 1,200 lineal feet of side or rear
lot line is $102,000. If Dublin and San Ramon split the cost, the cost per agency would be approximately
$51,000 for the wall construction. There would be additional engineering costs for design,project
administration, and obtaining easements. These estimates are very preliminary as they were obtained
over the telephone without the consultant or wall contractor visiting the site.
There is no current-year budget for either the study or wall construction.

DESCRIPTION: A letter was received from Ms. Jean Bolger of Ashford Way requesting that the
Cities of Dublin and San Ramon consider installing a soundwall along the rear yards of houses that back
up to Alcosta Boulevard. The homes are in the City of Dublin, but the street is in the City of San Ramon.
This issue was originally raised in 1987 when San Ramon first installed their soundwall along the north
side of Alcosta Boulevard. At that time,the Council agreed to fund half the cost of such a soundwall,
but the City of San Ramon ultimately opted not to pay the other half of the cost, and the wall was never
constructed. The estimated cost in 1987 was about$50 per lineal foot. Since that time,the cost has
escalated to approximately $85 per lineal foot for a six-foot high wall, or$113 per foot for an eight-foot
wall.
Ms. Bolger's letter is requesting at this time that an acoustical study be performed. The estimated cost of
the acoustical study is $5,000.
Staff has attempted to find out whether San Ramon is considering Ms. Bolger's request but has not
received a response as of the time this report was written. Staff recommends that the City Council
consider the request and provide direction accordingly.

Re: Potential Sound Wall
Dear Mr. Ambrose and Mr. Moniz:
I am writing as a representative of all the residents who live directly behind the Union 76
gas station and 7-11 convenience store on Alcosta Boulevard, which borders between
Dublin and San Ramon. The residents of this community are concerned with the
increased noise level generated by new developments within this area.
As you are aware, there has been a significant amount of new development along the
southern end of Alcosta Boulevard, including but not limited to the two new housing
developments and shopping center near the corner of Alcosta Boulevard and Village
Parkway. The increased noise level generated by these projects has created a significant
noise impact to the older residential neighborhoods in the vicinity. It appears that the
City of San Ramon mitigated against these noise impacts through the addition of new
sound walls which extend from the n6rth bound entrance ofi-680 to Stage Coach Road.
As a result of this increased noise level, we would like to make a formal request that the
City of Dublin and the City of San Ramon join efforts to conduct an acoustical study on
the aforementioned area, to determine the feasibility of constructing a sound wall
between the 7-11 and Union 76 properties and the older neighborhood in which we live.
We feel this sound wall should be similar in design and height to the walls constructed
for neighboring properties along Alcosta Boulevard. We are confident that this study will
identify a dramatic increase in noise levels since the time the wood fence was originally
installed behind the 76 station and the 7-11 properties. We are requesting a sound wall,
because we feel the project planning of the new development occurring coupled with the
existing measures in place to alleviate sound between residential and commercial
development in this area, overlooked our neighborhood and the increased level of noise
which resulted from these recent developments.

The construction of the new sound wall in this area, would aid in the reduction of the
current noise impact our neighborhood endures and further mitigate future cumulative
noise impacts from other potentially proposed developments within this area (i.e.
Dougherty Valley Development off Old Ranch Road and other proposed infill projects),
further, the addition of this leg of a sound wall would complete the recent beautification
of the lower end of Alcosta Boulevard.

this matter, and we look forward to discussing this matter further with both jurisdictions.
