Dougherty Road Improvements from Sierra Lane to North City Limit

EXECUTIVE SUMMARY:
There are plans for Dougherty Road to be improved from Sierra Lane to the North City Limit
that include six travel lanes, a raised median and Class II bicycle lanes. These improvements
are consistent with the Circulation Element of the City General Plan and are included in the
Eastern Dublin Traffic Impact Fee Program. The project limits are covered by two existing
projects included in the adopted Capital Improvement Program. This item proposes to combine
the two existing CIP projects into a new Capital Improvement Program project — Dougherty
Road Improvements from Sierra Lane to North City Limit, which will allow the City to perform
initial environmental and design work with available funds.
FINANCIAL IMPACT:
The total project cost is estimated to be $13,545,190 including design, environmental review,
right-of-way, construction, and related project management costs. The project will span multiple
years and the total estimated project funding required and project timing will be updated upon
completion of the Phase 1, Preliminary Design tasks. The budget for Phase 1 is approximately
$1.1 million, with proposed tasks for Fiscal Years 2010-11 and 2011-12 shown below:

DESCRIPTION:
The Circulation Element of the City of Dublin's General Plan has identified several roadway
improvements in order to accommodate projected traffic volumes. One of the primary
improvements is the widening of Dougherty Road. Two segments of Dougherty Road are
currently identified in the City's Capital Improvement Program (CIP) and have mitigation funding
which could be used for the design of the project. The finro segments are: 1) No Project
Number: Dougherty Road Improvements from Houston Place to Amador Valley Boulevard
($206,125 - Mitigation Fund Balance as of July 1, 2010) and 2) Project No. 960019: Dougherty
Road Improvements from Amador Valley Boulevard to the North City Limit ($440,109 -
Mitigation Fund Balance as of July 1, 2010). These projects are not currently programmed
within the 2010-2015 CIP timeframe.
The Alameda County Expenditure Plan administered by the Alameda County Transportation
Commission (ACTC) includes a City of Dublin project entitled Iron Horse Trail Bicycle,
Pedestrian, and Transit Route Project (see Attachment 1-Location Map). The sales tax funding
programmed for the project is $6.267 million to: 1) widen Dougherty Road from the North City
Limit to Scarlett Drive to accommodate buses and bicycles, and 2) construct Scarlett Drive/Iron
Horse Trail from Dougherty Road to Dublin Boulevard. Initially the City reduced the scope to
construct only the segment on Scarlett Drive/Iron Horse Trail from Dougherty Road to Dublin
Boulevard. The cost of constructing this segment was estimated to be $11.1 million and the
project was put on hold indefinitely due to a lack of the total funding to construct the project.
To facilitate construction of a more viable project, the City proposed to ACTC to modify the
project scope. Rather than build the segrnent on Scarlett Drive/Iron Horse Trail from Dougherty
Road to Dublin Boulevard, the City proposed to construct Dougherty Road from the North City
Limit to Scarlett Drive. Attachment 2 shows the future cross section of Dougherty Road which
includes six lanes of vehicular traffic, Class II bicycle lanes, raised median and the existing
pedestrian/bike trail on the east side of the roadway. On May 27, 2010, the ACTC granted the
City's request to modify the project scope.
The total length of the project from the North City Limit to Sierra Lane is approximately 1.9
miles. To initiate work on the Dougherty Road Improvement Project, it is necessary to first
establish it as a new CIP project. To identify the full cost of widening Dougherty Road, staff
proposes to extend the limit of engineering work from Scarlett Drive south to Sierra Lane. This
new CIP project will replace the two projects on Dougherty Road included in the current CIP.

The preliminary engineering work will include environmental assessment, right of way
engineering, cost estimates, and identification of viable construction phasing options based on
timing and availability of funds. This preliminary work referred to as Phase 1 is projected to cost
$1,145,366 and is proposed to be undertaken over the next finro Fiscal Years.
The Phase 1 work is proposed to be funded by a combination of Mitigation Funds and
Dougherty Valley Traffic Impact Fees. The use of local sources will allow the City to
demonstrate the expenditure of project specific mitigation funds and will also expedite the ability
to get the project underway. It is expected that the ACTC sales tax funding of $6.627 million will
be used for construction and will be programmed as an update to a future Five Year Capital
Improvement Program, once additional details are known regarding the project costs.
Beginning the preliminary design work may also make the project more competitive for future
grant funding opportunities. The Total Project cost is currently projected to be approximately
$13.5 million and will require additional funding sources to complete the entire segment. The
following is a summary of the preliminary project cost as shown in Exhibit A attached to the
Resolution establishing the new Capital Improvement Project. (Attachment 3).

$13,545,190 -$7,412,366 =$6,132,824 in insufficient funding. Alternative funding sources or a
revision in the phasing or project scope will be required to complete the project. The work
proposed as part of Phase 1 is necessary to define the options.
For the current Fiscal Year a budget of $648,374 is being proposed to initiate work on the
project. Funding sources have been identified to complete all Phase 1 work. Included in the
Fiscal Year 2010-11 project expenses is the purchase of three 1-'/2" recycled water meters
needed for the project. The Dublin San Ramon Services District is considering an increase in
their water connection fees in early 2011. By advancing the water meter purchase before the
effective date of increase, the City will save approximately $105,000. A Budget Change is
included as Attachment 4.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

ESTABLISHING A NEW CAPITAL IMPROVEMENT PROGRAM PROJECT -
DOUGHERTY ROAD IMPROVEMENTS FROM SIERRA LANE TO NORTH CITY LIMIT
WHEREAS, the Circulation Element of the City General Plan has identified Dougherty
Road as a roadway requiring improvements to accommodate projected vehicular traffic; and
WHEREAS, improvements on Dougherty Road in the Capital Improvement Program
have been segmented into finro projects:, 1) Dougherty Road Improvements - Amador Valley
Boulevard to Houston Place (No Project Number) and 2) Dougherty Road Improvements -
Amador Valley Boulevard North to City Limits (Project Number 960019), are identified in the
City's Capital Improvement Program (CIP) but are not programmed within the 2010-2015 CIP
time frame due to insufficient funding; and
WHEREAS, the City is proposing to revise the adopted 2010 - 2015 Capital
Improvement Program (CIP) by deleting the two Dougherty Road projects and including a single
project entitled Dougherty Road Improvements from Sierra Lane to North City Limit; and
WHEREAS, the first phase of work to be undertaken will be to initiate preliminary
engineering and perform environmental work which can be funded from local revenue sources;
and
WHEREAS, the Alameda County Transportation Commission (ACTC) has approved the
use of Measure B funding previously programmed for the Scarlett Drive/Iron Horse Trail
Extension Project in the amount of $6.27 million, on the future construction of the proposed
project; and
WHEREAS, the Scarlett Drive Project was also unfunded in the current CIP timeframe;
and
WHEREAS, it is necessary to revise the Scarlett Drive/Iron Horse Trail Extension Project
included in the CIP to recognize that the transportation sales tax funding of $6.267 million will
no longer be available for this project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin
adopts this resolution to establish a new Capital Improvement Program Project - Dougherty
Road Improvements from Sierra Lane to North City Limit, as described in the attached Project
Description (Exhibit A).
BE IT FURTHER RESOLVED that this new project shall replace the Dougherty Road
Improvements - Amador Valley Boulevard to Houston Place and the Dougherty Road
Improvements - Amador Valley Boulevard North to City Limits presently included in the adopted
2010-2015 Capital Improvement Program.
BE IT FURTHER RESOLVED that the Scarlett Drive Extension/Iron Horse Trail
Extension Project will be revised to delete the reference to the future availability of $6.267 __ _

COMMENTS
The present configuration of Dougherty Road is four lanes (two lanes each direction) and a separate pedestrian/bike
path along the east side of Dougherty Road from the Iron Horse Trail to the North City Limit. The City of San Ramon
has recently widened Dougherty Road to six lanes to the City Limit and extended Dublin's pedestrian/bike path from
its northerly end to Old Ranch Road in San Ramon. This project will widen Dougherty Road to a six-lane divided
roadway plus Class II bicycle lanes with landscaped median within the limits of the project. The Alameda County
Transportation Improvement Authority has approved $6.267 Million (2009 dollars) of Measure B funds to widen
Dougherty Road including construction of Class II bike lanes from Scarlett Drive/Iron Horse Trail to the North City
Limit.
The preliminary engineering work will include more detailed design and cost estimates and will identify the next phase
of work based on available funds. Mitigation contributions (Fund 4309) collected for this project will be used to pay for
preliminary engineering work. A total of $646,234 (as of June 30, 2010) in mitigation contributions is available for use
and the remaining funds needed for design and construction are anticipated to come from the Dougherty Valley and
Eastern Dublin Traffic Impact Fees.

REASON FOR BUDGET CHANGE ENTRY: This budget change will reflect appropriations in
Fiscal Year 2010/11 for a new Capital Improvement Project - Dougherty Road from Sierra Lane
