FINANCIAL STATEMENT:
Approximately $150 to paint and sign loading zone. This cost
would be paid from the street maintenance operating budget.
DESCRIFrlON: Development of the new Petsmart store on Amador Plaza Road
on the site of the old "Stafford's Restaurant" has caused changes within the parking lot adjacent to the
building presently occupied by Video Only. One of the end results of the changes is the loss of a
loading/unloading area for Video Only. Consequently, trucks delivering merchandise to this store
will have to park on Amador Plaza Road to unload.
As directed by the Municipal Code, loading zones are effective Monday through Saturday from 8:00
a.m. to 5:00 p.m., and generally allow commercial vehicles to park for up to 20 minutes to load or
unload freight or for 3 minutes to load or unload passengers. The loading/unloading time can be
extended as long as signs are posted stating the length of time required. Normal parking is allowed in
the evening and on Sundays and holidays. (Note that Mr. Holmes' letter requested the hours of 10:00
a.m. to 6:00 p.m.; however, the City Attorney has advised that the 8:00 a.m. to 5:00 p.m. hours
must be adhered to. Staff advised Mr. Holmes, who has stated that this would not be a problem.)
Staff feels that the request for a loading zone is reasonable, in view of the proposed expansion of the
site. It appears that the majority of users of the on-street parking are employees and customers of the
Shamrock Ford dealership across the street. Establishment of the loading zone would eliminate two
parking spaces; however, Staff feels that sufficient on-street parking still exists. Notices regarding the
public hearing were mailed to Shamrock Ford and other businesses in the vicinity.
Staff recommends that the City Council conduct a public hearing, waive the reading, and introduce
the ordinance establishing a 40-foot loading zone with two-hour loading/unloading time limit (per Mr.
Holmes' request) on the west side of Amador Plaza Road in front of the Video Only building.

Dear Mehran:
Attached is a site plan indicating the location of a proposed loading ramp and loading zone for
our tenant, Video Only, at 6920 Amador Plaza Road.
Due to the proposed Petsmart building at 6960 Amador Road, the Video Only store will lose
delivery access to their storage room. To accommodate their business needs we request the
approval of the City of Dublin to provide. a delivery ramp and a 40 foot loading zone along
Amador Plaza Road as noted on the attached sketch.

Video Only has indicated that deliveries to their storage occur primarily between the hours of
10:00 a.m. to 6:00 p.m. Monday through Saturday. Although most deliveries occur within a
20 minute period, an occasional delivery of up to 2 hours may sometimes be necessary.

ORDINANCE NO. -94
AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING A 4O-FOOT LOADING ZONE
ON THE WEST SIDE OF AMADOR PLAZA ROAD
354 FEET NORTH OF THE NORTHERLY CURBLINE OF DUBLIN BOULEVARD
The City Council of the City of Dublin does ordain as follows:
Section 1: Pursuant to Section 6.04.290 of the Dublin Municipal Code, and in the interest
of public safety, a loading zone shall be established in the following location:
On the westerly curb line of Amador Plaza Road, from a point 354 feet nonh of the
nonherly curbline of Dublin Boulevard, nonherly a distance of 40 feet.

Section 2:
The time limit for loading or unloading of freight shall be specified as two (2)
Section 3:
Said loading zone shall be added to Section 6.36 of the City of Dublin Traffic
Code.
Section 4: This ordinance shall become effective 30 days after its final passage and
adoption by the City Council. The City Clerk of the City of Dublin shall cause this ordinance to be
posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the
Government Code of the State of California.
