SUBJECT: Renegotiation of the Santa Rita Property Tax
Exchange Agreement

exceed $5,000 if necessary
FYNANCaAL STATEME1dT: It is not known whether consulting services
will be required at this time to evaluate the
Coun~y of Alameda's revised Land Use Plan;
however, should those services be required,
sufficient funds are available .in the
Planning Professional Services Account during
Fiscal Year 1990-91.
DESCRIPTION: This week, representatives from the City met with
representatives from Alameda County to discuss the County's
preliminary revised Land Use Plan for the Santa Rita property.
The Property Tax Exchange Agreement between the City and the County
presently allows business park industrial land uses on the County
property. If these land uses are to be revised in the future, a
renegotiation of the Property Tax Exchange Agr~ement will be required.
The County representatives expressed a willingness to renegotiate the
agreement, provided that the City considers a mixed use development on
the Santa Rita property. It is anticipated that the City and County
Staffs will begin discussing the elements of renegotiation within the.
next few weeks. The County has hired an Economic Consultant to
prepare the cost analysis for the County. In order for the City to be
in a position to evaluate the accuracy of that analysis, the services
of an Economic Consulting Firm may be required.
City Staff will keep the Council apprised of any developments related
to discussions regarding revisions to the proposed Land Use Plan and
Property Tax Exchange Agreement_.
