LAW ENFORCEMENT AWARD
Sgt: Leonard White from the�Oakland Police Dep6drn :is well deserving of the 2003 Law. Enforcement
Award because of his.leadership and insights into the problems in his city. Sgt. White has-6 een with. -. e
Oaklantl Police Department for 30 years as of March 2003. Sgt. White has been with ABAT.(Alcoholic
Beverage; 4c4on Team) since March 2002 monitoring both Penal Code 308 and Labor Code':6404 5
Under his leadership as Sergeant of Police Vice Narcotics Section, ABAT unit, staff routinely' monitors
bars, restaurants ;- and:retail stores:regarding all tobacco related laws. He has provided business
workshops for all retail businesses (i e ; liquor stores and bars) regarding all the current_ law including
tobacco related laws andsordinances.
It was Sgt White who alerted us to the potential problems with the tobacco tax stamp and now Alameda
-: County is In theforefronfwith:the enforcement of the Tax and Revenue Code.: Sgt. White andhis staff
= are responsive tothe.concerns in:the community and are available when :needed, whether it be.regarding
tobacco advertisement in :a convenient market, selling tobacco to .a minor,.or smoking in a bar
Sgt Leonard White has been:a great- tobacco control advocate and: a valuable partner to the Tobacco;:
Control Program and its Coalition. I<strongly,nominate Sgt Leonard.White #rom the Oakland Police

COMMUNITY BASED ORGANIZATIONAWARD
? The Kid's Breakfast Club;(TKBC) has :made: a- significant contribution.to tobacco.control in Alameda
County by provitlmg Tobacco Education: workshops forover 1•,000.children and.their families Dunng.'the
children's winter and spring break, TKBC.provided:breakfasts, worry- free.time -with their.families and most
importantlyedution. Through,TKBC:daily Adult_ Education workshops and special presentations to the
children by:our local SWAT (Students Working Against Tobacco) teams TKBC participants received
education classeson nutrition, CPR parenting, drugs and tobacco. Over 30,000 breakfa "sts have been
served inane program's 10 years of existence.

The Washington Inn are_pro= active in making the entire Inn smoke -free. The Washington Innis located in

also':have pnvate-manquet and conference room. are& . Having a:complete,smoke -free environment shows
that'the.owner /.general manager is concerned about the health and safety of his employees....
The,:,, Washington /hn instituted this smoke -free policythat:all their rooms.and =the entire building be smoke
free since 1:999 This: policy is over and beyond the State law and exceeds any other local ordinancesby
having a 100% smoke =flee hotel.. Even though:the lnn has recently changed • ownership, the new owner
wanted to continue this - policy and:make a difference in tourist/ business:industry. We thank Washington
Inn or being;a true community partner for a smoke4ree environment.and for setting a great .example to
other -ho tei`.businesses.

YOUTH.LEADERSHIP;AWARD
Perla Cantu is a r,6shman at Met West High School. She is working hard to pursue her. interest in health
carw6hd has become a valuable part of the Roosevelt Peer Tobacco Use Prevention Program. Peda'has
. been working as an intern -all yearrand although she is the same age as many of the students she is
mentonng she?ha§`proven herself >:to be a natural leader. Peria's presentation skills are outstanding. ..She-*.
is able to connect with her. audience and speaks with clarity, authority and the greatest of ease: She,was

originally paired up with students that were struggling with their presentations but it was coon :clear that
making -her 'a part 'of every presentation would be beneficial to all. She was able to help carry the weaker
Presentations.
Perla is a wonderful candidate for this award as she is an exceptional person. Not only is she a talented
leader and presenter but she has a heart of gold. She is kind, determined, intelligent, well spoken woman
with'a very bright future.
PHILIP: MACDONALD AWARD
-In the.-last year. Cesar has worked very hard to increase tobacco -use intervention services for patients
using the county medical clinics. He has done this work with only a small community outreach grant from
the TCC 'and has gone above and beyond the goals of that grant. He has supported Audrey Lindahl in
her work to'implement Smoking as a Vital Sign (SVS) into the operations of the clinics. While they have
faced many barriers.to`doing this, they have both continued to pursue this goal and have moved much
closer to reaching .it.. Simultaneously, Cesar has developed extensive health education resources for their.
patients. Because of Cesar's work patients at the county clinics have access to one-on -one cessation
"support or camattend cessation. groups. Also significant is the fact that these services are provided free
of charge and are available in multiple languages. Cesar also has become an active member of the TCC'..
cessation -sub -group and was central to developing and presenting the recent training for health
educators:offered by the TCC cessation sub - group. He also has been an active participant in the TCC
youth; and schools sub - group. .
With this nomination l want to acknowledge that Cesar's work has been above and beyond the scope of
his lot regyirements or his TCC grant. He personally has taken this issue up as his own and become a
real .voice for tobacco prevention and cessation in our county.
BEHAVIORAL HEALTH AWARD
StanTaubman, is the Director of Management Services at Alameda County Behavioral Health Care
Services `(BHC S ). During the summer of 2001, Stan Taubman met several times with staff from the MSA
Tobacco.Policy Committee, Thunder Road ATOD Network, and the Department of Public Health to work
on developing: comprehensive tobacco policy guidelines for BHCS service provider agencies. Using these
policy recorrmendations, Taubman wrote the comprehensive BHCS Tobacco Policy Guidelines that were
approved by senior BHCS administrators and distributed to providers in November of 2002 Because of
StanTaubman's efforts, Alameda County BHCS has now provided the necessary county-level `leadership
and guidelines for substance abuse and mental health providers to adopt tobacco policies and treat
clients for nicotine dependence. These policies are being looked at as a model by other counties.
PRIMARY CARE AWARD
Asran;Health'Services (AHS) has made incredible strides this year in integrating tobacco -use intervention
services intoail levels.of:patient care. First, AHS has successfully implemented Smoking as a Vital Sign
intoahe day -to dayoperations of their clinic. Because of this, when patients come in for medical visits
t yare now regularly screened for tobacco -use and, if they use tobacco, they are advised by their
provider to quit ::Second, AHS also: applied for and received a TCC community outreach grant this year.
Consequently all -of. health education staff and community outreach workers have been trained in
how to provide one- on-one cessation support to patients and community members. They also have been
trained in how to do presentations for community groups on the health risks of tobacco -use and exposure
A really exciting aspect of this work is that they are able to provide these services in English as well as
seven Asian. languages. Consequently, they are able to provide culturally and linguistically appropriate:
prevention and cessation services to communities that are very hard to reach. This means that patients
at APiS now- have_access to the full range of cessation services recommended by the CDC. This also
means that the wider Asian community has access a resource that previously did not exist.
